AIIMS Bibinagar Consultant (Audit) Recruitment 2026: एक पद, लेकिन पात्रता सामान्य स्नातक भर्ती से बिल्कुल अलग

कौन आवेदन करे? यह entry-level Accountant, auditor trainee, fresh graduate या competitive examination वाली भर्ती नहीं है। विज्ञापन संख्या AIIMS/BBN/RECT/CONSULTANT/2026/1418 (26 सितंबर 2026) में एक Consultant (Audit) की whole-time contractual engagement है। सामान्य पात्रता के लिए व्यक्ति Central/State Government, Autonomous Body, Statutory Body, PSU, Research Organisation या University के Finance and Accounts Wing में Group-A Officer पद धारण कर चुका सेवानिवृत्त अधिकारी हो। इसके अतिरिक्त कम-से-कम 10 वर्ष तक आधिकारिक Finance/Audit विभाग के काम का अनुभव आवश्यक है। निजी कंपनी में accountancy का अनुभव, केवल CA/MBA या किसी भी विषय की graduation इस retired Group-A पूर्व-सेवा शर्त की जगह नहीं ले सकते। सबसे पहले अपनी retirement/service order, Group-A पद, Finance & Accounts posting तथा departmental work-experience certificates मिलाएँ।

शैक्षिक विकल्प और सीमित relaxation: किसी भी विषय में Bachelor's Degree या Postgraduate Degree स्वीकार है; दोनों डिग्रियाँ साथ रखना अनिवार्य नहीं बताया गया। Notification के अनुसार Central Government organisation में Group-A पद पर कार्य करने वाले deserving cases में शैक्षिक योग्यता में छूट दी जा सकती है। यह स्वतः मिलने वाली या सभी के लिए निश्चित छूट नहीं है। पर्याप्त अनुभवी उम्मीदवार उपलब्ध न होने पर Competent Authority अनुभव की शर्त में विवेकाधीन relaxation भी दे सकती है। इसलिए सामान्य पात्रता 10 वर्ष ही रखें; relaxation मिलने की आशा को guaranteed eligibility न मानें। कोई minimum marks percentage प्रकाशित नहीं है।

आयु की वास्तविक गणना: Upper age limit 65 वर्ष है और notification स्पष्ट करता है कि आयु, शैक्षिक योग्यता तथा अनुभव की स्थिति आवेदन की अंतिम receipt date पर देखी जाएगी। कोई न्यूनतम उम्र या SC/ST/OBC/PwBD category-specific age relaxation table इस पाँच-पृष्ठीय notice में नहीं है। Employment News में प्रकाशन के 45 दिनों वाला नियम पहले सही तरह से लागू होना जरूरी है; अनुमान से जन्मतिथि cutoff नहीं बनानी चाहिए।

Last date पर आवश्यक सावधानी: official AIIMS notice अपने 26-09-2026 issue date से 45 दिन नहीं कहता—वह Employment News/Rozgar Samachar में Vacancy Notice के प्रकाशन की तारीख से 45 दिन कहता है। बहुत-सी recruitment listings 10-11-2026 को अंतिम तिथि बताती हैं; 26-09-2026 से 45 calendar days भी 10-11-2026 होते हैं। लेकिन वास्तविक Employment News अंक की publication date इस शोध में स्वतंत्र रूप से प्रमाणित नहीं हो सकी। इसलिए 10 नवंबर **reported/indicative deadline** है, definitive official receipt date नहीं। संस्थान से वास्तविक तारीख की पुष्टि करें और पर्याप्त पहले speed post/courier से form पहुँचाएँ। अंतिम दिन weekly off या holiday हो तो नियम के अनुसार अगला working day 5 PM तक लागू होगा; 5 PM को अन्य सभी दिनों की universal cutoff time नहीं समझें। अलग application opening date नोटिस में निर्दिष्ट नहीं की गई।

आवेदन केवल email नहीं: Annexure-I prescribed form notification के पृष्ठ 4–5 पर है। आवश्यक व्यक्तिगत विवरण, शैक्षिक qualifications, पिछले पद/संगठन, joining/leaving dates, last pay drawn, दो references तथा self-attested certificates भरें। प्रत्येक पृष्ठ पर हस्ताक्षर करना आवश्यक है। आयु, degree, service history और official finance/audit experience के प्रमाणों की self-attested copies लगाएँ। Speed Post/Courier द्वारा दस्तावेज The Chairman, Recruitment Cell, All India Institute of Medical Sciences, Bibinagar, Hyderabad–508126, Telangana तक पहुँचाएँ। लिफाफे पर 'Application for the post of Consultant (Audit)' लिखें। recruitment@aiimsbibinagar.edu.in पर अग्रिम scanned application भेज सकते हैं, लेकिन यह hard copy का substitute नहीं है: physical copy संस्थान को न मिले तो candidate को interview में अनुमति नहीं दी जाएगी। Delivery tracking और submitted copy सुरक्षित रखें।

