NPC MSME Lean Scheme 2026: 3 Contract Roles, MBA Route & 3 PM Email Cutoff

National Productivity Council Advertisement NPC/Admin/130/October/2026 (21 October) seeks three contract personnel at NPC HQ, New Delhi: Senior Professional SP/01 and SP/02 (one each, ₹40,000–₹65,000 per month) and Project Executive PE/03 (one, ₹35,000–₹57,000). SP roles accept one of five named Engineering degrees OR an MBA in any discipline; PE requires one of those Engineering degrees. NPC expressly prefers 2–5/1–4 years programme experience and separately lists relevant industry/Lean/process experience without a fixed numeric mandatory threshold. Email completed Annex-AF, Appendix, photo and self-attested evidence by 4 November 2026 at 3 PM IST, with exact post code in subject. No age limit, fee or examination schedule is stated.

About this Recruitment

Recruitment-specific overview from the published record.

NPC's three Lean Scheme openings: the post code matters as much as the designation

National Productivity Council (NPC), an autonomous body under the Department for Promotion of Industry and Internal Trade (DPIIT), has advertised three contract positions for the MSME Competitive Lean Scheme (MCLS) at its New Delhi headquarters. Advertisement NPC/Admin/130/October/2026, dated 21 October 2026, lists SP/01 Senior Professional, SP/02 Senior Professional and PE/03 Project Executive—one seat under each code. These are three functional appointments, not a three-seat general Senior Professional intake. The application must reach the advertised email address by 4 November 2026 at 3:00 PM, with the relevant post code in the subject.

CodePositionSeatsMonthly remuneration rangeJob emphasis
SP/01Senior Professional1₹40,000–₹65,000Lean awareness/training, consultant review and industrial visit support
SP/02Senior Professional1₹40,000–₹65,000National programme coordination, Lean Portal, MIS and ministerial reports
PE/03Project Executive1₹35,000–₹57,000Scheme records, assessment verification, regional coordination and monitoring

Do not interchange the two SP applications: the educational alternatives and advertised pay bands are identical, but the deliverables are not. A candidate documenting shop-floor improvement and practical Lean training may be better positioned to demonstrate relevance for SP/01, while someone with programme dashboards, MIS, cross-agency coordination and reporting may find SP/02 duties closer to their evidence. These are editorial comparisons of the published duties, not NPC's published scoring criteria.

Published role mix

Functional groupVacancies
Senior Professional — SP/01 and SP/022
Project Executive — PE/031

Two-thirds of the advertised openings are Senior Professional roles (2/3 = 66.67%), but each has only one distinct code-specific seat. The PDF does not announce category-wise allotment, so a one-seat row must not be labelled UR by assumption.

Eligibility: do not confuse the preferred experience band with a disqualification rule

SP/01 and SP/02 — two alternative essential education routes

Route A: Graduate degree in Engineering in Mechanical, Manufacturing, Production, Industrial or Automobile engineering. OR Route B: MBA in any discipline. The wording does not require an engineering bachelor's degree in addition to an MBA. Nor does an MBA automatically satisfy the Engineering-only qualification of PE/03.

The Experience block contains two separate statements, and reading only the first is a mistake. It says 2–5 years working with Government of India schemes, MSME programmes, industries or similar organisations “will be preferred”. It then lists relevant work experience in industry, Lean management, business operations, process improvement, productivity improvement or related areas without separately labelling that second bullet as preferred. No compulsory numerical minimum is printed for the latter. Consequently the 2–5-year preference must not be turned into a cutoff, but neither should an applicant interpret the notice as saying that any work background, including none, is equally relevant. The job asks for evidence of relevant professional exposure; NPC has not disclosed a numeric screening rule for it.

PE/03 — engineering is mandatory; experience preference is shorter

The Project Executive qualification is a degree in one of the same named engineering streams; no standalone MBA alternative is printed. For work with schemes, MSME programmes, industry or similar organisations, 1–4 years “will be preferred”. A second bullet names relevant experience in industry, Lean management, business operations, process improvement, productivity improvement or related areas, but specifies no minimum tenure and does not repeat the word “preferred”. Treat the 1–4-year band as a preference, not a disqualifying boundary, and supply concrete evidence of the relevant work actually undertaken. The useful candidate distinction is the work level: the PE supports collection, verification and maintenance of data and scheme records, rather than owning SP/02's complete national-level programme interface.

