IOCL WESTERN REGION APPRENTICESHIP 2026-27 — APPLICANT DECISION GUIDE (ADVT. IOCL/MKTG/WR/APPR/2026-27, 05 OCT 2026)
Start with what this notice actually offers: 335 provisional paid apprenticeship TRAINING seats in the Marketing Division Western Region; it does not advertise permanent PSU posts. Training lasts 12 months, and IOCL does not promise employment after completion. Applications are 05 Oct 2026, 10:00 IST to 04 Nov 2026, 17:00 IST. The age and qualification reference date, 30 Sep 2026, is DIFFERENT from the closing date. The notice cites statutory stipend rules without publishing one fixed monthly rupee amount; an advertised 'salary' copied from unrelated units would be misleading.
FINDING 1 | WHY 14 DISCIPLINES DO NOT MEAN 14 INDEPENDENT VACANCY COUNTS
The notice lists technician codes 101–106 against a shared state-level Diploma row (99 seats across seven state/UT entries); ITI codes 107–111 against a shared Trade row (40 seats); Graduate 112 against its own row (174); and DEO fresher 113 + skill-certificate holder 114 against one pooled row (22). Total 99+40+174+22=335. The official PDF does NOT disclose, for example, how many of Maharashtra's 33 Diploma places are Mechanical versus Electrical, nor how many of the eight DEO seats are code 113 versus 114. Reporting '33 Mechanical seats in Maharashtra' or duplicating all 22 DEO seats into each code would fabricate vacancies. The structured posts therefore preserve four *accounting pools* while giving the genuine 14 code-wise qualification routes below. One applicant can choose exactly ONE of the actual codes; filing multiple codes causes summary rejection.
FINDING 2 | COMPLETE PUBLISHED STATE × QUALIFICATION POOL × RESERVATION MATRIX
Each following row means STATE/UT | OFFICIAL POOLED GROUP | TOTAL | UR | EWS | SC | ST | OBC-NCL. It transcribes the merged reservation rows on official PDF pages 1–3; the figures are NOT a discipline-code-specific allotment.
Maharashtra | Diploma 101-106 | 33 | 15 | 3 | 3 | 3 | 9 Maharashtra | ITI 107-111 | 8 | 3 | 1 | 1 | 1 | 2 Maharashtra | Graduate 112 | 100 | 44 | 10 | 10 | 9 | 27 Maharashtra | DEO 113-114 | 8 | 3 | 1 | 1 | 1 | 2 Gujarat | Diploma 101-106 | 17 | 7 | 1 | 1 | 3 | 5 Gujarat | ITI 107-111 | 8 | 3 | 1 | 1 | 1 | 2 Gujarat | Graduate 112 | 29 | 12 | 3 | 2 | 4 | 8 Gujarat | DEO 113-114 | 3 | 1 | 0 | 0 | 1 | 1 Madhya Pradesh | Diploma 101-106 | 17 | 7 | 2 | 3 | 3 | 2 Madhya Pradesh | ITI 107-111 | 8 | 3 | 1 | 1 | 2 | 1 Madhya Pradesh | Graduate 112 | 29 | 12 | 3 | 4 | 6 | 4 Madhya Pradesh | DEO 113-114 | 3 | 1 | 0 | 1 | 1 | 0 Goa | Diploma 101-106 | 8 | 4 | 1 | 0 | 1 | 2 Goa | ITI 107-111 | 4 | 2 | 0 | 0 | 1 | 1 Goa | Graduate 112 | 4 | 2 | 0 | 0 | 1 | 1 Goa | DEO 113-114 | 2 | 1 | 0 | 0 | 0 | 1 Chhattisgarh | Diploma 101-106 | 8 | 3 | 1 | 1 | 3 | 0 Chhattisgarh | ITI 107-111 | 4 | 2 | 0 | 1 | 1 | 0 Chhattisgarh | Graduate 112 | 4 | 2 | 0 | 1 | 1 | 0 Chhattisgarh | DEO 113-114 | 2 | 1 | 0 | 0 | 1 | 0 Dadra and Nagar Haveli | Diploma 101-106 | 8 | 3 | 1 | 0 | 4 | 0 Dadra and Nagar Haveli | ITI 107-111 | 4 | 2 | 0 | 0 | 2 | 0 Dadra and Nagar Haveli | Graduate 112 | 4 | 2 | 0 | 0 | 2 | 0 Dadra and Nagar Haveli | DEO 113-114 | 2 | 1 | 0 | 0 | 1 | 0 Daman and Diu | Diploma 101-106 | 8 | 4 | 1 | 0 | 1 | 2 Daman and Diu | ITI 107-111 | 4 | 2 | 1 | 0 | 0 | 1 Daman and Diu | Graduate 112 | 4 | 2 | 1 | 0 | 0 | 1 Daman and Diu | DEO 113-114 | 2 | 1 | 0 | 0 | 0 | 1
CHECKSUM: State totals — Maharashtra 149; Gujarat 57; Madhya Pradesh 57; Goa 18; Chhattisgarh 18; Dadra and Nagar Haveli 18; Daman and Diu 18 = 335. Overall categories after summing every state/group pool: UR 145, EWS 32, SC 31, ST 54, OBC-NCL 73 = 335. These figures do not include extra PwBD seats. The official table gives horizontal PwBD counts of 4 for Maharashtra, 1 for Gujarat, 1 for Madhya Pradesh, and zero for the other listed state/UT rows, attached to the eligible Graduate/DEO allocations; they are *within* 335, not 6 additional seats.