₹60,000 के पीछे छिपी वित्तीय शर्त: Notification में consolidated remuneration per month ₹60,000 दिया गया है, लेकिन वही table Department of Expenditure OM F.No.3-25/2020-E.IIIA dated 09-12-2020, paragraph 6 के अधीन भुगतान तय करता है। Retired consultant का fixed monthly remuneration last pay drawn at retirement से basic pension घटाकर निश्चित किया जाएगा। इसलिए ₹60,000 को सभी उम्मीदवारों के लिए confirmed in-hand monthly salary या regular AIIMS pay band बताना भ्रामक है; असली राशि उम्मीदवार की pension/pay history और लागू नियमों पर निर्भर होगी। Fixed monthly amount contract period में नहीं बदलेगा और annual increment या percentage raise नहीं मिलेगा। Hostel/quarter नहीं, regular employee benefits/allowances स्वतः नहीं और interview/joining के लिए TA भी नहीं। Salary section में घोषित रकम का उल्लेख है, पर किसी काल्पनिक निश्चित take-home या कम-से-कम payout का आंकड़ा नहीं बनाया गया है।

कार्य का वास्तविक दायरा: Consultant payment और purchase proposals का pre-audit/post-audit करेगा, विभिन्न agencies को रिपोर्ट देगा, internal audit, income/expense classification, accounting integrity, bank reconciliations, balance sheet, stock verifications/valuations, taxation advice तथा audit queries के replies देखेगा। Executive Director या controlling officer द्वारा सौंपे गए अन्य वित्तीय काम भी करने होंगे। Interview से पहले पुराने audit observations, reconciliation statements, procurement scrutiny और government financial controls में अपने वास्तविक योगदान के supporting records तैयार करना व्यावहारिक होगा; यह कोई official interview syllabus नहीं है।

Tenure और contract risk: नियुक्ति प्रारंभ में एक वर्ष की purely contractual consultancy है। शर्तों पर एक और वर्ष extension संभव है, लेकिन 65 वर्ष की उम्र या पद नियमित रूप से भर जाने की परिस्थिति में engagement पहले समाप्त हो सकती है; extension automatic नहीं है। सेवा स्थायी होने/regularisation का दावा नहीं होगा। कोई private practice स्वीकार्य नहीं, क्योंकि appointment whole-time है। दोनों पक्ष 30 दिन का notice या notice-pay देकर समाप्त कर सकते हैं। इसलिए किसी ongoing independent consultancy या parallel private practice वाले retired officer को शर्तें पहले जाँचनी चाहिए।

चयन प्रक्रिया: Screening Committee forms की scrutiny करेगी और केवल सीमित पात्र उम्मीदवारों को interview के लिए बुला सकती है। Minimum qualifications पूरी होने से interview call guaranteed नहीं है; criteria संस्थान तय करेगा। Notification में CBT, competitive written test, परीक्षा दिनांक, answer key, written-exam admit card अथवा numerical merit/cutoff प्रकाशित नहीं हुआ। इसलिए इस job के लिए fake Exam/Admit Card/Answer Key/Cutoff record नहीं बनना चाहिए। Interview या final selection notice आने पर उसी recruitment के साथ सही lifecycle linkage जोड़ा जाएगा।

पहले पाँच सत्यापन करें: (1) क्या Group-A Finance & Accounts service और retirement के वैध प्रमाण हैं? (2) क्या न्यूनतम 10 साल सरकारी/स्वीकृत संस्था में Finance/Audit departmental responsibility साबित होती है? (3) क्या actual receipt date पर अधिकतम उम्र 65 के भीतर होगी? (4) क्या pension-adjusted remuneration, private practice प्रतिबंध तथा एक-वर्षीय contract स्वीकार हैं? (5) क्या signed Annexure-I और प्रमाणपत्रों वाली hard copy अंतिम वास्तविक तारीख से पहले AIIMS पहुँचेगी? इन सवालों में संदेह हो तो Recruitment Cell से लिखित clarification लें।

इस notice में जिनकी पुष्टि नहीं है: आवेदन शुल्क की कोई निश्चित राशि, reservation-wise vacancy allocation, category-specific age relaxation, guaranteed fixed in-hand ₹60,000, अलग written exam, साक्षात्कार की निश्चित तारीख, तथा Employment News अंक की confirmed publication date। Notice में fee न लिखना 'officially ₹0 application fee' का प्रमाण नहीं है। नवीनतम official clarification/corrigendum होने पर वही मान्य होगा।
