Goa Housing Board
An autonomous statutory body of the Government of Goa, constituted under the Goa Housing Board Act, 1968. Established to provide housing sites and affordable housing facilities in Goa.

Two distinct civil-engineering posts under one Goa Housing Board notice dated 7 October 2026: Assistant Engineer (Civil), one UR seat, Level 7, civil degree plus two years construction/maintenance experience; Junior Engineer (Civil), one EWS lien vacancy, Level 5, civil degree OR diploma, with no prescribed experience. Konkani is essential and Marathi desirable for both. Applications in the official handwritten prescribed format, accompanied by a Goa 15-year residence certificate and other records, must reach the Managing Director in Porvorim by 29 October 2026. The notice does not publish exam schedule or scoring rules.

Recruitment-specific overview from the published record.
Official notice: GHB/ADM/1708/2026 · Issued: 7 October 2026 · Closes: 29 October 2026 · Application: prescribed physical form to Managing Director, Goa Housing Board, Porvorim.
A candidate looking only at the job titles might see two civil-engineering opportunities under the same employer. The advertisement imposes materially different entry thresholds: the Assistant Engineer (AE) job needs a civil-engineering degree plus two years of actual construction/maintenance experience; the Junior Engineer (JE) vacancy permits a degree or diploma and does not state an additional mandatory experience period. Both require knowledge of Konkani, and the notice lists a 15-year Goa residence certificate among the application enclosures for both posts. Marathi is desirable, not essential.
⚠️ The unusual distinction: The JE position is expressly against a lien vacancy. The advertisement does not explain an assured duration or permanence of that arrangement. Applicants should seek clarification from the authority rather than treating it as identical to an unqualified permanent opening.
| Advertisement entry | Role | Seats | Printed category | Pay matrix | Essential academic route | Required relevant experience |
|---|---|---|---|---|---|---|
| 1 | Assistant Engineer (Civil) | 1 | Unreserved | Level 7 | Recognised Civil Engineering degree or equivalent | 2 years in construction and maintenance of civil works |
| 2 | Junior Engineer (Civil) | 1 | EWS | Level 5 | Recognised Civil Engineering degree or diploma, or equivalent | No fixed period specified |
| Total | 2 | UR 1; EWS 1 |
The categories are attached to different posts. An EWS category designation for JE does not mean the AE seat is EWS, and the reverse is also wrong. Neither vacancy is a general pool of two interchangeable seats. No further SC/ST/OBC/PwBD horizontal counts are given in this notification.
Goa Housing Board: advertised seats by vertical category
| Reservation category | Vacancies | Share of 2 |
|---|---|---|
| Unreserved (AE Civil) | 1 | 50.0% |
| EWS (JE Civil) | 1 | 50.0% |
The pie describes the two published vacancies only, not applicants' probabilities of appointment. UR is an open-competition vacancy designation; it must not be interpreted as a guarantee for any one applicant category. The notice supplies no additional category-specific age concession calculations.
Goa Housing Board: pay-matrix level comparison
| Position | Pay level |
|---|---|
| Assistant Engineer Civil | 7 |
| Junior Engineer Civil | 5 |
Chart reading warning: The numerical figures 7 and 5 are the official pay level numbers. They are ordinal administrative designations, not rupees and not a claim that AE takes home 40% more pay. The original advertisement states Level 7 and Level 5, but does not print minimum/maximum rupee bands, gross salary, or in-hand pay. Do not insert unsourced salary estimates into the recruitment.
Pay-scale cross-reference (not printed in the GHB recruitment notice): The Goa Government's published Seventh Pay Commission matrix identifies Level 7 with a monthly basic-pay band of ₹44,900–₹1,42,400 and Level 5 with ₹29,200–₹92,300. These are pay-matrix ranges, not the joining candidate's guaranteed starting gross pay, monthly in-hand pay or a statement of allowances. The Board advertisement itself states only the levels. Source: Goa Government DPSE public remuneration disclosure.
The AE requirement contains three separate essential conditions: a civil-engineering degree from a recognised university or recognised equivalent; two years' experience in construction and maintenance of civil-engineering works; and knowledge of Konkani. These conditions are cumulative, not alternative. Experience in an unrelated software, clerical or purely administrative role cannot simply be labelled civil construction experience without evidence.
