APPSC Assistant Executive Engineers Recruitment 2026: 503 Civil, Mechanical & Electrical Vacancies
Andhra Pradesh Public Service Commission, Vijayawada · Notification 27/2026 · Detailed notice 2 November 2026 · Applications 2–22 November 2026.
APPSC is recruiting 503 Assistant Executive Engineers across eight precisely defined service/post codes. The opportunity covers municipal public health, Panchayat Raj, rural drinking-water and sanitation systems, Roads & Buildings, Tribal Welfare engineering and Water Resources. Although all eight posts share the same advertised ₹57,100–₹1,47,760 pay scale, degree requirements, zones, reservation counts and the technical Paper-III change by service. Choosing a post by its headline vacancy total alone can therefore lead to the wrong subject examination or a wrong local-zone preference.
The 13 October brief/revised notice displayed 224 Water Resources Civil+Mechanical posts together. The 2 November detailed notice resolves them into 203 Civil and 21 Mechanical, and supplies separate, fully itemised community and zonal rosters. It is the same Notification 27/2026, not a second recruitment. The provisional vacancy totals are fixed for this published round unless APPSC subsequently announces an amendment.

📊 Department and post-code vacancy comparison
| Engineering service / post code | Official vacancies |
|---|---|
| PC 01 — Public Health & Municipal Engineering | 21 |
| PC 02 — Panchayat Raj & Rural Development Engineering | 100 |
| PC 03 — Rural Water Supply & Sanitation | 73 |

| PC 08 — Water Resources | 21 |
The two biggest blocks are Water Resources Civil (203) and Panchayat Raj Engineering (100). Together they account for 303 of 503 posts, but their examination routes differ: Water Resources Civil uses Civil Paper-III, while Panchayat Raj uses the common Civil & Mechanical Paper-III. In Panchayat Raj the notified two Mechanical stream seats are a defined subset of its 100 posts, not two additional vacancies.
🗺️ Real zone allocation: the Open/Local numbers matter

🥧 Annexure-I Open versus Local roster seats
| Type of vacancy | Notified posts |
|---|---|
| Open roster | 37 |
| Local roster | 466 |
Local candidature is governed by the Andhra Pradesh Presidential Order 2025 and department-specific Zonal/Contiguous Zonal provisions, with the Commission referring to a 95% local-reservation benefit. The published roster across these eight service codes lists 466 Local and 37 Open positions. The published seat matrix is the controlling count: do not replace its Open/Local entries with a rounded calculation. One especially consequential detail: PC 01 and PC 06 use Contiguous Zones, not six separate ordinary zonal pools.
To establish Local status, qualifying Class I–VII study certificates are generally relevant, with the notified four-/seven-academic-year rules; Residence Certificates are reserved for candidates who did not study in an educational institution through the specified stage. Current residence by itself does not override the older schooling-based local calculation. The detailed notice also addresses qualifying Telangana-to-Andhra Pradesh migrants with competent-authority local-status evidence.
SC subgroups and all community seats: official total

