Goa Tourism Development Corporation Limited
A Government of Goa undertaking responsible for tourism development and related activities in Goa.

GTDC is inviting paper applications until 5 Nov 2026, 5:30 PM for 1 Manager (Legal) and 6 Driver contractual posts. Different legal/driving experience gates, separate skill-test applicability and specified exemptions from producing the 15-year Goa residence certificate matter more than the headline vacancy count.

Recruitment-specific overview from the published record.
Goa Tourism Development Corporation Ltd. | Notice 1-3/109/2026/GT/ADM/4137 | Issued 14 October 2026
The recruitment has an unusual split: one Manager (Legal) position requiring qualified legal work or court practice, alongside six Driver positions that require SSC, a valid vehicle-driving licence and an unblemished two-year record. They share an employer and a hard-copy submission deadline, not interchangeable qualification, tenure or test requirements. All completed forms must reach the GTDC office by 5:30 PM on 5 November 2026.
📌 Three decisions before applying: Check the specific post's essential qualifications; identify whether you must provide the Goa 15-year residence certificate or prove a specified exemption; and arrange office receipt/acknowledgement before 5:30 PM. Dispatching a package on 5 November is not the same as GTDC receiving it before its cutoff.
| Advertised post | Seats | Share of seven | Initial contractual term |
|---|---|---|---|
| Manager (Legal) | 1 | 14.29% | Three years |
| Driver | 6 | 85.71% | One year |
| Total | 7 | 100% | Different post-specific terms |
GTDC vacancy composition — official 7 seats
| Post | Vacancies |
|---|---|
| Manager (Legal) | 1 |
| Driver | 6 |
The advertisement does not publish a UR/SC/ST/OBC/EWS vertical category-wise allocation for these seven seats. No reservation split, notional UR count, disability quota or government-age relaxation has been inferred. The six Driver places are a numerical concentration, not evidence that all six belong to a particular category.
Required: A recognised university Law degree or stated equivalent; at least three years of legal work in civil and property matters OR three years of practice as an Advocate attending various court matters; computer knowledge; and Konkani. Marathi is desirable, not compulsory. The notice presents two qualifying experience routes. A generic office/legal-support role with no civil/property or advocacy link should not automatically be treated as satisfying the rule.
The legal-experience requirement is the main documentary risk. Applicants should distinguish a three-year duration from an adequately evidenced three-year nature of work. The official application form requires exact employment dates, organisation, duties and appointment type. Evidence should support the claimed relevant civil/property work or advocacy practice without inventing certificates not requested by GTDC. The notice does not prescribe a written legal test, interview marks, reading list or shortlist-to-vacancy ratio.
The initial term is three years on contract. Although the opening notice mentions possible extensions depending on workload, this is not guaranteed regularisation or a permanent service promise. Only eligible applicants are called for an oral interview, with originals and the acknowledgement slip.
Required in combination: SSC pass/equivalent; a valid Heavy/Medium/Light vehicle driving licence, using the classes listed by GTDC; at least two years of unblemished relevant driving experience; and knowledge of Konkani. Marathi is desirable. The notice's wording is Heavy/Medium/Light vehicle driving licence—the advertisement does not clarify which licence class is sufficient for a particular vehicle assignment, and does not publish a test route.
The selection risk is twofold. GTDC will call eligible candidates for both an oral interview and a driving skill test, unlike the Manager's oral-interview-only route. Secondly, 'unblemished' is an actual advertised qualifier; applicants must be ready to substantiate their two years' relevant record. No skill-test date, route, vehicle class, pass percentage or written-examination pattern is published; do not prepare for an invented 100-question CBT on the strength of this notice.
