ITBP HC EDUCATION & STRESS COUNSELLOR 2026 — A 16-SEAT RECRUITMENT WHERE PSYCHOLOGY CONTROLS 60% OF THE WRITTEN SCORE
ITBPF Advertisement CBC 19143/11/0014/2627 recruits Head Constable (Education & Stress Counsellor) in General Central Service, Group C, Non-Gazetted and Non-Ministerial. Applications opened on 28 September 2026 at 00:01 and close on 27 October 2026 at 23:59. Pay is Level 4, Rs.25,500-81,100, and appointment carries ITBPF's all-India/abroad service liability.
1) THE 16 VACANCIES ARE HIGHLY CONCENTRATED IN OBC Male: UR 3, SC 0, ST 2, OBC 8, EWS 1 = 14. Female: UR 1, SC 0, ST 0, OBC 1, EWS 0 = 2. Combined roster: UR 4, SC 0, ST 2, OBC 9, EWS 1 = 16. OBC therefore holds 9 of 16 seats (56.25%), while female vacancies are only 2 of 16 (12.50%). There is no dedicated SC vacancy in the published roster. Ten per cent Ex-Servicemen reservation is horizontal within the respective post/category; the notice does not justify inventing an exact ESM seat count from 10% of 16.
2) 'GRADUATE' IS NOT ENOUGH — THERE ARE TWO SPECIFIC DEGREE ROUTES Route A is a recognised degree or equivalent with Psychology as a subject. Route B is a recognised degree together with Bachelor of Education, Bachelor of Teaching or equivalent. A candidate with an unrelated bachelor's degree and no Psychology/B.Ed/B.T. route should not read aggregator shorthand such as 'Any Graduate' as automatic eligibility.
3) THE WRITTEN PAPER IS 60% PSYCHOLOGY The written examination has 100 objective questions for 100 marks in two hours with no negative marking. General English, General Hindi, General Awareness, and Quantitative Aptitude & Simple Reasoning contribute 10 marks each; Psychology alone contributes 60. Within Psychology, the notified split is General Psychology/Intelligence/Creativity/Problem Solving 10; Personality/Attitude/Stereotypes/Prejudice/Discrimination/Group Dynamics 10; Psychopathology 15; Counselling Psychology 15; Managing Human Resources 10. Therefore Psychopathology + Counselling Psychology alone form 30% of the complete paper.
4) PET/PST COME BEFORE WRITTEN MERIT Male PET: 1.6 km in 7 minutes 30 seconds, 11-foot long jump and 3.5-foot high jump. Female PET: 800 m in 4 minutes 45 seconds, 9-foot long jump and 3-foot high jump. PET is qualifying and carries no marks. Ex-Servicemen are exempt from PET but must satisfy the other applicable stages. Candidates clearing PET/PST proceed to the written examination.
5) WRITTEN MARKS, NOT PET, CREATE THE FINAL MERIT ORDER Minimum written qualifying marks are 35% for UR/EWS/Ex-Servicemen and 33% for SC/ST/OBC-NCL. Category-wise merit is then prepared from written-exam marks for shortlisting to original-document verification and medical examination. The notice states that no reserve list will be maintained. If written marks tie, the older candidate ranks higher; if still tied, English alphabetical order applies.
6) AGE AND SERVICE COMMITMENT The base age is 20-25 years as on 27 October 2026, corresponding to the normal DOB window 28 October 2001 to 27 October 2006. The notice gives the specified SC/ST, OBC-NCL, Ex-Servicemen and departmental relaxations. Selected candidates are also subject to the minimum ten-year ITBPF service condition and the early-resignation repayment clause stated in the advertisement.
APPLICANT DECISION CHECKLIST - First verify which of the two degree routes you actually satisfy; do not rely on a generic 'graduate' label. - Treat Psychology as the ranking subject because it carries 60% of the paper. - Prepare specifically for Psychopathology and Counselling Psychology: together they contribute 30 marks. - PET/PST are qualifying gates before written merit, so academic strength cannot compensate for failing a physical stage. - There is no reserve list; written rank against the category-wise vacancy is therefore especially important.
