IIT (ISM) Dhanbad Deputy Registrar Recruitment 2026 — Original Six-Page Notice, Two Routes, and Full Applicant Lifecycle
Primary authority: Indian Institute of Technology (Indian School of Mines), Dhanbad, Jharkhand 826004. Notice: 411002/8/2026-NFR dated 27 October 2026 (the date printed on official PDF page 1). Application deadline: 11 December 2026 at 23:59 IST on the IIT (ISM) Non-Faculty Recruitment portal. The detailed six-page university notice, not search-result publication dates, controls the facts on this page.
This notice has two Deputy Registrar vacancies at Pay Level 12 but they do not have identical hiring routes. The first is one Direct Recruitment vacancy initially reserved for EWS; the second is one Deputation vacancy available to eligible serving public-sector/institution officers whose parent employer will maintain lien. The Institute explicitly permits considering the EWS direct seat as Unreserved if no suitable EWS applicant is available, because that EWS vacancy remained unfilled in an earlier advertisement. This permission is not a statement that the vacancy has already changed category. It also does not open the deputation post to private-sector applicants.
Official publication versus media updates: Advertisement issued 27 October, not 29 October. Other websites may have indexed it on 29 October; those are not a fresh recruitment-notification date.
1. Vacancy, reservation and appointment route — do not merge both seats
| Recruitment route | Positions | Declared category | Age ceiling on 11 Dec 2026 | Core employment condition |
|---|---|---|---|---|
| Deputy Registrar, Direct Recruitment | 1 | EWS; potential conversion to UR only if suitable EWS applicant unavailable | 50 years before admissible relaxation | Selection to regular institute non-teaching post |
| Deputy Registrar, Deputation | 1 | Separate deputation vacancy; not announced as an EWS roster position | 56 years | Serving eligible government/institution/PSU officer; parent lien evidence mandatory |
| Total | 2 | One current EWS direct; one deputation | Route specific | Do not assume two open-market permanent jobs |
📊 IIT ISM Deputy Registrar recruitment by appointment route
| Route (parts of whole) | Advertised seats |
|---|---|
| Direct Recruitment | 1 |
| Deputation | 1 |
| Total | 2 |
The 50%/50% split describes appointment mode, not a caste-wise 50% EWS share across an identical pool. The earlier unfilled EWS seat came from Advertisement 411002/12/2025-NFR dated 20 February 2026, as the new notice itself states. UR-eligible candidates are specifically encouraged to apply for the direct vacancy because of the possible conversion; however, conversion is conditional upon the Institute's finding about EWS availability.
2. Direct Recruitment — exact essential education and two alternative experience routes
Degree gate: Master's degree or equivalent in any discipline, at least 55% marks, OR the equivalent Grade B on UGC seven-point scale. There is no requirement in this notice that the Master's subject be mining engineering. Do not treat a Bachelor's degree alone, a short diploma, or an unproved equivalence as satisfying the Master's prerequisite.
Experience Gate A — academic/research administration: At least nine years as Assistant Professor at AGP ₹6,000 / Academic Pay Level 10 or above with experience in educational administration, or comparable experience in research establishments and/or other higher-education institutions as stated in the official eligibility paragraph. Candidates relying on comparability should submit position-wise duties, institution type and pay evidence; the Institute decides relevance.
OR Experience Gate B — university administration: Five years of administrative experience as Assistant Registrar or equivalent at PB-3 Grade Pay ₹5,400 / Pay Level 10 or higher, including handling computerized administration, establishment, stores and purchase, or finance matters. Neither five years at a generic office title below the prescribed pay level nor nine years teaching without the specified administrative/comparability context automatically establishes eligibility.
Desirable, not an alternative to essential: Qualification in Law, Management, Engineering, CA, CS or ICWA from a recognised university/institution. A desirable qualification may strengthen a profile but does not waive the Master's/experience requirements. Prepare appointment orders, role descriptions, promotion/pay orders, salary/pay-scale proof and signed service/experience certificates showing exact dates and duties.
