About this Recruitment

Recruitment-specific overview from the published record.

IOCL BONGAIGAON REFINERY — DISTINCT 58-SEAT APPRENTICESHIP OPPORTUNITY (BGR/Appr/2026/04, 28 SEP 2026)

These are apprenticeship training placements at Bongaigaon Refinery, Assam—not Western Region's separate 335 seats and not regular jobs. Window: 28 Sep 2026, 10:00 IST to 18 Oct 2026, 17:00 IST. Both the actual portal opportunity application and a separate IOCL-linked Microsoft Form must be completed. Age and qualification reference date 30 Sep 2026. No written examination; selection is qualification-percentage merit subject to FIRST-TIME apprenticeship priority, eligibility, documents and medical checks.

FINDING 1 | FULL POST × CATEGORY MATRIX (NOT POOLED, UNLIKE WESTERN REGION)

Code | Qualification route | Training | Total | UR | EWS | SC | ST | OBC-NCL | PwBD listed 101 | 3-year eligible regular BSc; Chemical Plant Attendant Operator | 12 months | 36 | 17 | 4 | 3 | 1 | 11 | 0 103 | 3-year eligible regular BSc; Boiler | 24 months | 14 | 6 | 1 | 1 | 2 | 4 | 0 107 | 3-year specified Instrumentation-related regular Diploma | 12 months | 8 | 3 | 1 | 1 | 1 | 2 | 0 GRAND TOTAL: 58 = UR 26 + EWS 6 + SC 5 + ST 4 + OBC-NCL 17. Category totals match individual post totals. These 58 are TRAINING seats; 14 Boiler positions mean double the training time of Code 101/107. Only Code 107 is the identified code for possible PwBD application, subject to official criteria; published PwBD vacancy count is zero in all three rows. No additional PwBD seats can be created.

FINDING 2 | WHICH DEGREE ACTUALLY FITS WHICH CODE?

101 (Attendant Operator Chemical Plant) and 103 (Boiler) require the notified three-year BSc involving Maths, Physics, Chemistry or Industrial Chemistry. This does not mean every BSc subject combination is automatically acceptable: compare your transcript with the official BSc discipline formulation. A candidate who qualifies for BOTH MUST CHOOSE ONE; applying to 101 and 103 together summarily rejects the applications. Code 107 is for a three-year regular engineering Diploma in Instrumentation, Instrumentation & Electronics, Instrumentation & Control, or Applied Electronics & Instrumentation; the listed branches are specific, and 'equivalent' qualifications in other named branches are not automatically accepted. Relevant recognized lateral-entry Diploma is permitted when prescribed marks across ALL semesters are met. Basic marks: 50% aggregate for General/EWS/OBC-NCL and 45% for SC/ST/PwBD in eligible reserved positions. All qualification modes must be regular full-time; distance/part-time/correspondence is excluded. Professional higher degrees such as BE/BTech/MBA/MCA/CA/LLB or equivalent are expressly excluded as specified.

FINDING 3 | BOILER 24 MONTHS: A REAL FINANCIAL AND CAREER-COMMITMENT DIFFERENCE

Code 103 carries 24 months of apprenticeship compared with 12 months for the other two codes. That is an additional TWELVE MONTHS of training commitment, not a higher wage or a permanent-job guarantee. Bongaigaon explicitly states NO company accommodation and NO House Rent Allowance (HRA), so an outstation applicant must evaluate travel, rent and living costs for the full training length; a stipend total or relocation benefit cannot be assumed. Stipend is prescribed by applicable apprenticeship law and Corporation guidelines—the PDF does NOT disclose a trustworthy fixed monthly amount. Selected trainees receive applicable safety shoes/helmet where applicable, suitable accident insurance, 32 days general leave (eight per quarter) and 12 days casual leave per calendar year (pro-rated); unused leave lapses. These specifically documented refinery terms should not be transplanted to Western Region's notice.

FINDING 4 | PRIOR APPRENTICESHIP: ELIGIBILITY DOES NOT EQUAL EQUAL MERIT PRIORITY

This refinery explicitly gives preference to FIRST-TIME apprenticeship applicants. A past apprentice who otherwise qualifies may apply in a DIFFERENT trade, but the notice says already-trained candidates are considered if first-time candidates are unavailable. A hypothetical second-time applicant with 90% should therefore NOT assume automatic selection over every eligible first-time candidate with a lower percentage. The notice doesn't supply applicant numbers or a numerical adjustment formula: priority is a separate screening/ranking principle, not 'subtract 10 marks' or an invented cutoff. A prior completed apprenticeship normally requires one year gap as on 30 Sep 2026. Employer-default termination may remove the gap; particular trainee hardship terminations normally need three months, waived for women in that specific case. A candidate whose first contract ended for the apprentice's own contractual failure is disqualified. Previous apprentices need the official Annexure-A affidavit at DV.