Because the notice computes education, age and experience at the application closing date, the two-year service evidence must substantiate experience by 29 October 2026, not at a later interview date. The application form asks for exact employment dates, role, appointment nature and duties. A credible AE application should align those fields with employer-issued certificates.
The JE route explicitly allows Civil Engineering degree or diploma from a recognised university/state board or equivalent. Do not silently impose an AE-style two-year experience condition on JE: that is not in the JE's printed essential criteria. Knowledge of Konkani remains mandatory. The single JE vacancy is designated EWS and against lien. Confirm eligibility for the advertised category and supply the EWS certificate where applicable.
For both posts, Konkani is essential and Marathi is desirable. The application form in the five-page PDF separately asks candidates to grade speaking, reading and writing competence in English, Konkani, Marathi, Hindi and any other language. Claiming Marathi proficiency does not remove the Konkani requirement.
The notice tells applicants to enclose a 15-year Residence Certificate in the State of Goa. This is a documentary requirement printed in the instructions; do not reduce it to a casual preference or assume a newly relocated applicant can substitute a current-address proof. The source does not publish an exemption mechanism or special residency-relaxation matrix.
Maximum ordinarily permitted age: 45 years. The notification allows relaxation for government servants and reserved categories under the applicable Government instructions/orders, without printing a universal extra-years table. Qualification, age and experience are determined as of 29 October 2026, the final application date. The notice does not specify a general minimum age; inventing 18 or 21 would be wrong.
This is not an online registration drive. The official advertisement appends a five-page PDF containing the application form, and instructs candidates to complete all entries in block letters in their own handwriting, without moving, adding or deleting form items. This is unusual enough to matter: completing a web-only registration or sending an unprescribed CV does not satisfy the announced submission instructions.
Application submission address (not a separately confirmed work posting): Managing Director, Goa Housing Board, Building 'A', 2nd Floor, New Market Complex, Porvorim, Bardez, Goa – 403521. The notice says applications should be submitted latest by 29 October 2026; it does not state a precise receipt hour or announce a postal grace period. Plan for receipt, not simply dispatch.
The prescribed form requests a declaration about prior conviction, disciplinary matters, qualifications, work history and other supporting details. It also asks candidates to disclose previous professional training and extracurricular achievement. Fill these truthfully as applicable; an applicant's incorrect declaration can lead to cancellation even after selection.
The notification refers to candidates who may have passed an examination, but it does not issue an exam date, question count, marks split, syllabus, admit-card schedule, cut-off, interview calendar or result date. Therefore an exam-event record cannot honestly be created yet. Likewise, there is no evidence for declaring selection by merit alone or inventing separate interview tracks for AE and JE.
One firm recruitment-stage statement is printed: a shortlisted candidate's eligibility will still be checked against original essential documents; candidature can fail at verification despite having passed an examination. We treat this as a documented verification requirement, not a fabricated multi-stage merit formula. Watch the official Goa Housing Board site for subsequent authoritative announcements.
The Goa Housing Board Cadre, Recruitment of Staff, Functions, Powers and Sphere of Duties of Officers and Other Employees Regulations, 2021, published in the Goa Official Gazette, Series I No. 52, 24 March 2022, supplies context that the five-page 2026 advertisement does not print. It is a historical published cadre reference, not an additional advertisement and not proof that no subsequent amendment exists.
| Published cadre reference (2021 schedule / 2022 Gazette) | Assistant Engineer (Civil) | Junior Engineer (Civil) |
|---|---|---|
| Classification | Group B | Group C |
| Pay-matrix level | 7 | 5 |
| Posts in the 2021 cadre schedule | 9 | 9 |
| Published probation provision | 2 years | 2 years |
| Published recruitment method | 75% promotion, failing which direct recruitment; 25% direct recruitment | Direct recruitment, failing which transfer on deputation |
| Actual openings in this 7 October 2026 advertisement | 1 UR | 1 EWS (lien) |
What the 9 + 9 does not mean: The Gazette's 2021 cadre counts are not 18 vacancies in 2026. The only advertised seats in the current notice are one AE and one JE. Likewise, a historical 75:25 recruitment-channel rule is not a candidate-category reservation split and cannot be mechanically applied to a single advertised seat. The 2022 Gazette's probation provisions should be confirmed against the Board's prevailing appointment/service terms; they are not a joining date or an extra exam stage.