3. Deputation — fundamentally different entry route
Eligible feeder employers are Central Government, State Government, Institutes of National Importance, Universities/university-level institutions and PSUs, subject to parent-organisation lien and forwarding rules. The officer needs a Master's degree/equivalent with at least 55% (or UGC Grade B) and either (i) presently hold an analogous post, or (ii) have at least five years in posts carrying GP ₹6,600 / Pay Level 11 or equivalent, with experience in administration, establishment and accounts. This is not the direct route's Assistant Registrar Level-10 condition.
Lien is decisive. The post is occupied in service terms by a regular holder who has lien and may return. The deputation selected officer can be reverted to their parent office/post if that incumbent returns. Maximum deputation runs up to 22 November 2028, or regular incumbent's return, or further order — whichever occurs earlier. This date is not a guaranteed two-year appointment and cannot be promised as tenure until then.
The parent employer/cadre controller must be willing to preserve the applicant's own lien, verify service and pay level, and forward the signed application plus Annexure-1 certificate. Employees of private organisations cannot replace this specified government/autonomous/PSU feeder-and-lien condition merely by having ten years' experience.
4. Pay, age, EWS certificate and who actually gets an exemption
Both vacancy entries carry 7th CPC Pay Level 12 with published pay-matrix range ₹78,800–₹2,09,200. This range is the basic pay scale, not the new joiner's guaranteed gross monthly pay or take-home amount. Allowances, HRA, transport entitlement, deductions and individual deputation pay-fixation are not numerically announced. Avoid adding an invented annual CTC or treating ₹2,09,200 as the starting salary.
📊 IIT ISM Deputy Registrar route-wise age ceilings
| Appointment route | Advertised maximum age (years) |
|---|---|
| Direct Recruitment | 50 |
| Deputation | 56 |
Age reference: the closing date, 11 December 2026, governs age, educational qualification and experience. In direct recruitment, an applicant regularly employed for at least three years at IIT (ISM), other IITs/NITs/CFTIs may qualify for up to five years' age relaxation as detailed on page 3; that specific service-based concession is not offered to private-organisation employees. Other rules-based concessions for eligible government employees, Ex-servicemen and PwBD are mentioned but their exact individual arithmetic should be established by applicable rules, not fabricated here. Deputation cap is 56.
EWS proof: certificate must be issued by the competent authority in the current GoI format on or after 1 April 2026 and before the application closing date. An out-of-date income certificate is not a substitute. Appropriate disability certification is necessary for relevant claimed disability benefits. The post is identified as suitable for low vision, hard of hearing and specified locomotor disability groups; this suitability statement does not create extra seats.
5. Online submission — two separate document bundles as single PDFs
- Open https://nonfr.iitism.ac.in/login, the exact Non-Faculty Recruitment module printed on PDF page 4. Read and select Deputy Registrar with the correct Direct or Deputation route. Do not substitute an unrelated faculty portal or the previous 2025 notice.
- Check degree completion and the exact eligible administrative position/pay level by 11 December 2026; compile master-degree documents and position-wise experience evidence before registering.
- Prepare one combined PDF of all required educational-qualification proof and one combined PDF of all experience certificates, rather than a random bundle of unlinked photos. The official page 2 expressly instructs these two combined files.
- Provide accurate dates, employers, pay levels, duties, mobile number and working email. After final submission the Institute does not entertain changes. Print/save the acknowledgement and submitted application.
- If experience certificate references IDA or non-CDA / non-central-government pay scales, attach a pay-scale equivalence certificate. The Institute says unsupported non-standard pay-scale service will not be considered.
- Pay the ₹1,000 non-refundable recruitment fee online unless you belong to a specifically exempted group. SC/ST/PwD/Ex-servicemen/Female candidates are fee-exempt per page 4; that exemption should not be invented for every EWS applicant.
- Complete online submission by 11 December 2026, 23:59 IST. Keep the portal receipt. Direct recruitment applicants are not required to mail a hard copy.