📊 Community reservation distribution, 503 positions
| Broad vertical reservation group | Vacancies |
|---|---|
| Open Competition | 226 |
| Scheduled Castes | 72 |
| Scheduled Tribes | 33 |
| Backward Classes | 132 |
| EWS | 40 |
SC-I, SC-II and SC-III are three separate roster subdivisions; BC-A through BC-E are also separately itemised. The chart combines them into broader groups only for an intelligible 503-seat comparison. Women, eligible Persons with Benchmark Disabilities and Meritorious Sports Persons are horizontal reservations inside the above category totals, not seats added on top of 503. Horizontal availability and medical/stream-specific conditions differ by post code and must be read with that cadre's exact Annexure-I matrix.
🎓 Engineering degree and Paper-III eligibility must match
| Post codes | Engineering qualification route | Technical Paper-II | Technical Paper-III |
|---|---|---|---|
| 01, 03, 04, 07 | Civil Degree / that post's notified accepted equivalent | Civil & Mechanical common | Civil |
| 02, 06 | Civil or Mechanical Degree / expressly accepted equivalent | Civil & Mechanical common | Civil & Mechanical common |
| 05 | Electrical Degree / expressly accepted equivalent | Electrical | Electrical |
| 08 | Mechanical Degree / accepted equivalent | Civil & Mechanical common | Mechanical |
The qualification crucial date is 2 November 2026, the detailed-notification date—not 13 October when the early notice first appeared, and not the application closing date. APPSC may require a Government Order for an equivalent qualification within ten days after the application deadline, as specified in the full notice. An assumption that any unrelated engineering branch is equivalent is unsafe. AMIE alternatives are recognised only where the relevant post-code rule explicitly permits them, and some specialised postgraduate degrees cannot replace a missing required Bachelor's engineering branch.
The previous brief said 224 Water Resources positions collectively. The detailed notification now means a Civil degree applicant competes for PC 07 (203) and a Mechanical degree applicant for PC 08 (21), subject to actual eligibility—not a common 224-seat Engineering category. When a candidate is academically eligible for several post codes, the commission's post-code merit method and individual subject examination rules govern selection.
💰 The pay scale, without inflating the take-home figure
The published scale is ₹57,100–₹1,47,760 for every AEE code. The lower bound is the beginning of the published pay scale, not an exact deposited first salary; the upper bound is the eventual top of the scale, not guaranteed monthly pay on appointment. The notice does not give a single exact net pay after pension deductions, posting-based allowances or taxes. It would be misleading to estimate those as fixed values without the employee's circumstances and applicable government salary order.
💳 Fees, exemptions and seven-day correction arrangement
| Payment | General requirement | If qualifying for examination-fee exemption |
|---|---|---|
| Application processing | ₹250 | ₹250 |
| Examination | ₹120 | ₹0 |
| Total | ₹370 | ₹250 |
| Permitted correction after closing | ₹100 per correction | ₹100 per correction |
Processing fee ₹250 is distinct from examination fee ₹120. Eligible SC/ST/BC/PBD/Ex-servicemen, eligible Andhra Pradesh white-card households and qualifying unemployed youth may receive the stated examination-fee exemption, subject to documentary and domicile conditions. Candidates from other states cannot automatically claim AP category-based reservation or the associated fee exemption; the notice separately mentions the PBD and Ex-servicemen exception for other-state applicants. In every case the ordinary processing fee remains payable.
The Commission provides a limited post-closing application correction period of up to seven days, charging ₹100 for each permissible correction. It excludes the candidate's name and fields that affect the fee or age relaxation. This is not an automatic extension to the application deadline. Do not enter incorrect category data expecting to repair it later.
📝 Apply online correctly — OTPR alone is not the application
- Open the official APPSC site; complete or verify One Time Profile Registration (OTPR). Keep the registered mobile and email active.
- Use Online Application Submission and choose Notification 27/2026, rather than a nearby similarly named engineering recruitment.
- Check post-code preferences, Civil/Mechanical/Electrical branch, local status, education, reservation certificates and the desired examination-city preferences carefully.
- Use Save & Submit followed by a successful online fee payment. Pressing Save alone leaves an incomplete application.
- Retain the downloaded application, payment reference and accurate contact details; future hall-ticket and examination announcements will appear on APPSC's official website.
Original and detailed qualification certificates are checked later. A subsequent change in OTPR information does not automatically revise the data already carried into this recruitment's submitted application. The notice forbids applications by post or hand delivery.
🖥️ The actual 450-mark CBRT: one merit examination, three subject papers
| Paper | Content / post-code route | Questions | Minutes | Marks |
|---|---|---|---|---|
| I | General Studies & Mental Ability — all eight codes | 150 | 150 | 150 |
| II | Common Civil & Mechanical for 01,02,03,04,06,07,08; Electrical for 05 | 150 | 150 | 150 |
| III | Civil for 01/03/04/07; Common Civil & Mechanical for 02/06; Electrical for 05; Mechanical for 08 | 150 | 150 | 150 |
| Written merit | Three compulsory papers | 450 | 450 | 450 |
📊 Written-paper marks (all three official papers)
| Written paper | Maximum marks |
|---|---|
| Paper I — General Studies | 150 |
| Paper II — relevant engineering paper | 150 |