FINDING 5 | FIVE-YEAR RECENCY AND POST-QUALIFICATION WORK EXPERIENCE FILTERS

Bongaigaon disqualifies a candidate who has completed five years since obtaining the prescribed qualification as on 30 Sep 2026. Do not equate this to Western Region's exact 2022/2023 intake windows. It also disqualifies engineering graduates, Diploma holders and vocational-certificate holders with ONE YEAR OR MORE job experience after receiving the qualification, according to the specified condition. This paragraph names particular education classes: don't simplistically extend it to every BSc holder without the notice expressly saying so. Example of one filter, not a full approval: an Instrumentation Diploma acquired in 2022 with 14 months post-diploma job experience meets the newer-than-five-years concept but fails the post-qualification experience restriction for Diploma holders. A 2025 matching full-time Instrumentation Diploma without that experience is not ruled out by these two tests, but must still meet age, marks, higher qualification, application and other requirements. This scenario explains why two applicants with identical Diploma marks may not both be eligible.

FINDING 6 | REJECTION-PROOF APPLICATION PATH (OFFICIALLY REQUIRED TWO DISTINCT STEPS)

Step I — For BSc Codes 101 or 103: register/login NAPS, select and APPLY to Bongaigaon Refinery notified opportunity, establishment E07191800001. For Instrumentation Diploma Code 107: register/login NATS and APPLY to Bongaigaon opportunity, establishment EASCHC000001. A complete NAPS/NATS PROFILE or mere enrollment number does not count as Step I without the opportunity-level Apply action.

Step II — AFTER Step I, open IOCL apprenticeship page > Bongaigaon Refinery 2026-27 (II) > additional Microsoft Form; submit the separate form ONCE by 18 Oct 2026, 17:00 IST. Both steps must have matching registration/enrollment number, personal data, email and mobile; even one wrong identifier or a completed form on only one platform causes INVALID application and possible summary rejection. Use the SAME email and phone on portal and Form and keep active through training. The deadline applies to the entire two-step process, not just the registration page. Do NOT reuse the Western Region establishment IDs or presume its one-portal workflow suffices.

FINDING 7 | REAL MERIT EXAMPLE, ACTUAL TIEBREAK RULE AND TENTATIVE DV DATES

Selection (no written test) uses the aggregate prescribed-qualification percentage over ALL subjects/years/semesters, following the first-time-priority rule. Illustrative within the same priority/eligibility band: 78.40% outranks 76.25% before any documented category/other ordering rules; these values are EXAMPLES, not IOCL cutoffs. If qualifying percentages tie, the OLDER candidate receives priority; if dates of birth are exactly equal, the candidate with HIGHER Class 10 percentage is preferred. Neither tie rule should be invented for Western Region merely because Bongaigaon states it. Document-verification shortlist is TENTATIVELY projected for 26 Oct 2026 and DV TENTATIVELY 04–06 Nov; these are not confirmed examination dates. Medically fit status and original-document verification precede a training offer, and merit shortlisting does not create a right to an offer.

FINDING 8 | BENEFITS AND DOCUMENT PROVISIONS USUALLY OMITTED FROM GENERIC VACANCY POSTS

• SC/ST/PwBD candidates who attend DV may claim round-trip single second-class railway fare on the shortest route on production of tickets, provided the mailing-address nearest-station to DV location distance is not less than 30 km. This is a conditional reimbursement—not free unlimited transport, and not necessarily stated in Western Region notice. • EWS candidate unable to furnish Income & Asset Certificate at DV: the notice provides for the specific prescribed undertaking/declaration; this is NOT a blanket permanent waiver of eligibility or documents. • Some earmarked seats may be reallocated under the detailed notified SC↔ST, OBC, UR, EWS and PwBD conditions when eligible candidates are unavailable; that is a contingent official mechanism, not proof that a listed vacancy has already changed category. • Only Matriculation/Class X Board certificate or marksheet is accepted for DOB; bring proof of course being REGULAR FULL-TIME and good conduct, all yearly/semester marks, conversion certificate for CGPA, result-publication-date evidence where necessary, valid central format OBC-NCL or EWS proof, applicable caste/disability certificate, and second apprenticeship affidavit when relevant. Bring ORIGINALS and self-attested copies plus original photo ID (Aadhaar, PAN, voter ID, driving licence or passport as allowed). • OBC creamy-layer applicants are not entitled to OBC-NCL reserved benefits; prescribed central OBC-NCL certification must be valid on 30 Sep 2026. • Physical-fitness declaration and disclosure of previous UNFIT decision (if any) is requested in the notice. Candidates should verify the official medical requirements for refinery plant conditions before committing to a 12- or 24-month training move.