FINDING 3 | WHERE VACANCIES CONCENTRATE—AND WHAT THESE NUMBERS CANNOT SAY
Maharashtra has 149/335 (44.48%) of all seats. Maharashtra + Gujarat + Madhya Pradesh together contain 263/335 (78.51%) places. Within Graduate code 112, Maharashtra has 100/174 (57.47%) seats; the same three large states together have 158/174 (90.80%). Diploma positions in Maharashtra are 33/99 (33.33%), while the two other states of Gujarat and Madhya Pradesh together also provide 34/99 (34.34%). Dadra and Nagar Haveli has 9 ST-labelled seats across its four pooled groups, 9/18 (50.00%); this is a reservation-allocation fact, NOT an estimate of applicant competition. In the Goa Technician pooled row, SC has zero earmarked places; this does not automatically forbid an eligible SC candidate from meeting UR merit standards. All percentages describe seat distribution, not selection likelihood. IOCL does not disclose applicant counts, previous opportunity cutoffs, code-by-code competition or district-wise seats in this advertisement. No acceptance odds or predicted cutoff can be responsibly calculated.
FINDING 4 | CHOOSE YOUR CORRECT DISCIPLINE CODE BEFORE TOUCHING THE PORTAL
101: 3-year regular Diploma Mechanical Engineering. 102: 3-year regular Diploma Electrical Engineering. 103: 3-year regular Diploma Instrumentation Engineering. 104: 3-year regular Diploma Civil Engineering. 105: 3-year regular Diploma Electrical & Electronics Engineering. 106: 3-year regular Diploma Electronics Engineering. All 101–106: minimum aggregate 50% for General/EWS/OBC-NCL; 45% for SC/ST/PwBD only where notified reserved-position relaxation applies. Recognized Diploma lateral entry (from Class XII Science/ITI directly into second year) is explicitly allowed; aggregate of ALL Diploma semesters controls percentage. All still belong to the 99-seat pooled group, not six times 99 seats.
107: 10th + regular full-time 2-year NCVT/SCVT ITI Fitter. 108: 10th + regular full-time 2-year NCVT/SCVT ITI Electrician. 109: 10th + regular full-time 2-year NCVT/SCVT ITI Electronics Mechanic. 110: 10th + regular full-time 2-year NCVT/SCVT ITI Instrument Mechanic. 111: 10th + regular full-time 2-year NCVT/SCVT ITI Machinist. The exact ITI trade matters; possession of 'an ITI' by itself does not qualify for all five codes.
112: regular full-time general graduation, e.g., BA/BCom/BSc/BBA, with 50% General/EWS/OBC-NCL or 45% SC/ST/PwBD in applicable reserved positions. Higher professional qualification exclusions still apply. 113: regular Class 12 but BELOW graduate level; 50% General/EWS/OBC-NCL or 45% SC/ST/PwBD where reserved-position rule applies. 114: regular Class 12 but BELOW graduate level AND a recognized Domestic Data Entry Operator skill certificate from training lasting less than one year. The specific Code 114 qualification clause does not independently repeat the Code 113 marks threshold; do not silently transplant it. Codes 113/114 are a pooled 22-seat row; 114 is NOT the ordinary 12th-only route.