| Paper III — branch/post-specific engineering paper | 150 |
Every question is worth one mark, and a wrong answer attracts one-third mark deduction. Attendance in all papers is compulsory. General Studies & Mental Ability is set in English with Telugu translation (English authoritative when valuing), while technical subject papers are in English only. Multiple computer-test sessions may be normalised as announced by the Commission. This is a single-level examination: there is no separately announced Preliminary/Screening Test.
Civil, Electrical and Mechanical: why Paper-III matters
Paper-I is the common 150-mark general section. Paper-II examines Civil & Mechanical fundamentals for seven post codes, but is Electrical Engineering for PC 05. Paper-III is Civil for PC 01/03/04/07, common Civil & Mechanical for PC 02/06, Electrical for PC 05 and Mechanical for PC 08. These are not optional topic choices; they determine the recognised written-merit route for the service applied to. The candidate has to appear for the papers appropriate to the studied degree and the selected post code.
APPSC lists 13 erstwhile districts as possible examination-centre jurisdictions—Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, Prakasam, Nellore, Chittoor, Kadapa, Kurnool and Anantapuramu—and asks candidates for three centre preferences, subject to available systems. That is distinct from the local-cadre zone used for vacancy allocation. Neither a particular district venue nor the test date is confirmed for an individual candidate in advance.
🧮 The 100-mark qualifying CPT is separate from the 450-mark written merit
| Computer test | Duration | Maximum | Minimum SC/ST/PBD | Minimum BC | Minimum OC |
|---|---|---|---|---|---|
| Office automation and associated software | 60 minutes | 100 | 30 | 35 | 40 |
| CPT component | Share | Marks |
|---|---|---|
| Part A computer familiarity / possible MCQs | 20% | 20 |
| Typing speed | 25% | 25 |
| Document object layout (tables/WordArt etc.) | 15% | 15 |
| Spreadsheet data, formulas, formatting and graphs | 20% | 20 |
| Slide deck preparation | 20% | 20 |
| Total | 100% | 100 |
A shortlisted applicant can rank strongly on written marks but cannot be selected without passing the separately prescribed Computer Proficiency Test. The CPT involves computer fundamentals, a document-editing/typing exercise, a spreadsheet and a slide presentation. 100 CPT marks do not convert the recruitment to a 550-mark written-merit competition. The notified detailed CPT syllabus appears in the separate CPT description associated with this recruitment.
🧾 Answer keys, minimum qualifying thresholds and verification
| Stage or qualifying threshold | Official rule |
|---|---|
| Written aggregate: OC, Sports, Ex-servicemen, EWS | 40% = 180/450 |
| Written aggregate: BC | 35% = 157.5/450 |
| Written aggregate: SC, ST, PBD | 30% = 135/450 |
| Provisional key objections | Within 3 days after initial key publication |
| Per initial-key objection | ₹100, refundable if objection sustained |
| Written marks after multiple sessions | APPSC's prescribed normalization, if required |
| Tie in written score | Prefer older candidate; if still tied, earlier date of required qualification, subject to notified preferential qualifications |
| Final appointment | Satisfactory academic/local/reservation certificates, qualifying CPT and medical fitness |
Meeting a qualifying percentage does not guarantee appointment. APPSC must determine merit post-code by post-code with all applicable local/community rules. Under the published selection provisions there is no waiting list. Candidates should keep official original education, community, BC non-creamy-layer, EWS, local-study/residence and any eligible PBD/MSP proofs ready for the stage at which the Commission requests them.
The commission may issue an initial answer key after the test and allow its three-day challenge window. That is a rule for a future event, not an announcement that an answer key is already available. No current official exam date, hall-ticket release date, result, cutoff or final selection list is created here.
🧭 What to watch next
Application closing is 22 November 2026 at 11:59 PM. Subsequently, check the official APPSC portal for the examination schedule, hall-ticket notice, question-paper/initial-key objection window, shortlist, qualifying CPT schedule, certificate verification and final selections. Only actual new notices issued for Notification 27/2026 should be attached to the corresponding recruitment when published.

Assistant Executive Engineer (Civil) — Rural Water Supply & Sanitation
Recognised Bachelor’s Degree in Civil Engineering or prescribed AMIE Sections A and B Civil Engineering qualification.
Required: No · Description: A specific minimum number of past work-experience years is not prescribed in this AEE post-code qualification table.

Service: A.P. Rural Water Supply & Sanitation Department · Engineering discipline: Civil · Pay scale: ₹57,100–₹1,47,760.
What makes this particular service cadre different?
Rural water supply and sanitation duties are sectorally distinct from both municipal systems and water-resource irrigation. The Civil-only degree route and the Civil Paper-III route are mandatory distinctions; do not assume a Mechanical graduate qualifies merely because another AEE cadre accepts Mechanical.
Required educational qualification
Recognised Bachelor’s Degree in Civil Engineering or prescribed AMIE Sections A and B Civil Engineering qualification. The degree/equivalent must satisfy the APPSC detailed-notification cut-off of 2 November 2026. All claims of equivalence must satisfy the Commission's prescribed Government Order proof requirements, not a candidate's own similarity assessment.

The Civil-only degree route and the Civil Paper-III route are mandatory distinctions; do not assume a Mechanical graduate qualifies merely because another AEE cadre accepts Mechanical.