- Deputation candidates additionally print the submitted form, attach self-attested documents and employer/cadre-controlling-authority Annexure-1, and have it forwarded through proper channel to Registrar, IIT (ISM) Dhanbad, Dhanbad – 826004. It must reach within 15 days after online closing (calendar interpretation: by 26 December 2026), not merely be dispatched on that date. Put the envelope superscription APPLICATION FOR THE POST OF DEPUTY REGISTRAR ON DEPUTATION BASIS in capital letters.
NOC rule for employed applicants: persons in Central/State/UT government, autonomous bodies or PSUs may submit an online application first without NOC as advance copy, but must produce the NOC at interview. Deputation additionally requires formal employer forwarding and Annexure-1 within the 15-day receipt period.
6. Annexure-1 checklist — only for deputation
PDF page 6 contains an employer/cadre controlling authority certification, not a general candidate self-declaration. It must certify the application information, qualification and experience; employer's consent and immediate relief on selection; regular/permanent employment dates, current Pay Level, basic pay, no pending/contemplated vigilance or disciplinary case, integrity status, details of penalties in the last 10 years (or none), the original CR dossier or last five years' ACRs duly attested by the prescribed senior officer, and an IDA/other pay-scale-to-7th-CPC equivalence certificate if applicable. The certificate needs employer/cadre-controller signature and official seal.
Prepare documentary evidence of parent-position lien retention separately. Lien in the incumbent's post at IIT (ISM) and lien in the candidate's parent post are different concepts; the official notice requires candidates from organisations that allow them to retain their parent-position lien. Failure of the parent office to forward on time may remove the candidate from further selection even if the online form was accepted.
7. Recruitment lifecycle — announcement to final appointment and reversion
| Stage | Officially announced? | Candidate action and evidence | Dates/status |
|---|---|---|---|
| 1. Advertisement | Yes | Read all six pages, identify route and vacancy; note 2025 EWS carry-over clause | 27 Oct 2026 |
| 2. Education and experience cut-off | Yes | Master's 55%/Grade B; choose only a genuinely supported experience route; verify pay equivalence | 11 Dec 2026 |
| 3. Online application and fee | Yes | Use Non-Faculty Recruitment module, two grouped PDFs, complete correct details and any ₹1,000 fee | By 11 Dec, 23:59 |

| 5. Preliminary scrutiny | Yes | Committee checks essential conditions; application receipt does not establish eligibility | Date not announced |
| 6. Shortlisting | Yes | Institute may cap interview calls and set criteria if many applicants; no published score thresholds | Criteria/timing to be announced |
| 7. Written/computer or other test | Conditional only | May be conducted under Recruitment Rules; not a scheduled CBT; no announced questions, syllabus, duration or date | Not specified |
| 8. Admit card/call letter | Only generic possibility | Monitor official portal/email; issue, if any, is provisional and is not proof of eligibility | Date not specified |
| 9. Presentation and interview | Yes | Prepare administration- and governance-based examples; may be in-person or online by Institute decision | Schedule not announced |
| 10. Fare reimbursement | Conditional | Shortlisted participants attending presentation/interview may claim shortest-route to-and-fro AC-3 rail fare with travel tickets; no general free travel | As per claim conditions |
| 11. Answer key | Not announced | No written exam actually scheduled, so no official answer key or objection portal is known | Not specified |
| 12. Selection result/cutoff | Future, unannounced | Final selection based on Presentation & Interview; no official merit list, cutoff score or result date yet | Not specified |
| 13. Original document/NOC verification | Required | Verify Master's, pay level, service records, caste/EWS/PwBD where applicable, NOC and the deputation file | During selection / before appointment |
| 14. Appointment and allocation | After selection | Direct recruit enters institute Level-12 role subject to rules; deputation officer joins only after release by employer | Not specified |
| 15. Service continuation / deputation return | Specific for deputation | Deputation lasts only until applicable earlier stopping condition; return to parent office if lien-holder returns | Not later than 22 Nov 2028 under original limit |
Exam/Syllabus: The six-page original notice does not publish a specific question-paper pattern, subject list, test duration, negative marking or passing marks. Written/computer/other tests are optional at the Institute's discretion. The separately announced Presentation & Interview should not be relabelled as an already-scheduled written examination. No Admit Card, Answer Key, Result or Cutoff has been released in this advertisement. Do not create fake lifecycle rows with dates just to fill website modules.
