About this Recruitment
Recruitment-specific overview from the published record.
An advertised 14 seats hide 12 materially different job choices
IGNOU Advertisement 69/2026/Admn. opens 14 regular non-teaching appointments but not 14 generic IT vacancies. The 12 specialty profiles are: six Technical Assistant profiles (eight seats), four Technical Manager profiles (four seats), and two Assistant Director profiles (two seats). A candidate must match the specific technical domain and prove the correct number of post-qualification experience years. The common academic gate is B.E./B.Tech in CS/IT OR M.Sc in CS/IT OR MCA, from a recognised institution, with 55% marks or equivalent grade. A bachelor's degree in a different discipline, a generic diploma, or relevant project experience without a listed degree is not automatically sufficient.

The 14 advertised seats reconcile by reservation: 10 UR, 1 SC, 3 OBC-NCL, 0 ST and 0 EWS. The absence of a separately earmarked EWS or ST position does not mean that other eligibility rules, applicable vertical/horizontal provisions, or current Government of India reservation instructions may be ignored. The official table records the position-specific category; candidates must not redistribute UR seats into their preferred specialisation. The notice allows the university to finalise reservation under prevailing GoI guidelines when results are declared.
Why all four Technical Manager vacancies are direct recruitment in this cycle
An unusually important clause appears separately against each of the four Technical Manager specialisations (LMS, Networking, VR/AR and Artificial Intelligence) on pages 5–7 of the 12-page notification. The initial recruitment cycle is 100% direct recruitment. The notification then describes the rule for subsequent cycles: 66⅔% of vacancies by promotion from eligible Technical Assistants (five years of regular service, subject to DPC consideration) and 33⅓% by direct recruitment. This future-cycle ratio must not be retroactively applied to the current four advertised Manager seats. The vacancy table actually announces three UR Technical Managers (LMS, Networking and VR/AR) and one OBC-NCL Technical Manager (Artificial Intelligence). It does not invite candidates to compete for only one-third of these four seats. This distinction matters for external applicants deciding whether to spend the application fee.
The real 3 / 5 / 10-year selection barrier
Technical Assistant, Level 8 requires at least three years of relevant experience for its particular LMS, networking, animation, game design, VR/AR or AI specialisation. Technical Manager, Level 10 requires five years. Assistant Director, Level 10 requires ten years. The same degree is not sufficient for all three grades: the experience and evidence threshold changes substantially. IGNOU states that experience is counted only after acquiring the qualifying educational degree. Part-time, daily-wage and visiting/guest-faculty periods are explicitly excluded from qualifying experience for shortlisting. A certificate must show calendar duration, duties, pay and employment particulars rather than just an employer's name.
The examination is not guaranteed to follow one generic CBT pattern. The university reserves a choice between application screening, a written/computer-based test, skill testing and/or interview, depending on the post and administrative decision. It says a syllabus and exam-centre selection options will appear if it decides to conduct a written recruitment test. Until then, there is no official question count, exam date, subject list, negative-marking rate, interview weightage, result date or final cutoff. Generic IGNOU student-exam syllabi and old technical recruitment tests are not a substitute for this advertisement.
LMS and networking posts are different from general computer operator roles
The LMS posts focus on Moodle, Canvas, Blackboard or equivalent administration, system configuration, user permissions, courses, e-content distribution and online assessment operations. For Technical Assistant and Manager the actual experience must relate to operational LMS work; for Assistant Director the requirements become much broader: knowledge of HTML, CSS, JavaScript, Java, database systems, APIs/SSO, mobile development, repositories, MOOC/SWAYAM administration, LMS upgrades and large-scale university examinations. A prospective Assistant Director should collect evidence of ownership of real platform deployments and cross-system integrations, rather than only a list of software certificates.