The initial Driver contract is one year. Extensions may be considered by the employer according to workload; they are not assured. Six advertised seats do not entitle an applicant to assume a vacancy is unreserved, or that a later separate interview date is already fixed.
| Practical gate | Manager (Legal) | Driver |
|---|---|---|
| Essential education | Law degree/equivalent | SSC/equivalent |
| Minimum relevant experience | Three years (two stated legal routes) | Two years unblemished driving |
| Other essentials | Computer knowledge; Konkani | Valid H/M/L driving licence; Konkani |
| Desirable language | Marathi | Marathi |
| Final notified assessment | Oral interview | Oral interview and skill test |
| Initial contract | 3 years | 1 year |
Initial contract comparison — years, not guaranteed total tenure
| Post | Initial contract years |
|---|---|
| Manager (Legal) | 3 |
| Driver | 1 |
Minimum relevant experience — different occupational requirements
| Post | Required experience years |
|---|---|
| Manager (Legal) | 3 |
| Driver | 2 |
These two bar charts compare reported requirements, not selection probability. The nature of experience differs fundamentally; three legal years cannot substitute for two driving years, and vice versa.
The two post rows say “As per Govt. guidelines circular” for age. No numerical upper/lower age appears in the eight-page advertisement. Eligibility for age, qualifications and other conditions is assessed on 5 November 2026. Applicants should check the controlling Government of Goa age circular for their own category and service status; neither 45 nor 40 nor a blanket five-year relaxation has been assumed here.
Most applicants must produce a valid 15-year Goa residence certificate issued by the Mamlatdar. The advertisement also expressly recognises three exceptions to producing the certificate, each dependent on supporting documentary evidence:
These exemptions are not a nationwide domicile waiver for every applicant and do not by themselves grant selection preference. The actual application form has separate boxes for the residence-certificate number, authority, issue/expiry dates or the exemption claimed with proof. A reader who is relying on an exemption should fill the relevant form section rather than leaving the residency issue unexplained.
| Post | Pay band and grade pay printed by GTDC | Contractual cash-pay calculation |
|---|---|---|
| Manager (Legal) | PB-2 ₹9,300–34,800 + GP ₹4,200 | Subject to Government of Goa OM 10/1/77-PER dated 24 June 2015 |
| Driver | PB-1 ₹5,200–20,200 + GP ₹1,900 | Subject to the same 24 June 2015 OM |
Do not treat ₹9,300/₹5,200 as confirmed starting take-home pay, or add the Grade Pay to make a guaranteed fixed salary. The advertisement explicitly says the monthly pay of contractual employees will be drawn and paid under paragraph 4 of the cited Government of Goa Office Memorandum. It does not print the resulting individual monthly contractual payable amount, allowance formula or net take-home figures. The figures in the table are the pay-band/grade-pay references given in the notice, not an employer-certified CTC offer.
Application form: The prescribed form is included in the authority's eight-page PDF. Complete it for the chosen post with truthful educational, experience and residence particulars; attach self-attested copies of applicable qualification/marksheet, relevant other qualification or licence, experience certificate, birth certificate, the 15-year Goa residence certificate or documented applicable exemption, and a valid employment card. Changed surname/name must be supported with valid evidence. The form asks separately for educational records, other skills, dated work history and certificate enclosures.
Delivery address: Managing Director, Goa Tourism Development Corporation Ltd., 3rd Floor, Paryatan Bhavan, Patto, Panaji, Goa – 403001. Deliver the completed paper application to the office on or before Thursday, 5 November 2026, by 5:30 PM and obtain an acknowledgement. Late/incomplete applications will not be accepted; postal delivery after the cutoff is rejected even where the packet was dispatched earlier. The notice does not publish an online-application link or a recruitment application fee; no 'free application' claim or online payment instruction is inferred.
Eligibility scrutiny precedes assessments. Manager (Legal): eligible candidates are called for oral interview. Driver: eligible candidates are called for oral interview and driving skill test. Interview/skill-test schedules are to be shown on the official websites and communicated through call letters. If an eligible candidate does not receive a call letter due to postal delay, the notice instructs them to attend with originals on the actual scheduled date displayed officially; this is not permission to turn up unannounced on 5 November.
At the assessment, the candidate must bring original proof of education, age, experience, residence/exemption, employment card and acknowledgement. TA or other allowance is not paid for attending interview or skill test. False particulars can invalidate candidacy, including after appointment, and canvassing is a stated disqualification ground. GTDC retains authority to cancel the recruitment without assigning reasons.
