Official basis: Adv. SA/50/2/2026 (22 August), its detailed 16-page eligibility/selection terms, and the official 1 September corrigendum. Figures below are calculated from the employer’s 13 post-and-office entries. The corrigendum overrides the former 21 September date and all application-fee demands.

START HERE — FOUR QUESTIONS THAT CHANGE WHETHER THE VACANCY HELPS YOU

1) Which POST and essential skill/experience can you actually document? Being a graduate does not establish eligibility for Library Science, Translation, Technical Assistant or publishing roles. A diploma may substitute for five years of EXPERIENCE in Publication Assistant, but it cannot erase the Technical Assistant’s simultaneous five-year-experience requirement.

2) Which CATEGORY-ALLOCATED location is published? Ten positions (Junior Clerk 4 + MTS 6, one-third of all 30) have zero notified UR seats. Chennai has exactly two seats and both are OBC. Being willing to relocate does not create a missing UR seat or allow free choice of the city inside a reserved line item. Eligible reserved applicants may have rights to compete against UR posts under the applicable rules, but that does not enlarge the declared vacancies.

3) Which SELECTION PATH applies? Two vacancies (Deputy Secretary, Assistant Editor) are interview-based, 16 involve 50 objective + 50 descriptive marks, and 12 involve 60 objective + 40 descriptive marks. For the four Stenographer seats, the 50-mark descriptive component is general English writing/comprehension; for the other 12 seats in the 50:50 group the paper is subject-specific (Library, Translation, Book Publishing, Programme, Editing). Do not prepare one common descriptive syllabus for all 16.

4) Which APPLICATION FORM must arrive by the deadline? This is a paper application by Registered Post/Speed Post, not an online registration. The official forms are differentiated for Deputy Secretary, Assistant Editor, and the remaining 11 designations. More than one application to the SAME designation can cancel candidature; separate posts require separate forms.

ORIGINAL VACANCY DERIVATION — THE NUMBERS THAT CHANGE AN APPLICATION DECISION

All 30 seats by reservation: UR 12 (40.00%), OBC 8 (26.67%), EWS 7 (23.33%), SC 2 (6.67%), ST 1 (3.33%). These are the proportions of THIS 30-seat notice, not the prevailing percentages of national reservation policy. Only ONE ST seat is notified, attached to Junior Clerk in New Delhi; neither MTS nor Stenographer carries an ST-labelled line item. The EWS seat marked PH in Kolkata MTS remains within its six notified total seats; it is not a seventh MTS seat.

Initial posting city is not a permanent posting entitlement: the employer allows subsequent transfers within India.

THE QUALIFICATION LADDER — DO NOT EQUATE SCHOOL PASS WITH SKILL-FREE ENTRY

Five designations — Stenographer 4, Messenger/Rider 1, Van Driver 1, Junior Clerk 4 and MTS 6 — have a 10th/12th-based entry route: 16/30 advertised seats (53.33%). That headline must NEVER be read as 16 seats for any unskilled Class-10/12 candidate. The Stenographer needs shorthand at 80 wpm, the Clerk needs net typing at 35 English/30 Hindi wpm, both driving roles require distinct valid licences plus three years’ motor-driving experience, and MTS also specifies multiskilling/basic computing. Four other designations with 16 seats? NO: only 16 basic-school route seats; the remaining 14 seats fall under degree/master-specific routes. A higher educational degree alone does not waive a named licence, typing score or experience gate.