Networking posts refer to enterprise infrastructure, hyperconverged infrastructure (HCI), mini-cloud management and Palo Alto/F5 technologies. The Assistant Director's desirable scope extends into security frameworks, firewall administration, backup/disaster recovery, virtualization, GeM purchasing and delivery systems such as SWAYAM PRABHA, internet radio, webcasting and EMPC. Thus networking is not interchangeable with general web development or computer teaching. CCNA/CCNP and other named certificates are preferences; the formal degree and period of relevant employment remain the essential gate.
Six Technical Assistant routes: choose the exact skill family
For Animation, the notified essential experience spans 2D/3D animation, motion graphics, VFX, multimedia creation, graphic design and video editing. For Game Design, it involves interactive multimedia, 2D/3D game assets, UI/UX, testing and deployment. For VR/AR, the listed work includes immersive learning applications, 3D environments, UI/UX, simulations and AR deployment on mobile. Being adept at a tool such as Blender, Unity, Unreal or Adobe software may support an application, but the university does not state that possessing one tool certificate alone establishes the required three-year professional experience.
For AI there is one UR Technical Assistant place and one OBC-NCL Technical Manager place. The recognised essential experience includes one or more of AI development, ML/deep learning, NLP/generative AI, analytics, predictive applications, chatbots, recommendation systems and production deployment with Python/TensorFlow/PyTorch/scikit-learn or equivalent stacks. The Technical Manager threshold is five years, not three. LLMs, retrieval-augmented generation, model monitoring, AI agents, governance and cloud certificates are named desirable capabilities; an applicant should distinguish those from the explicitly essential requirements and be ready to document the employment history.
Notice-specific specialisation choices and competition arithmetic
The Technical Assistant LMS pair consists of one UR and one OBC-NCL seat, while Technical Assistant Networking has one UR and one SC seat. Animator is one UR, Game Designer one OBC-NCL, VR/AR one UR, and AI one UR. Technical Manager has three UR seats across LMS, Networking and VR/AR, while the AI Manager place is OBC-NCL. The two Assistant Director seats are separate UR posts in LMS and Networking. Treat these as 12 distinct targets within one advertisement and one online-application window. Applying to an unrelated specialisation solely because it has a vacancy carries a real documentary-eligibility risk.
The combined UR count of ten is a vacancy-count fact, not a probability of selection. There is no official applicant count, difficulty adjustment, category-wise numerical cutoff or ranking ratio; producing speculative selection percentages would not help a candidate. The two Assistant Director roles in particular require a decade of directly relevant experience, not simply a ten-year age of any employment.
Two deadlines, both mandatory for a complete application
Online registration and fee payment: 3 October to 2 November 2026, 23:59:59 through the university-linked Samarth non-teaching portal. Physical signed printout: send the submitted application's signed printout with self-attested documents by 12 November 2026 to Recruitment Cell, Room 13, Block 7, IGNOU, Maidan Garhi, New Delhi 110068. The notice does not explicitly create an exception from the signed-printout instruction for applicants who applied online successfully. No alternative direct paper-only application is accepted.
Fees: ₹1,000 for UR/OBC-NCL/EWS; ₹500 for SC/ST/PwBD/Ex-servicemen/Women, plus applicable payment charges/taxes. These figures are non-refundable. A woman applying to an UR-allocated technical specialisation should check the stated woman concession rather than assuming that the reservation group alone controls the fee. This is not a zero-fee recruitment; do not confuse the lower amount with fee exemption. The application payment gateway supports cards, internet banking, IMPS, cash cards and mobile-wallet options as specified.
Eligibility reference date and documents that can invalidate an otherwise strong application
IGNOU uses the online closing date, 2 November 2026, for age, completed degrees and qualifying work experience unless a later amendment changes it. The degree result must have been declared by that date. The advertised general upper ages are 37 for Technical Assistant, 42 for Technical Manager, and 48 for Assistant Director. The notification does not announce a separate numerical minimum age, so a generic 18/21-year floor should not be introduced. Applicable central-government and IGNOU-employee relaxations are governed by stated rules, with detailed category conditions; do not apply UR-vacancy relaxation assumptions contrary to the notice.