Age limits and relaxation: the five-page advertisement prints no numerical minimum age, maximum age, age-reckoning date or category-wise concession. It does request date-of-birth proof in Annex-AF and production of age documents at joining—these are verification requirements, not a disclosed maximum age. “Not specified” must not be misread as an official no-age-limit guarantee. Likewise, no application fee or category-wise vacancy roster is published in this particular notice. Do not copy limits or categories from NPC advertisement 129/October/2026: it is a different recruitment appearing on the same careers page.

SP/01 versus SP/02: same designation, materially different portfolio

SP/01: Lean operations and consultant-facing implementation. The official work list includes organising Awareness Programmes and Consultant Training Programmes; accompanying senior officers on MCLS-related industrial visits; reviewing Lean consultant proposals and reports; preparing Lean tools training material; tracking the scheme nationally; liaising with regional directorates; RFP/document preparation; and compliance, data and physical-record management. Evidence of actual process-improvement assignments, shop-floor workshops, training notes, consultant deliverable review or technical project documentation can make an application concrete. The employer does not assign marks to any particular Lean certification.

SP/02: national scheme operations and information management. Its responsibilities include end-to-end event and consultant-training coordination; handling the Lean Portal, project dashboard, datasets and documentation; communicating with regional directorates, the Ministry, State Governments, consultants and MSMEs; following up on programme progress; supporting technical issue resolution with an IT team; document verification, procurement/RFP work and stakeholder assistance; preparing MIS, annual action plans and reports for PMAC and the Ministry of MSME. A good experience appendix should separate data entry from decisions supported by data: dashboards administered, evidence checked, reporting cycles completed and stakeholder coordination carried out. No named software certification is imposed beyond the listed desirable proficiency.

PE/03: verifiable operating records. The Project Executive supports implementation, progress monitoring, consultant and regional coordination, organising awareness/training events, scheme data collection and checking, assessment verification and documentation, and Portal/MIS-related activities. The notice calls good record-keeping a desirable skill. Describe what records you actually maintained and how their accuracy was checked; do not present generic “MS Office knowledge” as proof of running a government scheme.

What the scheme actually does—and what the advertisement does not require

The Government of India's MSME Competitive (Lean) Scheme helps manufacturing MSMEs adopt productivity and quality-improvement techniques through awareness, training and graded implementation. The scheme's official portal describes Basic, Intermediate and Advanced stages and identifies NPC and QCI as implementation agencies. This explains why the jobs combine industrial visits with consultant oversight, dashboards, documents and regional coordination. The scheme's levels are beneficiary programme stages, not three candidate exam rounds or mandatory Lean certificates for these posts.

A useful way to understand the administrative flow is awareness/training → consultant and MSME coordination → scheme delivery records → assessment/document verification → MIS and Ministry reporting. The linkages are consistent with NPC's published task lists and the MSME portal, but the notice does not provide an individual employee's daily schedule, project geography outside the Delhi headquarters or a guaranteed travel allowance.

Official programme context: MSME Competitive Lean Scheme FAQs and scheme components. These contextual resources should not be confused with the separate NPC appointment notice that controls eligibility, remuneration and application deadlines.

Salary: two distinct contractual bands, not Pay Matrix Levels

Advertised lower monthly remuneration bounds

Post codeMonthly INR
SP/0140000
SP/0240000
PE/0335000

Advertised upper monthly remuneration bounds

Post codeMonthly INR
SP/0165000
SP/0265000
PE/0357000

The SP range spans ₹25,000 per month (₹65,000 minus ₹40,000), while PE spans ₹22,000 (₹57,000 minus ₹35,000). The upper SP figure exceeds the upper PE figure by ₹8,000; the lower SP figure exceeds the lower PE figure by ₹5,000. These are advertised remuneration ranges, not guaranteed starting salaries, an incremental pay matrix, or individual take-home promises. NPC does not specify the precise offer-fixation method, income-tax deduction, HRA, PF contribution or bonus for this particular assignment. The notification says working hours, leave and travel/daily allowances are governed by applicable NPC assignment provisions, without providing fixed numerical entitlements.

Six months initially—extension up to three years is conditional

Each code carries a six-month initial contract, potentially extendable up to three years based on performance. The maximum advertised horizon is therefore 36 months, not an automatic 36-month appointment and not “six months plus a guaranteed three years”. The notice also states this does not confer a claim to regularisation or absorption. Unsatisfactory performance or failure to carry out assigned duties can lead to termination without notice under the published contract terms. This is quite different from a regular Government of India permanent pay-level post. NPC expressly says no laptop will be provided; candidates should consider practical work arrangements but should not invent a reimbursement or mandatory bring-your-own-device clause not given in writing.