8. Presentation/interview preparation — role-specific editorial guidance, not an official syllabus
Direct route practical preparation: Explain how an IIT Deputy Registrar would manage (a) appointment and service files with clear approvals, (b) computerized establishment and record systems, (c) procurement/stores documentation with authorization trail, (d) budget and finance coordination, and (e) RTI/administrative correspondence while protecting personal information. Candidates using the nine-year academic experience route should link classroom/research duties to actual educational administration; candidates using the five-year Assistant Registrar route should link achievements to establishment, computerized administration, stores/purchase or finances. Practice a concise presentation of one documented administrative reform: problem, legal/institutional authority, controls, implementation, measured result and transferable value to IIT (ISM).
Deputation route practical preparation: Explain cadre hierarchy, present Level-11-or-analogous appointment evidence, establishment/accounts portfolio, employer lien consent and how the candidate would transition into a lien-backed post and later hand back records if the permanent incumbent returns. Prepare to discuss five-year ACR record, vigilance/integrity certifications and any disclosed penalties. Any proposed presentation topic or duration is just preparation advice: the Institute has not announced a prescribed presentation theme, number of slides, interview marks or test syllabus.
Screening scenarios: (i) Candidate has Master's with 60% but only three years at Assistant Registrar Level 10: the five-year direct administrative route is not met. (ii) Ten years in private-sector general HR without recognized Assistant Registrar equivalent/academic-comparable experience: job title alone does not prove this notice's specialist eligibility. (iii) Serving Level-11 public institution officer with five years relevant administration and employer lien certificate: may satisfy one deputation feeder route, subject to all other conditions. (iv) Direct EWS applicant's certificate dated March 2026: not within the expressly permitted on/after 1 April 2026 issuance window. (v) An otherwise UR-eligible direct applicant may apply because a conditional UR conversion is contemplated; it is not guaranteed. These are illustrative eligibility-screening examples, not official selection rulings.
9. Documentary rejection risks and final checklist
| Risk | Actual source requirement | Safer action |
|---|---|---|
| Missing Master's certificate / grade equivalence | Essential Master's 55% or UGC equivalent Grade B | Attach degree, full marksheets and institutional equivalence if needed |
| Counting unrelated service | Scrutiny committee decides relevance | Supply signed duties, grade/pay and start/end dates for each qualifying post |
| Unproved IDA/private pay equivalence | Non-central pay evidence requires equivalence certificate | Obtain competent employer/authority pay mapping |
| Old EWS certificate | On/after 01.04.2026 and before deadline | Check certificate issue date and proper format |
| Deputation without lien | Parent organisation must permit lien | Seek written, signed employer confirmation before posting |
| NOC missing at interview | Public-sector serving applicants need NOC by interview | Prepare NOC even if online form went as advance copy |
| Deputation hard copy late | Receipt within 15 days after online deadline | Route early through employer with tracking proof |
| Concealing disciplinary or past employment facts | Form requires complete history; suppression may trigger action | Disclose pending/challenged matters truthfully |
| Filing after deadline or requesting corrections | Portal changes not accepted after final submission | Verify each field and submit ahead of 23:59 |
Only official channels control corrigenda: Institute's active notice page and the Non-Faculty Recruitment module. Contact the Institute via its official website for application/technical issues. Neither SarkariSapna nor a third-party portal collects IIT applications.
10. Questions that decide whether this vacancy is right for you
Q1. Are there two EWS permanent jobs? No. One direct vacancy is currently EWS with a contingent UR-conversion possibility; the second is a deputation vacancy.