Prepare the complete qualification/experience and category-certificate trail. OBC applicants seeking reserved seats must match the Central OBC list and non-creamy-layer conditions. Current EWS evidence and proper GoI-format certificates apply when claiming those benefits. Candidates serving in Government/PSU organisations must provide an NOC when requested. Experience letters need dates, pay particulars and substantive duties, and the university may seek proof from the issuing authority. Unverifiable experience or an unsupported qualification equivalence is a stronger rejection risk than the absence of an optional certification.
Nationality routes include Indian citizens and specified Nepal, Bhutan, pre-1962 Tibetan refugee and Indian-origin migrant cases, with Government of India eligibility certificate required for the latter categories as provided in the notification. The recruitment is not restricted to residents of Delhi: selected candidates may be posted at headquarters or any IGNOU Regional Centre/Regional Evaluation Centre across India. A Delhi correspondence address is not a Delhi-only workplace guarantee.
Reserved-category applicants applying against UR vacancies: a qualification trap
Paragraph 8(b) on page 10 states that an SC/ST/OBC-NCL/PwBD candidate applying against an unreserved vacancy does not get the reserved-category age or cutoff relaxation for that UR vacancy. The notice further says that candidates who become eligible only because of their reserved-category age relaxation are considered against the appropriate reserved seats, not treated as UR candidates based simply on a strong test score. This affects the ten UR seats across the twelve specialisations, especially the UR-only Assistant Director profiles. It is separate from the reduced application-fee rule: payment at a concessional fee does not itself establish eligibility against a particular category seat. Check the specific post's reservation before applying.
Experience certificates must document much more than years
Page 11 requires experience evidence issued by the head or authorised person of the relevant employer, covering complete dates (day/month/year), basic pay, pay scale, 7th CPC level or consolidated pay, nature of duties and duration performing those duties. Claimed experience is assessed after the essential qualifying degree; part-time, daily-wage and visiting/guest-faculty periods are expressly not counted. A long CV without certificates showing the right specialisation and these details may fail screening. These are requirements from the actual IGNOU notice, not generic résumé suggestions.
Lifecycle: separate announced rules from later events
The only dated lifecycle steps in the original advertisement are the online opening/closing window and signed hard-copy deadline. After applications, the university may screen against the 55% degree requirement, 3/5/10-year qualifying experience and any post-specific requirements. It may then choose CBT/written examination, skill test and/or interview. Original-document verification is required where called for; selected candidates receive subsequent official communications. No released admit card, answer key, exam date, exam syllabus, selection cutoff, results, merit list or joining schedule is announced in the 12-page advertisement. Later events belong to this same advertisement identity rather than generating a duplicate job page.
For exam or interview notifications, use IGNOU's official recruitment page and the contact details entered correctly on the application. The institution specifically says it will post amendments and notices on its website and does not promise a separate postal call letter. Do not interpret silence about an exam date as cancellation or assume the conditional stages will occur in the illustrative order given in this article.
Which candidates should apply?
A B.Tech Computer Science professional with 3 years of actual Moodle deployment may be qualified for LMS Technical Assistant, but not automatically the 5-year LMS Manager or 10-year Assistant Director. An MCA professional with 5 years delivering deployed AI products may have the degree and relevant experience for the AI Manager profile, but must still examine its OBC-NCL allocated vacancy and reservation requirements. A B.Tech Mechanical graduate with 10 years running general IT procurement does not automatically satisfy this recruitment's specified CS/IT-degree route, despite seniority. A candidate with five years of pre-degree IT work and only two qualifying years after graduation cannot silently count all seven years toward the five-year manager threshold. A candidate with a relevant 55% degree and some freelance project examples must verify what dated employer-issued experience IGNOU will accept; portfolio skills alone do not override the formal post-qualification certificate test.