Not yet announced for this notice: interview date, skill-test date, scored marking formula, written paper, exam centre/hall ticket, answer key, merit list, result date, cut-off scores or final joining date. Accordingly, no fabricated exam/admit-card/answer-key/result or cutoff records have been created.

Essential: Law degree from a government-recognised university or equivalent; 3 years of legal work in civil and property matters OR 3 years advocate practice attending various court matters; knowledge of computers and Konkani. Desirable: Marathi.
Required: Yes · Description: At least 3 years EITHER in legal work on civil/property matters OR advocate practice attending various court matters. The notice does not equate all administrative experience with qualifying legal work. · Minimum Years: 3
The principal gate is professional relevance, not merely having an LL.B. The official advertisement accepts a Law degree or stated equivalent plus at least three years of either legal work in civil/property matters OR Advocate practice attending court matters. Computer knowledge and Konkani are essential; Marathi is desirable.
Selection: eligibility scrutiny → oral interview on an as-yet-unannounced date → employer verification/appointment decisions. GTDC has not announced a written exam, specific oral-interview marks or a merit/cutoff formula. Advertised PB-2 Rs. 9,300–34,800 + Grade Pay Rs. 4,200 is a reference pay-band figure, not a confirmed contractual net salary; monthly cash pay follows a specified Goa Government memorandum. Age: as per the relevant government circular, no numerical cap in the eight-page notice. Location: Goa; Panaji is the application submission address, not an independently guaranteed daily-duty station.
GTDC advertises one Manager (Legal) post, without publishing a vertical category split (UR/SC/ST/OBC/EWS) in this notice; no category has been invented.
Essential: SSC pass/equivalent; valid Heavy/Medium/Light motor-vehicle driving licence per the notice; 2 years unblemished driving experience in the line; knowledge of Konkani. Marathi desirable. The licence, experience and language requirements are cumulative with education.
Required: Yes · Description: Minimum 2 years of unblemished driving experience in the line; applicant should be able to document dates and nature of driving work. · Minimum Years: 2
GTDC sets four separate mandatory gates: SSC/equivalent, a valid heavy/medium/light motor vehicle driving licence, at least two years' unblemished relevant driving experience, and Konkani. Marathi is optional/desirable. The notice uses the expression “Heavy/Medium/Light vehicle driving licence” without specifying a particular driving-test route or vehicle type. Applicants should confirm the validity of their licence class for the advertised requirement.
Selection: form scrutiny, then oral interview AND practical driving skill test after official scheduling (their order is not notified), with originals at attendance. There is no notified vehicle route, skill-test score, written examination or cutoff. The initial Driver contract is one year; future extensions depend on workload and are not guaranteed. The advertised PB-1 Rs. 5,200–20,200 + GP Rs. 1,900 is a advertised pay-band reference, not an announced monthly contractual in-hand wage; contract payment is governed by the specific Goa government memorandum. The notice supplies no numerical age cap and no vertical UR/SC/ST category split.
Six Driver vacancies are advertised but no vertical reservation distribution is given; category counts are deliberately unspecified.
Recruitment-level qualifications and eligibility rules. Post-specific conditions are also shown inside each vacancy card.
Manager requires a Law degree/equivalent, computer knowledge and Konkani; Driver requires recognised SSC/equivalent, relevant vehicle licence and Konkani. Marathi only desirable in both.
Manager must evidence 3 years in civil/property legal work or court-attending advocate practice; Driver must have 2 years unblemished relevant driving experience. No cross-credit between these fields.
Most applicants must provide a valid Goa Mamlatdar-issued 15-year residence certificate. Exemptions to production exist for (a) children of State government employees working outside Goa; (b) qualifying Goa-registered marriage with 15-year resident spouse and 5 years continuous Goa residence together; (c) qualifying ex-servicemen/women and their spouse/children living in Goa for 2 years post-discharge. Documentary proof of claimed exemption is required.
A complete prescribed physical form and self-attested enclosures must be received by the GTDC office in Panaji and acknowledged by 5:30 PM on 5 Nov 2026. Late postal delivery or incomplete application will not be accepted.
Recruitment-level age criteria. Post-specific age conditions remain visible inside each vacancy card.