FINDING 5 | REAL ELIGIBILITY DECISIONS: PASSING DATE, FULL-TIME STUDY AND HIGHER EDUCATION
Rule A—Diploma or eligible graduation must have been acquired ON OR AFTER 01 Apr 2023 and ON OR BEFORE 30 Sep 2026. Rule B—ITI and DEO must have been acquired ON OR AFTER 01 Apr 2022 and ON OR BEFORE 30 Sep 2026. These are inclusive qualification-acquisition windows, NOT merely the year printed on an eventual degree certificate. If the mark sheet omits result declaration date, obtain the Principal's publication-date certificate. These examples illustrate individual filters and do not decide every other condition: • BA result dated 31 Mar 2023, 82%: fails code 112's acquisition window even with excellent marks. • BCom result dated 01 Apr 2023, 51%: clears the timing and unreserved marks filters for code 112; age, study mode, higher qualifications, code and other terms still must pass. • Engineering Diploma result dated 01 Oct 2026: fails the 30 Sep cutoff despite the portal staying open until 04 Nov. • 2-year Fitter ITI qualified 31 Mar 2022: fails the 2022 start-date filter; qualified 01 Apr 2022 satisfies the date filter, subject to all other rules. • Distance-mode BSc awarded 2025: fails regular full-time requirement even if marks are high. • Regular BCom plus an already-completed BTech: barred by the notice's higher professional qualification exclusion; being eligible based only on the older BCom does NOT neutralize it. • Class XII candidate now holding an undergraduate degree: Code 113/114 say 'below graduate' and therefore are not ordinary graduate application routes.
Professional higher-qualification restriction expressly names BE/BTech, MBA, MCA, CA/ICWA, LLB or comparable credentials, including certain degrees completed before apprenticeship joining. Suppressing a credential risks cancellation during training. Do not assume all degree holders are eligible merely because the advertisement also has 174 Graduate places.
FINDING 6 | AGE AND RESERVED-SEAT STANDARDS: DO NOT APPLY THE CONCESSION EVERYWHERE
Baseline age is 18–24 YEARS as on 30 Sep 2026. For eligible reserved seats, SC/ST up to 29, OBC-NCL up to 27; stated PwBD concessions reach 10 years, or 15 years when eligible SC/ST and 13 for eligible OBC-NCL, subject to applicable conditions. A reserved-category candidate competing in UR must meet GENERAL standards. Minimum educational marks of 50% vs concessionary 45% are eligibility thresholds, not the merit cutoff. Example: an eligible General Diploma applicant with 50% meets the marks threshold, but may rank behind a 79% Diploma candidate competing for the same opportunity; the actual selection cutoff is unknown. A candidate relying on 45% concession must check that the reserved-seat concession is actually applicable—not assume it carries to UR. Do not round or translate CGPA using an unsupported personal formula; produce institute conversion proof.
FINDING 7 | PRIOR APPRENTICESHIP—FOUR CASES THAT ARE NOT INTERCHANGEABLE
A maximum of TWO apprenticeship trainings is allowed and the second must be in a DIFFERENT trade. A FIRST apprenticeship that was completed normally requires a full ONE-YEAR gap before a second. Employer-caused contract termination: NO mandatory gap in the stated case. Voluntary termination for the enumerated health/financial/relocation/transport/career/language hardship cases: THREE-MONTH gap; women have NO waiting period in this specified scenario. Termination for an apprentice's own failure to fulfil contract: not eligible for a further apprenticeship. 'Completed normally' cannot be treated as a no-gap case. Keep evidence of first training end date and termination reason; general eligibility still has to be fulfilled. These nuanced gaps are from THIS Western Region notification, not a universal promise for every company.