FINDING 9 | QUALIFICATION/LOCATION COMPARISON WITH THE OTHER IOCL RECORD

Western Region has 335 seats across seven state/UT allocations and grouped discipline codes 101–114. Bongaigaon has 58 seats at one Assam refinery with separately published counts for three actual codes. Western Region uses 2023/2022 specific qualification-acquisition windows; Bongaigaon uses a five-year elapsed-since-qualification exclusion. Bongaigaon has first-time-apprenticeship priority and the additional one-year experience restriction for specified credential holders. Western Region applicants must apply on NAPS/NATS against WESTERN establishment; Bongaigaon candidates must apply on NAPS/NATS against BONGAIGAON establishment AND separately complete the Microsoft Form. No record should mix 335 and 58 into a fictitious single 393-seat notification, even though both are available as separate JSON items.

OFFICIAL SOURCE/TRANSPARENCY NOTE

The Bongaigaon 9-page PDF (BGR/Appr/2026/04) documents individual seat and category breakdown on page 1, qualification and prior-apprenticeship rules on pages 2–3, reservation/concessions and merit on pages 3–4, special railway reimbursement and DV documents on pages 4–5, training benefits on pages 5–6, mandatory step I/II and establishment IDs on pages 6–7 and tentative dates on page 8. IOCL's apprenticeship listing supplies the live additional form link. No rank guarantee, estimated cutoff, exact stipend amount or fabricated competition probability is presented. Information checked as of 10 Oct 2026.

Eligibility & Qualification

Recruitment-level qualifications and eligibility rules. Post-specific conditions are also shown inside each vacancy card.

Exact 3-year BSc or specific Instrumentation Diploma only

Codes 101 and 103 require the specifically described three-year BSc subjects; 107 a specified three-year instrumentation-related engineering diploma; regular full time and recognized.

Five-year maximum elapsed since qualification

Candidates who completed five years after receiving prescribed qualification as on 2026-09-30 are ineligible under Bongaigaon notice.

One year or more post-qualification job experience disqualification

Engineering graduate, Diploma or vocational certificate holders who have at least one year of job experience after acquiring their qualification are ineligible under the refinery advertisement.

Preference for first-time apprentices

First-time apprenticeship candidates take priority; candidates who underwent earlier training are considered under additional conditions and where first-time candidates are unavailable.

Prior training different trade and waiting gap

Completed prior training must be in different trade and normally separated by at least one year on reckoning date. Termination cause can change gap. A prescribed second-apprenticeship affidavit is required at DV.

Two separate application actions are mandatory

Complete opportunity application on NAPS or NATS plus the additional Microsoft Form linked from IOCL. Registration alone or either one step alone invalidates application. Matching identifiers and contact details required.

Choose only one Bongaigaon post code

Applicants applying to more than one trade/discpline are summarily rejected, including BSc candidates attempting both 101 and 103.

Professional higher-qualification exclusion

Notice disqualifies specified higher professional qualifications including BE/BTech, MBA, CA, LLB, MCA and equivalent, including completion before training joining.

CGPA conversion and regular-course evidence

Convert grades using own Institute norms; produce supporting conversion, regular-full-time and qualifying result-date certificates at DV.

Pre-engagement fitness and declared medical history

Pre-engagement fitness is required. Notice asks candidates to declare prior significant medical issues and any prior unfit findings as applicable.

Apply step matching—portal opportunity plus single MS Form

NAPS E07191800001 (101/103), NATS EASCHC000001 (107). BOTH opportunity Apply and Microsoft Form mandatory, with same registration number/email/mobile by 2026-10-18 17:00 IST.

EWS DV certificate undertaking and conditional travel benefit

Official Bongaigaon notice allows specified EWS undertaking at DV when income/asset certificate is unavailable; eligible SC/ST/PwBD DV attendees may seek ticket-backed second-class railway reimbursement when distance is at least 30 km.

Bongaigaon leave/HRA terms are not Western Region benefits

No company accommodation/HRA; 32 general leave days across eight-per-quarter schedule, casual leave 12 days/calendar year pro-rata; accident insurance per notice.

Merit tie: DOB then Matric percentage

First-time priority precedes analysis of otherwise comparable applicants; identical prescribed-qualification percentages resolved by older DOB, then higher Matric marks if same DOB.