An unusually useful career-path distinction: The published promotion rule from JE (Civil) to AE (Civil) differentiates between a degree-holder JE with 3 years' regular service in grade and a diploma-holder JE with 7 years' regular service in grade. Those are in-service promotional conditions, not an alternative to the external AE advertisement's Civil Engineering degree plus two years' relevant experience. A new diploma applicant must not infer direct AE eligibility from the promotion pathway.
Age concession needs careful reading: The 2022 cadre schedule mentions relaxation up to five years for employees of the Goa Housing Board. The October 2026 advertisement separately says government servants and reserved-category applicants receive relaxation according to applicable Government orders, without listing category-by-category years. Do not combine these two statements into a blanket five-year entitlement for every applicant; the actual prevailing rules and the candidate's status must be checked with GHB.
Official Gazette, 24 March 2022, GHB Cadre Regulations — Schedule II
The Board has conducted written examinations for this type of role before. Its official 20 April 2026 Notice for Candidates, GHB/ADM/127/2026, referred specifically to advertisements GHB/ADM/1095/2025 and GHB/ADM/1587/2025. It set the Junior Engineer (Civil) written test for 24 April 2026, 2:00–4:00 p.m., at L. D. Samant Memorial High School, Alto Porvorim. That earlier-cycle notice required eligible candidates to reach 30 minutes before the examination and carry a filled declaration. The Board's official recruitment directory also lists seat-number documents and a selection list for the earlier advertisements.
Crucial identification check: Neither 2025 advertisement number matches GHB/ADM/1708/2026, the present two-post notice. Thus the April exam, its venue, declaration, seat-number PDF and previous selection list must not be imported as October 2026 exam/admit-card/result records, and no April exam date should appear in the current lifecycle calendar. The new 2026 notification refers to candidates who may have passed an examination, but does not yet publish the new test date or the selection scoring formula.
Earlier cycle: GHB written-test notice dated 20 April 2026 · GHB recruitment announcements
An official one-page GHB syllabus distributed for an earlier recruitment cycle names Assistant Architect, Junior Engineer (Civil), Multi Tasking Staff and Lower Division Clerk. It prints the following indicative percentages, with a potential variation of up to five percentage points in the actual question paper. This is not a new syllabus notification for GHB/ADM/1708/2026, and it does not establish a 2026 AE syllabus.
Historical GHB examination syllabus: indicative weightage, earlier cycle
| Earlier-cycle syllabus component | Indicative weight (%) |
|---|---|
| Post-specific subject | 25 |
| General Knowledge and English | 25 |
| Numerical Ability and Logical Reasoning | 25 |
| English Grammar and Computer Knowledge | 15 |
| Knowledge of Konkani | 10 |
The historical syllabus describes weights, not individual chapters, question counts or a negative-marking policy. It can help candidates understand how the Board once distributed a common written test; it must not be presented as the paper pattern of this newly advertised recruitment. For October 2026, wait for an examination notice explicitly linked to GHB/ADM/1708/2026 before recording any exam, admit card, official syllabus, answer key, result or cutoff.

This is an update-control checklist, not eight fabricated exams[]/results[] records. The current structured lifecycle deliberately contains only the two announced dates and the stated document-verification condition. Historical examples live in the article and source register, where their advertisement numbers are visible.
| Your situation | Source-based implication |
|---|---|
| Civil degree + documented 2 years' construction/maintenance + Konkani | Eligible in principle for AE, subject to age, residence evidence and official rules |
| Civil diploma + Konkani, no two-year work record | JE is the degree/diploma entry route; the advertised seat is EWS lien |
| Degree from another engineering branch | The notice specifically requires Civil Engineering or an accepted equivalent; do not assume other branches qualify |
| Marathi known, Konkani not known | Marathi is desirable; it is not a replacement for essential Konkani |
| 15-year residence certificate unavailable | Missing an explicitly listed enclosure creates a compliance risk; verify with GHB before submitting |
| Expecting a web application or postal relaxation | Neither is offered as a general alternative in this notice |
This is a source-specific interpretation of the published notice, not an announced examination guide. No application fee, CBT blueprint, result date, or rupee salary has been manufactured. The post titles are not collapsed into a single selection profile.