Q2. May an UR candidate submit for direct recruitment? The advertisement expressly encourages eligible UR candidates because of possible EWS-to-UR consideration if no suitable EWS candidate exists. It does not promise conversion.
Q3. Can a new Master's graduate apply without experience? No. Both recruitment routes contain substantial administrative/academic experience requirements or deputation feeder status.
Q4. Is a Master's in mining compulsory? No. Any Master's/equivalent discipline with the specified marks/grade is allowed; experience and role requirements remain.
Q5. Is a regular private-sector manager automatically deputation eligible? No. The deputation channel is framed around public employers/institutes/universities/PSUs and formal parent lien.
Q6. Is the upper age 56 for everybody? No. The direct cap is 50 before admissible concessions; deputation cap is 56.
Q7. Is ₹2,09,200 guaranteed salary? No. It is the top of published Level-12 basic pay matrix range, not automatic entry or net pay.
Q8. Is a CBT confirmed? No. Written/computer/other test is discretionary; Presentation and Interview form the announced final selection route.
Q9. Should the direct applicant post documents? No. Online submission suffices for the direct route according to the current PDF.
Q10. Should the deputation applicant simply email a scan? No. Online filing and employer-forwarded physical packet with Annexure-1 are prescribed.
Q11. What if the deputation post's permanent incumbent returns? The selected deputation officer may be returned to parent office/post; the maximum end date does not override that condition.
Q12. Is an EWS certificate from February 2026 valid? The notice states issue on/after 1 April 2026; February does not meet that printed date gate.
Q13. Is there an application fee for women? The notice explicitly exempts female applicants (as well as SC/ST/PwD/ESM) from the ₹1,000 fee.
Q14. Is there any guaranteed interview call after applying? No. Preliminary shortlisting and institute-set screening restrictions apply.
Q15. What happens if a candidate's previous employer used IDA pay scales? An equivalence certificate mapping that pay scale to the required government framework must accompany experience evidence.
Q16. When is the interview? Not specified in the 27 October advertisement; monitor the official site for subsequent notices.
Q17. Are answers or a merit cutoff available? Neither an answer key nor a minimum written-test cutoff is prescribed in this announcement.
Q18. Will travelling candidates receive rail fare automatically? Only shortlisted presentation/interview candidates can claim eligible shortest-route AC-3 fare against tickets and claim documents, as per the notice.
Q19. Does the deputation officer need a certificate showing ten years without penalty? Annexure-1 asks employer/cadre controller to declare penalties or provide last-ten-year penalties list, with vigilance/integrity verification; it does not imply all historical penalties automatically make every person ineligible without review.
Q20. Which application date is final? 11 December 2026, 23:59 online. Deputation's separate physical package has the additional 15-day receipt rule; that does not extend online filing.

Description: Age up to 50 as on 11 December 2026. Institute/other IIT/NIT/CFTI regularly serving candidates with 3+ years may obtain up to five-year relaxation as per PDF; not private-employer workers; GoI concessions as applicable.
Direct route: one EWS seat with a written contingent UR possibility
This vacancy was previously advertised under 411002/12/2025-NFR dated 20 February 2026 and remained unfilled. The Institute may appoint as UR if suitable EWS applicant is not available; hence eligible UR candidates are invited. Do not publish this as a presently unrestricted UR seat. It remains one seat, not one EWS plus one UR.
Education plus two independent experience proofs
Your Master's 55%/UGC Grade B is mandatory in addition to proven administration. Route A: 9 years Assistant Professor at AGP ₹6,000/Academic Level 10+, with educational administration or comparable research/higher-education experience. Document administrative portfolios, not simply lecture loads. Route B: five years Assistant Registrar or equivalent in Pay Level 10/GP ₹5,400+ administering establishment, computerized administration, stores/purchase or finance. Generic private HR service without post/pay equivalence evidence does not automatically qualify. Attach a combined qualification PDF and a combined service-experience PDF.
