OPSC AEE 2026: 758 Civil & Mechanical Posts, 616 Backlog, GATE 90% and Odisha Eligibility
OPSC Advertisement 13/2026-27 (09 October 2026) recruits 758 Assistant Executive Engineers: Civil 750, Mechanical 8. Of these, 616 are historical backlog and 142 current posts. Applications: 22 October–11 November 2026, 5 PM. Selection relies on a valid CE/ME GATE 2024/2025/2026 score (90%) and interview (10%), not a new OPSC written exam. Branch-specific degree/AMIE eligibility, one QR-coded GATE scorecard, prescribed Odia-language proof and Odisha-specific reservation certificates are critical. OPSC lists a corrigendum dated 16 October; its exact revised text must be checked on OPSC.

About this Recruitment
Recruitment-specific overview from the published record.
🧭 Recruitment identity: do not confuse advertisement 13 with other AEE drives
OPSC Advertisement No. 13 of 2026–27, notice 5762/PSC dated 9 October 2026 is for Group-A Assistant Executive Engineer (Civil and Mechanical) under the Odisha Engineering Service. The nodal department is Water Resources. The official OPSC register also shows a corrigendum dated 16 October 2026. This combined Civil–Mechanical recruitment must not be merged with the separately numbered AEE Civil Advertisement 07/2026–27.

The advertised positions are regular state engineering service posts, not apprenticeships or contract research appointments. Exact postings, increments, allowances and take-home are not individually specified in this notification.
📊 The roster has two kinds of seats: current plus historical backlog
The long advertisement gives a substantial detail omitted by short headlines: of Civil's 750 positions, 612 are backlog vacancies from earlier years and 138 are current vacancies for 2025. Mechanical's 8 comprise 4 backlog + 4 current. Thus the advertised 758 include 616 backlog and 142 current, not 758 newly created positions of the current year. This distinction does not change the total but it changes how a reader should interpret the unusually large intake.
| Branch | UR | SEBC | SC | ST | Total | Women inside total | Backlog | Current |
|---|---|---|---|---|---|---|---|---|
| Civil | 374 | 61 | 83 | 232 | 750 | 247 | 612 | 138 |
| Mechanical | 0 | 0 | 2 | 6 | 8 | 3 | 4 | 4 |
| Combined | 374 | 61 | 85 | 238 | 758 | 250 | 616 | 142 |
Cross-check: 374+61+83+232=750; 2+6=8; 612+138=750; 4+4=8. Women earmarking is 122 UR + 21 SEBC + 28 SC + 76 ST = 247 in Civil; one SC + two ST = three in Mechanical. Women are not an extra 250 jobs. Civil lists 50 PwD and 8 sports-person reservations; Mechanical lists 2 PwD. These horizontal reservations are adjusted within parent categories, not added to 758.
📊 Civil reservation: 750 seats
| Civil category | Notified seats |
|---|---|
| UR | 374 |
| SEBC | 61 |
| SC | 83 |
| ST | 232 |
📊 Historical backlog vs current (all AEE)
| Vacancy origin | Advertised seats |
|---|---|
| Backlog of previous years | 616 |
| Current 2025 vacancies | 142 |
Do not infer individual selection odds from 750 versus 8. Mechanical is a smaller pool but almost entirely category-specific; applicant counts and valid GATE scores are not supplied in the notice. Actual category eligibility matters more than any attractive aggregate vacancy chart.
🏗️ Department preference is a one-time decision
Civil is a combined recruitment for Water Resources, Works, and Housing & Urban Development (H&UD). Civil applicants must enter their department preferences in order in the application. The notice says the choice will not be changed before or after publication of the result. Mechanical's advertised department is Water Resources. The notification does not release a Civil department-wise seat table; inventing '300 Works seats' would be incorrect.
Interview preparation can relate discipline to public engineering work without pretending that an applicant's future assignment is already known: irrigation hydraulic design, road foundation and material specifications, public construction quality control, urban drainage and estimate scrutiny for Civil; pumping and mechanical equipment reliability, rotating machinery, cavitation avoidance and preventive maintenance for Mechanical. These are contextual preparation topics, not advertised allocations or official questions.