Civil Engineering degree from recognised university/equivalent AND 2 years in construction and maintenance of civil engineering works AND knowledge of Konkani; Marathi desirable.
Required: Yes · Description: Two years in construction and maintenance of civil engineering works as on 29 October 2026. · Minimum Years: 2
Description: Relaxation for government servants and reserved-category candidates as per applicable government instructions; number of years not printed in this notice.
The academic and experience clauses are cumulative: a recognised Civil Engineering degree (or stated equivalent), two years of experience in construction and maintenance of civil-engineering works, and knowledge of Konkani. Marathi is desirable. The notice does not say that the two years must all fall after graduation; the applicant must substantiate the relevant experience as on 29 October 2026.
The prescribed form asks for exact employment dates, the nature of the appointment and duties. Supply employer records that describe construction/maintenance work truthfully. No separate job-description/daily-duties schedule or posting station is specified in the advertisement.
Age: not exceeding 45 years, subject to government-instruction relaxations. Pay: Level 7, with no rupee figure published. Application: prescribed handwritten form delivered by 29 October 2026.
Published cadre context (Goa Gazette, 24 March 2022): Group B, Level 7, with an indicated two-year probation provision. The Gazette describes a mix of internal promotion and direct-recruitment routes; the October 2026 notice nevertheless advertises exactly one UR AE vacancy. In-service JE-to-AE promotional conditions are not interchangeable with this direct applicant eligibility test. This reference is not a newly declared exam or posting term.
The advertisement identifies one UR seat for this post. No unannounced sub-category counts are inferred.
Recognised Degree OR Diploma in Civil Engineering (or equivalent) and knowledge of Konkani; Marathi desirable. Advertised EWS seat against lien vacancy; no minimum work-experience duration stated.
Required: No · Description: Notice does not prescribe a numerical minimum of prior experience.
Description: Relaxation for government servants and reserved-category candidates as per applicable government instructions; number of years not printed in this notice.
A recognised Civil Engineering degree or diploma from the prescribed university/state-board route (or stated equivalent) is accepted. Konkani is essential and Marathi desirable; unlike AE, no two-year experience rule is stated. The one advertised JE seat is EWS and expressly described as against a lien vacancy. The notice does not disclose the length or eventual status of that lien.
The application must include the category document where applicable and other listed enclosures, including the 15-year Goa residence certificate. No JE-specific job-duties list, exam pattern or assigned posting station is published in this advertisement.
Age: not exceeding 45 years subject to applicable orders. Pay: Level 5, not a declared in-hand amount. Application: prescribed handwritten form submitted by 29 October 2026.
Published cadre context (Goa Gazette, 24 March 2022): Group C, Level 5, with an indicated two-year probation provision and direct recruitment preceding any deputation fallback. The October 2026 advertisement separately identifies this one EWS JE vacancy as lien; the Gazette does not resolve the duration/status of this specific lien appointment. Do not treat earlier GHB JE examination dates as this advertisement’s exam schedule.
The advertisement identifies one EWS seat for this post. No unannounced sub-category counts are inferred. This JE appointment is explicitly against a lien vacancy.
Recruitment-level qualifications and eligibility rules. Post-specific conditions are also shown inside each vacancy card.
AE: recognised civil-engineering degree, plus two years specific experience. JE: recognised civil engineering degree or diploma; no two-year experience condition. Both require Konkani.
Two years in construction and maintenance of civil-engineering works for Assistant Engineer only, reckoned by 29 October 2026.
The advertisement instructs applicants to enclose a 15-year Residence Certificate in the State of Goa with the prescribed physical application. It does not separately detail exceptions, alternate proofs or a domicile-status determination procedure.
Konkani is an essential qualification for AE and JE; Marathi is desirable only.
Recruitment-level age criteria. Post-specific age conditions remain visible inside each vacancy card.