Application: prepare the official Annex-AF and experience appendix

  1. Use Annex-AF on PDF page 4, not a generic resume in place of the prescribed form. Fill name, family-name field, date of birth, correspondence and permanent addresses, Aadhaar number, contact number, email, exact post code and educational/technical qualifications. Sign and date its declaration. The experience APPENDIX on page 5 is a different form, to be attached to Annex-AF.
  2. Specify exactly SP/01, SP/02 or PE/03 in the application and in the email subject, as NPC expressly instructs. If pursuing more than one functional code, retain clearly identified code-specific materials; the notice does not publish a combined multi-post submission mechanism.
  3. In the APPENDIX, give each period of service (beginning with the latest), organisation, post held, remuneration or Pay Band/Grade Pay if applicable, and specific duties. A credible entry explains what you managed or verified, not merely “worked on MCLS”. Attach the latest photograph and self-attested proof of date of birth, Aadhaar, educational/technical qualifications and relevant experience. Annex-AF additionally asks retired applicants for retirement date, last office and a PPO copy if applicable; the existence of that field is not a separate retired-person vacancy or a blanket age exemption.
  4. Email the application to npc036902@gmail.com by 4 November 2026, 3:00 PM. This Gmail address appears in the official NPC-hosted PDF; use the published address accurately rather than guessing an @npcindia.gov.in replacement. Send in time to address attachment and delivery errors. The PDF requires neither job-portal registration nor physical postal delivery for this application; retain evidence that you sent the actual email.
  5. Preserve the sent message and attachments. An incomplete application or one lacking self-attested documents can be rejected. At the joining stage, NPC requires original evidence of age, qualifications and experience; failure can cause the engagement offer to be withdrawn.

An evidence-led choice between SP/01, SP/02 and PE/03

Evidence already available in your work recordMost directly reflected in published dutiesWhy that connection matters
Conducted shop-floor Lean sessions; helped compile consultant reviews and industrial-visit notesSP/01That code explicitly names awareness/training, Lean consultant proposals and industrial visits.
Maintained government-scheme portal dashboards, coordinated regions and prepared Ministry MIS or annual action plansSP/02That code explicitly assigns portal/dashboard management, ministerial reporting, PMAC material and IT/backend coordination.
Checked field forms, beneficiary/assessment records, data accuracy and project progress reportsPE/03The Project Executive duties emphasise data collection, compilation, verification and programme-record support.

These are examples of how an applicant can organise truthful evidence, not exclusive occupational requirements or an evaluation matrix announced by NPC. An applicant with a mix of experience can evaluate the two SP codes independently; the notice requires the post code in the email subject and does not say that a single subject line with multiple codes creates multiple independent applications.

What the APPENDIX lets NPC verify

The prescribed experience form asks for a period, office/organisation, post and remuneration/pay band, and description of duties performed. This format makes duration alone a weak substitute for task-level evidence. For example, “three years in manufacturing” does not establish involvement in Lean programmes, whereas documented process-improvement work or consultant verification can show relevance to a specific published responsibility. Conversely, having completed an industrial visit is not the same as claiming to have directed national programme operations. Dates and responsibilities should correspond to the certificates the applicant can produce.

The form also asks applicants to certify that no disciplinary proceeding is pending as of the declaration date. Avoid a pre-filled contradictory declaration and check the document before signing. The notice reserves the right to check original age, qualification and experience documents at joining, so scanned material used in the initial email should be consistent with the originals.

Risk checks before pressing Send

  • Subject line: use the exact code (SP/01, SP/02 or PE/03) rather than a generic “Job Application”. The PDF gives the codes as examples in its email instruction.
  • Recipient: the official notice prints npc036902@gmail.com. It is an unusual domain for a government-linked institution but appears in NPC's published PDF; do not substitute a guessed organisational mailbox.
  • Attachments: Annex-AF, signed declaration, experience APPENDIX, recent photo and all required self-attested copies must be complete. The notice does not prescribe a file size limit or a compulsory combined-PDF upload format; do not invent either.
  • Deadline: 4 November, 3:00 PM, not the end of that calendar day. Because it is an email submission, allow time to confirm the recipient and attachments before sending.
  • Assessment: NPC has not committed to a written paper, online test, interview or score formula in Advertisement 130. Applicants should monitor the official career listing for later instructions rather than prepare for a fictional three-stage exam.

Candidate decision: SP/01 rewards evidence of technical Lean implementation support, SP/02 of programme governance and portal/MIS work, and PE/03 of accurate project operations. That is a reading of the actual responsibilities—not a claim that NPC will use those qualities as a fixed scoring rubric. Apply only using the specific advertisement's form and the email deadline; check the NPC careers page for an official subsequent update.