🎓 Degree + branch-specific GATE: five separate eligibility gates
- Relevant degree/AMIE: A government-recognised engineering degree in the precise advertised Civil/Mechanical discipline, or the corresponding Associate Member of the Institution of Engineers (India) route accepted by the notice. A Diploma by itself is not interchangeable with the required degree/AMIE simply because the document list generically mentions 'Degree/Diploma'.
- Matching GATE paper: Civil must use CE; Mechanical must use ME. An EE, XE, PI or unrelated paper is not an automatic equivalent.
- Recognised scorecard year: only GATE 2024, 2025 or 2026 considered. If the applicant has several, the form requires one selected year, and OPSC will consider the uploaded scorecard only.
- Meets category GATE qualifying mark: mere possession of a scorecard does not establish eligibility. The candidate's GATE marks must equal or exceed the applicable category/subcategory qualifying marks printed on that GATE scorecard.
- QR scorecard and affidavit: upload the QR-coded GATE Score Card, not a plain marksheet; provide the affidavit of genuineness in the notified Annexure I format. OPSC reserves the option of score verification through the actual GATE account—keep enrolment ID, password and registered email retrievable.
What is the difference between marks and score? Raw GATE marks and scaled GATE Score are different variables. A 62-mark performance cannot be relabelled as a 620 score by simply multiplying by ten. The notice gives merit weightages, not permission to invent a score-normalisation formula or a qualifying cutoff for OPSC interview.
🗣️ Odia evidence: speaking the language is not enough by itself
Applicants must read, write and speak Odia and satisfy one of the prescribed evidence routes: (a) Middle School examination with Odia as language subject; (b) matriculation/equivalent with Odia as medium in non-language subjects; (c) Odia passed as a language subject in the Class VII final examination from a recognised school; or (d) Odia test of Middle English School standard from the authorised Odisha education body. Candidates who did not study Odia at matriculation may be able to use the alternative proofs described in the notice. Any required certificate must have been issued by the relevant application deadline. OPSC may assess ability to read, write and speak Odia during interview.
A candidate who is fluent but has no qualifying document should resolve that evidence issue before form submission, not assume a conversation at document verification cures it.
🧾 Reservation-document pitfalls worth checking before the deadline
- Odisha-by-birth SC/ST and Odisha SEBC concessions follow Odisha rules. A generic national OBC certificate does not replace the Odisha SEBC certificate.
- SEBC Non-Creamy Layer: the notice specifically requires an Odisha SEBC certificate issued on or after 23 October 2023 (within its three-year criterion); verify issuing authority, date and permitted format.
- Women category documentation: Odisha SC/ST/SEBC women must possess qualifying caste documents showing their own birth-community status; a certificate merely based on marriage is not accepted for that category entitlement.
- PwD: reservation requires permanent disability of at least 40%, with proper medical board certificate. A temporary disability certificate does not qualify. The Civil PwD subgroups printed are Cat I 15, Cat II 16, Cat III 10, Cat IV 9, totalling 50.
- Sports: the notified Odisha Sports & Youth Services / Director of Sports identity card is required; mere tournament participation or a prize certificate is not automatically enough.
- Certificate timing: the advertisement requires specified certificates issued on or before the submission date; a later-printed certificate may not rescue a defective eligibility claim.
🎂 Age calculation: a single year can change eligibility
Base age is 21 to 42 years on 1 January 2026, corresponding to base date-of-birth range 2 January 1984 through 1 January 2005 (both endpoints as the notice states). Odisha SC/ST/SEBC, women and qualifying ex-servicemen receive the advertised five-year upper-age relaxation; eligible permanent PwD candidates ten years, with cumulative fifteen-year relaxation for qualifying PwD of SC/ST/SEBC category. The notice also contains a special up to 45 years arrangement for eligible in-service Odisha Diploma Engineers Service Junior Engineers with conditions and at most five chances; it does not turn every diploma holder into a degree-eligible AEE applicant. Except the stated PwD cumulation, multiple age benefits are not automatically stackable. Date of birth is controlled by HSC/equivalent certificate, not a later unsupported correction in the application.