FINDING 8 | APPLICATION VALIDITY IS A MULTI-STEP PROCESS, NOT A REGISTRATION NUMBER
Diploma/Graduate (codes 101–106, 112): NATS establishment WMHMCC000053. ITI/DEO (codes 107–111, 113–114): NAPS establishment E01172700332. Complete correct personal, marks, education and reservation fields so the portal profile is 100% complete; then LOGIN, find the relevant Western Region apprenticeship OPENING and actually APPLY to one code. Enrollment on the portal without choosing and applying to an opportunity is not an application. Apply only for a Western Region location within Maharashtra, Gujarat, Madhya Pradesh, Goa, Chhattisgarh, Dadra and Nagar Haveli or Daman and Diu. Selecting a location outside the notified areas results in rejection even when the wider national portal displays it. IndianOil does not allow form changes after final submission; ask the portal help desk to fix inaccurate profile details before submitting. Final deadline: 04 Nov 2026, 17:00 IST. Keep the same registered phone/email for at least one year; check IOCL's apprenticeship notice page for updates.
FINDING 9 | SELECTION MATH: MERIT LIST ≠ QUALIFYING MARKS ≠ PREDICTED CUTOFF
There is NO WRITTEN TEST or interview. For the candidate's selected opportunity, IOCL ranks eligible applications using percentage in the ESSENTIAL qualifying education for that particular code. For an Electronics Diploma post, it is the matching Diploma marks, not a generic 10th/12th score; for general Graduate code 112, the eligible degree marks govern. Illustrative, not a cutoff forecast: two eligible candidates in the same opportunity with 74.20% and 71.80% prescribed-qualification marks are ordered by 74.20 > 71.80 subject to all other reservation/eligibility rules. Candidates must show semester/annual scores and institute-issued conversion certificate for CGPA. After merit shortlisting: original document verification and prescribed pre-engagement medical fitness. The notification does not state a historical cutoff, number of candidates, guaranteed panel rank, or an examination admit-card schedule. Unfilled initial seats may be filled from the same opportunity's eligible merit panel, without guaranteeing anyone a right to engagement.
FINDING 10 | PwBD, OBC-NCL AND DOCUMENT-FAILURE AUDIT
Western Region expressly EXCLUDES PwBD applicants from codes 101–111, and identifies Graduate 112 / DEO 113–114 for eligible advertised disability categories. The six horizontal PwBD seat markings (Maharashtra 4, Gujarat 1, Madhya Pradesh 1) are included in the 335 accounting total, and the shared placement of the PWD cell in the official table prevents a trustworthy code-112-vs-code-113/114 split. Do NOT turn these horizontal numbers into additional seats or assign four individual Maharashtra PWD jobs solely to code 112 without evidence.
DOB: Only official Class X Board certificate/marksheet acceptable at document verification, not Aadhaar alone. OBC-NCL: certificate in central format, no older than 12 months reckoned from 30 Sep 2026; caste must appear in Central OBC List of relevant State; creamy-layer candidates cannot claim OBC-NCL reserved benefit. UR route requires UR conditions. All categories: regular full-time/qualifying year institute proof; semester/year marksheets; final credential; result-date letter if omitted; CGPA/OGPA conversion certificate from awarding institution if applicable; applicable reservation/disability proof and pre-engagement medical certificate; Aadhaar-seeded bank passbook first page, Aadhaar, PAN and cancelled cheque. Verify PAN, Aadhaar, bank name and portal identifiers match; this latter cross-check is applicant-safety guidance, not a separately stated rejection test. Originals and self-attested copies are requested. Since IOCL communicates shortlists via registered email/official site, a broken email address can mean missing DV even if marks qualify.
FINDING 11 | STIPEND, EMPLOYMENT AND CROSS-ADVERTISEMENT PITFALLS
Training is normally 12 months. This advertisement provides no universal fixed monthly rupee stipend; the rules are statutory and can change. A trainee is not receiving a regular salary or a promise of a permanent job. The vacancy figures are tentative. Bongaigaon Refinery has a SEPARATE 58-seat 2026 notice; its 24-month Boiler code, first-time-priority scheme and mandatory extra Microsoft Form are NOT part of the Western Region 335-seat application. Submitting Bongaigaon form does not substitute for applying for the Western Region opportunity.
SOURCE TRACE: IOCL Western Region official notice, page 1–3 for pooled seats and reservation, page 4 for 14 code-wise qualifications, page 5 for second-apprenticeship and passing-year restrictions, pages 5–8 for age, selection, application and DV. Only the IOCL website and official NATS/NAPS apply portals are linked in this record. No unofficial third-party article is used as authority. Data checked as of 10 Oct 2026. Don't confuse state share with winning probability.