ONE HIGH-VALUE COMPARISON: TECHNICAL vs PUBLICATION vs PROOF READER

Technical Assistant (1 OBC, Delhi) requires Graduation + Diploma in BOOK PUBLISHING + 5 years in eligible printing/book-publishing institutions; all three must be satisfied. Publication Assistant (5 seats across Delhi/Mumbai/Bengaluru) requires Graduation + (Diploma in PRINTING OR 5 years eligible publishing/printing work), plus printing-process/computer knowledge. Proof Reader (2, UR Kolkata and OBC Mumbai) requires a graduate degree with Hindi/English as a subject and proof-reading proficiency, without a five-year minimum experience specified in its essential conditions. A graduate with publishing experience but no diploma should check Publication Assistant first, not falsely assume Technical Assistant permits a five-year-experience-for-diploma swap. A fresh Hindi/English graduate competent in proofreading may assess Proof Reader even if ineligible for the five-year-experience posts; they still must satisfy all its essential skills.

TRANSLATION OFFICER — DEGREE ROUTES ARE ALTERNATIVES; EXPERIENCE IS NOT

The Junior Translation Officer offers multiple Hindi/English degree or teaching-medium configurations. However, ALL education routes converge on the additional THREE YEARS of Hindi-to-English and English-to-Hindi literary translation in Central/State Government including autonomous organizations. The prescribed diploma/certificate is specifically part of one bachelor-level alternative, not a standalone replacement for the required government-sector literary-translation experience. Ordinary private-company translation experience should not automatically be counted as the notified government/autonomous-sector experience.

WHICH PAPER SHOULD YOU PRACTISE? EXACT WEIGHTING AND THE NON-OBVIOUS GS SHIFT

50:50 GROUP (16 seats, seven designations): Part I objective has GS/GK 30, Hindi 5, English 5, Computer 5, Quantitative 5; Part II descriptive 50. The GS/GK contribution is 30/100 of the complete written score. The four Stenographer seats use general English-oriented descriptive tasks, whereas the other twelve use post-specific subject descriptions. The notified exam is 2 hours and objective answers carry no negative marks.

60:40 GROUP (12 seats: MTS 6, Clerk 4, Messenger 1, Van Driver 1): Part I objective has GS/GK 40 and four smaller 5-mark components; Part II descriptive 40. GS/GK now carries 40/100 of the entire written score, TEN percentage points more than in 50:50 papers. This affects the study plan, but it does not establish any announced cutoff. The descriptive tasks comprise essay, letter, comprehension and notice/advertisement with the language instructions in the PDF. Duration 2 hours, objective no negative marks.

INTERVIEW GROUP (2 seats): Deputy Secretary and Assistant Editor have interview-based selection, not the Clerk/MTS written syllabus. A Departmental candidate in some written-exam posts can be treated as a promotion by selection as notified; applicants should not extrapolate senior interview recruitment to every position.

DECISION EXAMPLES — HYPOTHETICAL APPLICANTS, REAL ADVERTISEMENT RULES

CASE A — General-category Class 12 student with 40 English net wpm: the typing score may satisfy the Clerk skill condition, but the advertised four Clerk seats are OBC/SC/ST/EWS only; there is no notified Clerk UR vacancy. The candidate should not treat “4 Clerk posts” as four general vacancies.

CASE B — OBC candidate seeking Chennai with Class 12 and adequate typing: Chennai has a single OBC Clerk seat and a distinct single OBC MTS seat. These are two separate job applications; Clerk includes qualifying typing test, MTS does not have the same notified typing test. OBC-NCL proof is a separate documentation gate.

CASE C — EWS applicant targeting Kolkata with 10th pass: the EWS Kolkata MTS position carries a PH label. The candidate must verify the applicable disability-reservation eligibility rather than assume the slot is an unrestricted EWS Kolkata opening. Kolkata also has a separate EWS Library position, but it needs a Library Science degree and five years of library experience.

CASE D — Graduate with 5 years at a publishing house, but no printing/book-publishing diploma: not enough for Technical Assistant, because its Diploma in Book Publishing is concurrent and essential; may qualify under Publication Assistant’s five-year experience alternative if other criteria are met.

CASE E — Graduate with a Diploma in Printing but less than 5 years of publishing work: may meet Publication Assistant’s education/experience alternative (plus its other knowledge conditions); does NOT meet Technical Assistant merely by possessing a different printing diploma.