🧮 Selection arithmetic: 90% GATE + 10% interview, and where people lose rank
📊 Official selection weightage
| Merit component | Published weightage % |
|---|---|
| Valid GATE Score | 90 |
| Interview | 10 |
Stage 1: Application scrutiny and document verification. OPSC uses the accepted GATE score to call a reasonable number in phases. DV checks score validity, eligibility, category, degree and Odia documents. Receiving a DV notice is not proof of final selection. DV was indicated tentatively in the first week of December 2026, with exact schedule to be published later.
Stage 2: Interview shortlist. After DV, the Commission expects about twice the advertised seats in each category, minimum five. This is a category-specific administrative shortlisting rule—not 'exactly 1,516 candidates' overall; a tiny 2-seat category can have a minimum-five rule.
Stage 3: Final order. Eligible GATE score accounts for 90% and interview for 10%. Do not calculate a fake final merit score using a guessed 1000-to-100 conversion. In a tied aggregate, higher interview marks rank first; if still tied, the older candidate ranks higher. The Commission says it will publish category-wise relevant last shortlisted and selected score data after results, rather than promising an arbitrary pre-announced cutoff.
📘 Exam and syllabus: rigorous preparation without an imaginary OPSC paper
This recruitment has no separately announced OPSC AEE written syllabus or CBT pattern. The qualifying examination credential is an existing valid GATE CE/ME scorecard. The official GATE syllabus is an appropriate technical revision reference for the chosen branch and for structured interview explanations. The following study priorities are editorial, research-based preparation guidance, not a newly declared OPSC examination syllabus, section weightage or question count.
Civil — six technical interview preparation blocks
| Study area | Concepts to revise | Reasoned practice exercise |
|---|---|---|
| Strength of materials & structures | SFD/BMD, deflection, RC sections, limit states, steel connections | Explain governing failure mode and loading assumptions in a simply supported beam |
| Soil mechanics & foundations | Effective stress, shear strength, consolidation, bearing capacity, shallow/deep foundations | Compare settlement and bearing-capacity concerns at a site with a high water table |
| Fluid mechanics & hydrology | Bernoulli losses, pipe flow, pumps, open-channel flow, rainfall-runoff | Estimate why pipe friction or channel roughness affects water delivery; state assumptions |
| Water resources & environmental | Canal lining, irrigation efficiency, flood routing, water quality and treatment | Identify reasons a distributary under-delivers flow and propose diagnostic measurements |
| Transportation, surveying & geomatics | Pavement subgrade, geometric design, levelling, total station/GNSS principles | Outline how to check alignment and material-compaction evidence at a road worksite |
| Construction management & estimation | Concrete quality, mix design, bar bending schedule, rate analysis, contracts | Walk through quantity take-off, QA records and measurement book controls |
Civil interview prompts (practice examples, not past questions): Explain the difference between serviceability and ultimate limit state; diagnose rising seepage in an irrigation embankment; choose an appropriate foundation investigation programme for soft soil. Answer using a defensible assumption, a relevant formula/standard where known and a practical site decision—not generic textbook definitions alone.
Mechanical — six technical interview preparation blocks
| Study area | Concepts to revise | Reasoned practice exercise |
|---|---|---|
| Thermodynamics & heat transfer | First/second laws, cycles, heat exchangers, conduction/convection | Perform a simple energy balance and explain which losses matter |
| Fluid machinery & pumps | Pump curves, affinity laws, NPSH, cavitation, efficiency, piping head | Diagnose cavitation symptoms; identify suction-side causes before prescribing a pump replacement |
| Mechanics & machine design | Stress/strain, shaft design, bearings, keys, fatigue, vibrations | Compare fatigue versus overload failure signatures in a rotating shaft |
| Manufacturing & materials | Casting, machining, weld defects, heat treatment, tolerances/metrology | Choose a nondestructive inspection method for a suspect weld and justify scope |
| Industrial engineering & maintenance | Reliability, preventive/predictive maintenance, spares, energy audits | Construct a maintenance priority matrix from failure frequency and consequences |
| Controls & applied equipment | Sensors, process control, motors and rotating equipment interfaces | Explain how a vibration signal or pressure trend could reveal incipient equipment failure |
Mechanical interview prompts (practice examples): What is the difference between cavitation and air entrainment in a centrifugal pump? Why can higher flow reduce available NPSH? How would you distinguish imbalance from misalignment using operating evidence? Such case studies are useful preparation but OPSC has not declared any particular technical question set.