Age, fees and outcome
Base cap 50 as on 11 December. Institute/IIT/NIT/CFTI regular serving three-year personnel may receive up to five years' special relaxation, subject to notice; private employees cannot claim that provision. ₹1,000 non-refundable fee unless explicitly exempt SC/ST/PwD/Ex-serviceman/female. The separate EWS certificate must be in current GoI format, issued 1 April 2026 or later before closing date. Pay range ₹78,800–₹2,09,200 Level 12 basic; no guaranteed ₹2.09 lakh starting salary.
Application to appointment lifecycle
Online application only, no hardcopy. Shortlist on education and relevance of experience; a written/computer/other test may be arranged if Institute chooses (no published pattern or date). Final announced selection via Presentation & Interview; receive call instructions through official website/email; produce original degree, service/grade/pay equivalence, NOC if in a government body, category certificate where claimed, photo ID. No issued admit card, cutoff or result date exists in the PDF. A selected direct recruit joins the institute subject to final verification and appointment rules.
Route A versus Route B — document matching worksheet
| Question | 9-year academic/comparable channel | 5-year Assistant Registrar channel |
|---|---|---|
| Level of earlier work | Assistant Professor at AGP ₹6,000 / Academic Level 10 and above or comparable relevant higher-education/research institutional work | Assistant Registrar or equivalent in PB-3 GP ₹5,400 / Level 10 or higher |
| Period | At least 9 qualifying years | At least 5 qualifying years |
| Functions | Demonstrate meaningful educational administration where relying on Assistant Professor channel; provide comparable institutional research/HE roles where claimed | Show computerized administration, establishment, stores and purchasing, or finance management |
| Stronger documents | Academic appointment/promotion orders, department administration assignments, committee/Dean's-office work, service record, signed experience letters | Assistant Registrar appointment/promotion orders, level/pay details, division allocation, administrative work certificates and service period |
| Problem case | Nine years of a lower-pay-scale position without explained equivalence | Five years as an administrator with no Assistant Registrar level equivalence |
These two pathways are alternatives for experience, not alternatives to the Master’s degree. The Institute, not a third-party article, makes the final equivalence/relevance ruling. Where a certificate states only “worked as officer”, seek a detailed official role certificate showing scale, duration and actual administrative duties.
Conditional EWS-to-UR conversion: exact consequences
The one direct vacancy carries an EWS designation today, because the earlier attempted EWS appointment remained unfilled. There is a proviso permitting UR treatment only if no suitable EWS candidate is available. Candidates from general/UR who independently meet the qualifications are explicitly encouraged to apply in the notice. This does not generate a second direct opening; it also does not let an UR applicant claim reservation benefits. An EWS applicant claiming that status should satisfy the GoI-issued certificate timing specified in paragraph 5, including 1 April 2026 onward.
What the Selection Committee can check in the presentation
For an Institute Deputy Registrar role, professional interview preparation can include constructing a decision note with a clear approval chain, drafting service-record data correction workflow, designing a faculty/employee onboarding document tracker, demonstrating an internal-audit response, explaining stores-purchase segregation of duties, or showing an RTI-sensitive response protocol. These are examples of relevant professional competencies, not official exam questions or an announced syllabus. Use your own authentic evidence: starting situation, written authority, stakeholders, system controls, outcomes and a reasoned improvement proposal. Interviewers may scrutinize whether your claimed academic administrative experience actually corresponds to the vacancy’s service requirement.
Direct applicant's chronological action plan
By 11 December 23:59: choose the direct route, prove Master's and exact service gate, upload the two consolidated PDFs, attach EWS certificate if claiming EWS, pay fee unless expressly exempt, save acknowledgement. After submission: watch Institute notices and email, prepare originals, arrange NOC if presently a public-sector/government employee, and practise presentation with accurate documents. At selection: present originals, respond to any conditional test only if formally announced, attend presentation/interview and submit fare claim with actual tickets where applicable. After selection: appointment remains subject to Institute rules and verification; the PDF does not publish an exact joining date, probation period or take-home salary.