CASE F — Language graduate with a diploma in translation and 2 years of private freelance work: qualification-route fit alone does not establish eligibility for Junior Translation Officer; its three years of literary work in the prescribed government/autonomous bodies is a separate compulsory gate.

CASE G — Applicant with M.Lib.Sc and 2 years in a library: the master’s qualification is desirable, but the Library Assistant essential FIVE YEARS of library experience is not waived.

CASE H — Class 10 candidate holding a light-motor-vehicle licence: Van Driver also names a HEAVY-vehicle licence plus three years driving experience; Messenger/Rider instead calls for 10+2 and two-wheeler/car licensing. Do not confuse the two Level-2 titles.

CASE I — Candidate has not reached 80 wpm shorthand but holds 12th pass: Stenographer’s qualifying practical gate remains unmet even after good written marks; the lower 35/30 wpm Clerk typing rule cannot substitute.

CASE J — A postal application mailed on 21 October but delivered 23 October: the current deadline concerns the physical APPLICATION RECEIPT. Postal dispatch alone does not override the late-application rejection clause.

CASE K — Senior government officer with MBA 55% and generic seven years’ service: Deputy Secretary needs the relevant named/equivalent Level-10-or-above senior-office record, documented literary event-programme management and clean integrity/vigilance record. It is not simply an MBA + seven years in any office.

EVIDENCE-FIRST DOCUMENT AUDIT — WHAT TO COLLECT BEFORE POSTING

1) Match the exact official form: Deputy Secretary, Assistant Editor or Other Posts; all are four-page forms. Fill every asked-for column; the printed note says to write NA where not applicable. Self-attest passport photo, educational/DOB/experience/category proof as applicable, and sign the final declaration. The two senior forms include a reference-number hint: first THREE uppercase letters of the name + birth year, e.g., MUK1995; check the separate printed form instructions rather than inventing a reference number.

2) For applicants claiming prior experience, employer certificates should substantiate dates, post held, employer type and duties. The published form expressly asks for role type, period, pay scale/level and the NATURE of duties. A bare “5 years worked” entry cannot prove five years of literary copy-editing, library service, book publishing or Level-10 managerial office work.

3) Mark the POST applied for and LOCATION; put “Application for the post of [exact designation]” on the envelope; address the Secretary, Sahitya Akademi, Rabindra Bhavan, 35 Ferozeshah Road, New Delhi-110001. Send Speed Post or Registered Post so there is a trackable delivery record; the employer rejects late, unsigned and incomplete applications. Do not submit by email.

4) If working in government, a PSU or autonomous body, route through proper channel or provide NOC. Serving Level-10-and-above candidates must review the last five years’ APARs, integrity and vigilance-clearance requirement. OBC applicants must check the explicit non-creamy-layer clause on the competent-authority certificate.

5) Corrigendum chronology: original printed final date was 21 September 2026; correction on 1 September withdrew the entire stated application fee and extended the date to 21 October 2026. There is now no application fee for any category; earlier payers have a stated refund entitlement. Postal charges (if any) are distinct from an application fee. Do not copy an obsolete fee or the old date from recycled job alerts.

6) Attend written test, skill test or interview at personal expense: general instructions provide no TA/DA. The institution can shortlist more restrictively when application volume is large, revise the number of seats, and transfer selected incumbents to offices elsewhere in India; no cutoff or selection probability is published.

PAY & TENURE REALITY: Matrix bands are BASIC-PAY SCALE, not guaranteed take-home. Level 1 (MTS) starts ₹18,000; Level 2 (Clerk/Driver/Messenger) ₹19,900; Level 4 (Steno/Proofreader) ₹25,500; Level 6 (Library/Translation/Technical/Programme/Publication) ₹35,400; Level 10 (Assistant Editor) ₹56,100; Level 11 (Deputy Secretary) ₹67,700.