A practical revision plan, not a fictional marks blueprint
Pass 1 — eligibility file: secure QR-coded GATE card, affidavit template, engineering degree, all semester marks, correct Odia and caste records. Pass 2 — branch fundamentals: revisit the weakest five GATE CE/ME topics from the official GATE syllabus, focusing on formula meaning and assumptions. Pass 3 — practice interview: answer applied technical prompts in two-minute evidence-based explanations, and rehearse Odia communication if relevant. Pass 4 — DV simulation: compare spelling of names, birth date, category, university marks and uploaded image with original certificates. There is no factual basis in this recruitment notice for claiming '120 MCQs in two hours' or 'negative marking 1/3' as an OPSC selection test.
🖥️ e-Chayan application workflow and documents that often fail verification
- Read the 9 October notice and 16 October corrigendum listing on the official OPSC website. Check the current corrigendum itself before final submission; its authoritative PDF must prevail where wording differs.
- Use official OPSC Apply Online / e-Chayan, register or re-register as instructed, preserve the Permanent Public Service Account Number (PPSAN).
- Select Civil or Mechanical accurately; Civil applicants must enter their irreversible department preference order. Use a single GATE year and its correct CE/ME paper.
- Enter true educational marks HSC through engineering degree, with a university CGPA-to-percentage conversion document if only grades are awarded. The original notice's generic reference to Agriculture/Horticulture within Para 11 is plainly not a Civil/Mechanical branch definition; the 16 October corrigendum is listed to correct the form/notice wording. Avoid relying on the erroneous generic label.
- Upload original scanned documents: HSC DOB, engineering degree/AMIE proof, all semester marks, QR GATE scorecard, relevant Odia evidence, accepted state reservation/PwD/sports documents, NOC when applicable, and the prescribed affidavit as required by OPSC.
- Upload recent photograph, full signature and left-hand thumb impression visibly; save and review the submitted form. Download/print both final application and registration acknowledgement; sign the hard-copy declaration where called for at DV. Keep four matching photos for later verification.
- Submit no later than 11 November 2026, 5:00 PM; monitor exact DV/interview announcements. The original notice mentions a 'written examination admission certificate' in a generic application paragraph despite selection being GATE-based; do not infer a fresh written test from that boilerplate. The official corrigendum listing needs to be consulted for corrected DV certificate procedure.
Operational risks: category cannot be changed at a later stage; original marks and grade conversion cannot be improvised; a degree certificate issued after the allowed date, invalid QR scorecard, missing Odia certificate, no NOC for existing government staff, or failure to bring signed online-form printout can affect candidature. The appointment includes medical assessment and a two-year probation. New Odisha-government appointees covered by the notification's statutory provisions have a contributory pension/NPS joining requirement.
⚠️ Source verification boundary and next updates
This is a combined job + selection + branch-specific preparation guide. The 9 October long advertisement was read from a publicly available scan and its existence was checked against the OPSC official notice register. The OPSC website confirms a 16 October corrigendum, but this environment did not independently retrieve its full original PDF. Corrigendum-specific detail has therefore been kept qualified. If any altered certificate instructions, GATE examples, dates, department preferences or vacancy positions appear in the actual official correction, the official PDF takes precedence. Continue to check OPSC official notices and OPSC Apply Online. For topic revision refer to the IIT Guwahati official GATE CE and ME syllabi, not an invented OPSC CBT pattern.

Civil AEE: what makes this candidature distinct
The Civil stream accounts for 750 of the 758 Group-A vacancies. The notified vertical allocation is UR 374, SEBC 61, SC 83 and ST 232; 247 of the Civil positions are earmarked for women within these counts. The Water Resources department is the nodal administration but Civil service also spans Works and Housing & Urban Development. The advertisement does not split all 750 seats into department-by-office lists, so preferences cannot predict the workplace.
Eligibility gates: engineering degree/appropriate AMIE (Civil), CE GATE score from 2024/2025/2026, the Odia-language evidence, reference-date age and valid category certificate where claiming concession. Applicants trained in construction or public works but holding a non-Civil degree must not assume cross-branch equivalence.