Cases that require care
A doctorate does not repair missing experience; a CA/CS/management/law degree is only desirable. A marks conversion must be recognized, not privately estimated by the candidate. Former employees with commercial/IDA salary bands should include a pay-equivalence certificate if relying on that service. If the candidate has already submitted the form, the notice states online details are final and revisions are not entertained. Acknowledgment of application is not eligibility confirmation, and “admit card” in the general terms is a conditional, provisional administrative document—not evidence of a scheduled exam.
Responsible for senior-level IIT (ISM) administrative operations as assigned by Institute; recruitment notice does not provide a fixed departmental portfolio or posted daily schedule.

Law/Management/Engineering/CA/CS/ICWA is desirable only, not an alternative.
- Age reference: 11 December 2026; 50 years before applicable relaxation.
- Salary: Level-12 ₹78,800–₹2,09,200 basic range, not take-home.

Deputy Registrar — Deputation (Lien-backed institutional post)
Master’s degree/equivalent in any discipline with at least 55% marks or UGC Grade B. Serving officer from Central/State Government, national-importance institute, university/university-level institution or PSU: currently holding analogous post OR minimum 5 years at Grade Pay ₹6,600 / Level 11 equivalent with administration, establishment and accounts experience. Parent-employer lien retention, employer forwarding, Annexure-1 certification and NOC required.
Required: Yes · Description: Analogous post held, OR at least 5 years of Pay Level 11 / GP ₹6,600-equivalent service with demonstrated administration, establishment and accounts duties; not the five-years at Level 10 Assistant Registrar route prescribed for direct applicants. Must be eligible serving officer and retain lien with parent employer.
Description: Maximum 56 years as on 11 December 2026 for deputation. Additional age concessions outside this cap are not numerically specified in the PDF.
Lien-backed deputation vacancy: not a new direct appointment
IIT (ISM) advertises exactly one Deputy Registrar on Deputation post. Its regular holder keeps lien, so a temporary replacement may be reverted when that person returns. Your own parent employer must retain your lien and release you on appointment. The deputation ceiling is 22 November 2028, or until the holder returns or further order, whichever earlier — this cannot be advertised as guaranteed fixed-term service through 2028.
Feeder cadre, qualification, and pay gate
The Master's threshold is 55%/UGC Grade B. In addition, serving officers of Central/State government, institutes of national importance, universities/university-level institutions and PSUs must either hold analogous Deputy Registrar-level appointment, or hold five years in GP ₹6,600/Level 11 or equivalent with administration/establishment/accounts experience. This higher feeder pay-level condition differs from the direct EWS seat. Age must not exceed 56 as on 11 December 2026.
Online plus signed employer-forwarded packet
Apply online by 11 December 23:59 and upload ONE PDF of qualification proof and ONE PDF of experience proof. Then get the final printed application, self-attested evidence, and original Annexure-1 Employer/Cadre Controlling Authority certification sent through proper channel to Registrar, IIT (ISM) Dhanbad – 826004, reaching within 15 days of closing (26 December 2026 computed calendar date). Write APPLICATION FOR THE POST OF DEPUTY REGISTRAR ON DEPUTATION BASIS on envelope. If employer does not forward in time, notice says application may not be considered.
Annexure-1 is substantive, not ornamental
Employer must certify regular service dates, current pay level/basic, vigilance, integrity, penalties for ten years, CR dossier or five years' duly attested ACRs, relieving permission and non-CDA pay equivalence if applicable. An advance online application lacking NOC must be cured at interview; a late signed employer bundle can still invalidate deputation route. Prepare parent-lien proof as well. Screening, optional exam/test, Presentation and Interview, original scrutiny and possible return to parent office form this special lifecycle. No announced admit card, written syllabus, result or cutoff.