Preparation beyond generic 'Civil Engineering': be able to interpret a beam shear-force/bending-moment trace, an RCC detailing sketch, a simple flow/headloss problem, soil effective-stress reasoning and an engineering quality/safety tradeoff. They are interview prep examples, not OPSC-assigned question counts or announced exam modules.
Reading vacancy competition accurately: 750 posts show demand but say nothing alone about expected cutoff. Compare only your own category/branch/valid score status; do not rank departments as easier without official department allocations.
Official backlog and GATE-specific checking
Civil 750 seats comprise 612 backlog and 138 current. Category totals UR 374 / SEBC 61 / SC 83 / ST 232; women marked 247 within 750. Applied CE GATE score needs the printed category qualifying mark, QR scorecard and prescribed affidavit. Civil department preference among Water Resources, Works and H&UD is irrevocable.
Technical interview study roadmap (editorial)
Hydraulics and open-channel design, geotechnical settlement and bearing capacity, RC/steel design, surveying and quality control, public-work tender documentation, and irrigation/canal engineering. Explain engineering assumptions and quality evidence; OPSC has not advertised a new written Civil subject paper.
Work in notified Odisha Engineering Service departments as Assistant Executive Engineer (Civil). The advertisement does not assign a named daily schedule or exact district posting to an applicant.
- Apply technical and safety standards within assigned engineering responsibilities
- Meet applicable Odisha service and project procedures after appointment
- Present degree, GATE, age, language and reservation evidence at verification
- Comply with department allocation and appointment conditions as announced by OPSC
- Apply only for the Civil stream with matching degree/AMIE and GATE CE score.
- 750 notified seats in this branch; within this total 247 are earmarked for women, not additional.
- Official vertical reservation counts: UR 374, SEBC 61, SC 83, ST 232.
- Recruitment uses GATE-score component (90%) and interview (10%); there is no separate OPSC written test announced.
- Review the 16 October 2026 OPSC corrigendum before final submission and verify any specific category/service concession.
- Civil department priority must be entered in the application and cannot be changed after submission or result.
- Civil Engineering degree/accepted Civil AMIE and a single valid QR-coded CE GATE 2024/25/26 score meeting the scorecard category qualifying mark are independently required.
- For Odisha SEBC reservation, obtain prescribed SEBC certificate issued on or after 23 October 2023; central OBC certificate is not a substitute.
Civil: UR 374 (122 women), SEBC 61 (21 women), SC 83 (28 women), ST 232 (76 women) = 750 (247 women included). 612 backlog + 138 current. PwD 50 and sports 8 are included/horizontal. This combined recruitment requires irreversible choice among Water Resources, Works and H&UD departments.

Mechanical AEE: eight seats and the importance of reservation wording
Mechanical AEE is 8 positions, all in the Water Resources department. Its printed vertical category distribution is SC 2 and ST 6; three posts are earmarked for women inside these eight, not extra. Mechanical candidature therefore faces a very different notified category matrix from Civil. Do not advertise eight generic UR vacancies.
Eligibility gates: Mechanical engineering degree/accepted AMIE (Mechanical), ME GATE score from an accepted year, relevant state eligibility and prescribed certificates. GATE CE, EE or an unrelated qualification cannot simply be substituted.
Technical preparation, without fabricating a CBT: revise pump head and efficiency, centrifugal pump cavitation, heat-transfer balances, strength of materials for shafts, fatigue, bearings, field troubleshooting, maintenance scheduling and equipment safety. These map to water-resources machinery contexts as study examples; OPSC has not issued an additional ME written subject paper for this recruitment.
Category risk: the Mechanical category table and qualifying documentary conditions must be read together. A general candidate's eligibility cannot be inferred from the overall 758 headline; nor can a coaching projection of candidate ratios be treated as an official cutoff.
Eight-seat Mechanical roster
Mechanical 8 positions: SC 2 (one earmarked for women) and ST 6 (two women), of which 4 are backlog and 4 current; no separate UR/SEBC Mechanical vacancy. Matching ME GATE and valid Odisha reservation evidence matter more than headline 758.
Technical interview study roadmap (editorial)
Pump curves, NPSH, cavitation, rotating machinery vibration, fatigue design, heat transfer, material defects, preventive maintenance and hydraulic equipment troubleshooting. These are study contexts rather than an officially announced additional written paper.