Distinguishing the feeder routes — grade and appointment matter
| Issue | Analogous-post feeder | Five-year Level-11 feeder |
|---|---|---|
| Required status | Holding an analogous post in the specified eligible organisations | Serving at least five years in GP ₹6,600 / Level 11 or recognized equivalent |
| Work domain | Institution needs appropriate administration, establishment/accounts service and similarity to the advertised post | Administration, establishment and accounts experience demonstrably linked to qualifying post |
| Evidence | Designation, recruitment rules/cadre classification, job description, current regular service orders and authority-backed equivalence | Pay-level orders, service certificate covering five qualifying years, actual administrative duty description and pay equivalence as applicable |
| Parent-side control | Lien retention, NOC, vigilance/integrity and employer's relieving consent | Exactly the same parent-side mandatory controls |
Someone with five years' Pay Level 10 Assistant Registrar service may have an experience route for direct recruitment, but that does not mean five years Level 10 automatically qualifies for deputation, which explicitly cites Level 11/GP ₹6,600 or analogous service. Similarly, seniority in an unrelated organisation without legal ability to hold a parent-position lien is not enough for deputation.
Who signs what and where each document goes
Candidate: Fill online application; combine academic certificates into one PDF; combine career-experience certificates into another; truthfully disclose all posts, dates and past disciplinary/vigilance events; print the final filed form; self-attest supporting copies. Employer/cadre controlling authority: Review service details, certify permanent/regular position, pay level, current basic pay, qualifications, experience, character/integrity, vigilance status, penalty history, CR dossier/ACRs and forwarding permission; endorse Annexure-1 and retain parent's lien. Envelope: Superscribe in capitals APPLICATION FOR THE POST OF DEPUTY REGISTRAR ON DEPUTATION BASIS. Destination: Registrar, Indian Institute of Technology (Indian School of Mines), Dhanbad – 826004. Receipt deadline: within 15 days of the 11 December online closing, equivalent to 26 December by straight calendar calculation.
The employer certificate contains six substantive certification groups, not simply a generic “NOC attached” checkbox. Carry an IDA/other-to-7th-CPC pay equivalence certificate if the employer uses a different pay structure. The mandatory last-five-year ACR or original CR dossier and last-ten-year penalty details are evidence sources for the employer's statements; do not substitute a candidate-signed undertaking for an employer's sealed certification.
Why the term ends early and how to report the vacancy accurately
The ordinary post holder retains lien against this seat. The advertisement's phrase “upto 22.11.2028 or till the regular incumbent ... returns ... or till further order, whichever is earlier” creates multiple earlier-end events. Thus: (a) joining in early 2027 does not mean an entire two-year-plus contract; (b) early return of the incumbent can lead to immediate reversion to the parent office/post; (c) the deputation is not an unrestricted permanent vacancy and does not provide automatic absorption into IIT (ISM). Any future extension beyond the printed cap cannot be promised by this notice. Preserve parent service continuity and relieving paperwork; discuss compensation and allowance rules with the employer rather than guessing a ₹2,09,200 take-home salary.
Presentation, verification and return-to-parent lifecycle
First the institute screens qualifications, nature of experience, cadre/pay equivalence and parent permissions. It may hold a written or computer-based assessment only if separately decided; no scheduled exam, syllabus or admit card date appears. Shortlisted candidates prepare a concise evidence-led administrative presentation and answer questions before a Selection Committee; the Institute may arrange online presentation/interview. At verification, carry the original academic record, government/PSU service and lien documents, ACRs, NOC/vigilance/integrity, and Annexure-1. Following an offer, the parent authority must formally release the person; the advertisement says this has to be possible immediately. During deputation, a return by the lien-holder, earlier order or outside date can trigger reversion. Keep handover files, account reconciliation notes and establishment register changes organised for seamless return-to-parent procedure.
Illustrative eligibility traps
A regular private-firm manager with twelve years of university-project consulting but no qualifying public employer and no parent lien is not clearly deputation eligible. A Level-11 officer with four years' qualifying experience would not meet the five-year feeder alternative merely by having a longer overall career in lower grades; analogous-post route needs independent proof. A Level-11 public employee with completed service and a Master's but whose organisation refuses to hold the employee’s lien still fails a central deputation requirement. These are examples to guide document preparation, not substitute for the institute's scrutiny.
