Supreme Court Court Master 2026: 20 Level 11 Posts, Five-Year Cadre Filter & 40% Court-Law Paper

The Supreme Court of India’s 15 October 2026 Court Master (Shorthand) direct-recruitment notice offers 20 TENTATIVE Level 11 gazetted posts, with ₹67,700 entry basic. Applications are UPCOMING: 25 October–15 November 2026, 11:55 PM. A recognised degree does not suffice without five years’ REGULAR service in the specified PA/PS/Senior Stenographer cadres, 120-WPM English shorthand and 40-WPM computer typing. The 100-mark objective test allocates 40 marks to judiciary provisions in the Constitution and Supreme Court Rules, with no negative marking. Objective exam 7 December and answer-key/objection dates are explicitly tentative.

About this Recruitment

Recruitment-specific overview from the published record.

Supreme Court Court Master (Shorthand) 2026: the five-year service gate, 40-mark court-law section and shorthand accuracy ladder

Recruitment identity: Supreme Court of India, Registry — direct recruitment advertisement F.6/11/CM(S)/2026-SC (RC) dated 15 October 2026, displayed by the Court’s official website on 16 October. 20 tentative gazetted posts, Pay Matrix Level 11, starting basic pay ₹67,700 per month. The online window is 25 October–15 November 2026 (11:55 p.m. IST). As of 17 October, the application window has not opened. The separate 12 October deputation notice and the historical Court Master 2025 cycle are not this recruitment.

1. The most important eligibility question is not whether you are a graduate

This is not a general entry-level stenographer vacancy. The essential conditions operate together, not as alternatives:

  • A bachelor’s degree from a university recognised in India. The advertisement does not impose a subject-specific degree or a stated minimum percentage.
  • English shorthand proficiency at 120 words per minute.
  • Knowledge of computer operation and English computer typing at 40 words per minute.
  • At least five years of regular service in one of the designated cadres — Private Secretary, Senior Personal Assistant, Personal Assistant or Senior Stenographer — in Government, Public Sector Undertakings or statutory bodies.

The final requirement is a cadre-and-service-nature requirement, not simply five calendar years at an employer. A person with eight years in unrelated clerical work should not infer eligibility merely from total tenure; five years with a private transcription business is not automatically qualifying regular service in a notified employer/cadre. Conversely, the advertisement expressly contemplates eligible PSU/statutory-body service; do not assume that only existing Supreme Court staff can apply. Where the service certificate uses a local designation, the underlying regular appointment and recognised cadre must be demonstrated to the recruiting authority; equivalence must not be self-certified from similar-sounding job titles.

Pre-application documentary test: check your appointment order, regularisation/confirmation if relevant, promotion orders, job designation, the complete regular-service date range, employer type and the experience certificate. A certificate saying only “five years’ experience in administration” may fail to show the specific service the advertisement requires. If you were promoted from a non-qualifying clerical cadre, do not add the earlier tenure to the stipulated five years without an official eligibility determination. Shorthand skill cannot remedy missing qualifying service.

2. Age is assessed on 1 October — and two seemingly similar Government employees can be treated differently

The ordinary age interval is 30–45 years as on 1 October 2026, not as on the 15 November closing date. Normal SC/ST/OBC non-creamy-layer and ex-servicemen relaxations operate subject to applicable notified Government rules; the Court Master advertisement does not provide an exhaustive individual year-by-year table in its text. Dependants of freedom fighters are mentioned for relaxation of up to five years in the upper limit. Most significantly, Supreme Court Registry departmental candidates have no upper-age limit under the stated provision. An employee of another court, Government office, statutory organisation, PSU or nationalised bank does not become a Supreme Court Registry departmental candidate simply through public-sector employment.

For practical screening, keep age eligibility separate from service eligibility. A 44-year-old PSU stenographer must still prove regular tenure in a qualifying cadre; a 47-year-old worker elsewhere in Government cannot assume the special Registry-departmental exception. Certificate validity and whichever rule genuinely grants the claimed relaxation govern the final decision. Age is not to be computed from the application deadline.

3. Where 40% of the objective paper comes from — and why a generic SSC-style plan misses it

The official objective examination is 100 questions, 100 marks, 90 minutes, with 50/100 minimum qualifying marks and no negative marking. Its five published categories are:

  • 25 — General English.
  • 25 — General Knowledge.
  • 25 — constitutional provisions relating to the Judiciary in the Constitution of India.
  • 15 — Supreme Court Rules, 2013.
  • 10 — knowledge of computer operation.

Useful calculation, not an extra official rule: 25 + 15 = 40 marks from court-specific legal material, while General English and GK combined contribute 50. Even 40 out of 40 on the two court-specific parts is not the qualifying 50/100; at least ten additional marks would still be needed. Conversely, treating the Court’s own 2013 Rules as peripheral would ignore a separately advertised 15% of the paper. One hundred questions in 90 minutes yields a theoretical 54 seconds per question on average; candidates may distribute their time differently because no subject-wise timing is prescribed. With no negative marking, there is no advertised mark deduction for a wrong attempt; however, the precise exam interface and instructions must be followed when released.

What the syllabus does not license: the advertisement names the Judiciary-related constitutional provisions and the Supreme Court Rules, 2013, but it does not subdivide those 40 marks into articles, chapters, procedural schedules, recent judgments, case-law question counts or specific computer software topics. Those may be sensible study materials but are not official subtopic weightages. In particular, do not import an unrelated Junior Court Assistant paper pattern or assume a descriptive English component. Use the actual Supreme Court Rules, 2013 and the Judiciary provisions as the primary texts for preparation.

4. Shorthand: 120 WPM is the input speed, but the marks swing on transcription accuracy

The English shorthand test consists of seven minutes’ dictation at 120 WPM, followed by 45 minutes for transcription. It carries 100 marks, with 50 needed to qualify. The official error bands are much more informative than a headline saying only “shorthand 120 WPM”:

  • No mistakes — 100 marks.
  • Up to 1% mistakes — 90 marks.
  • Up to 2% — 80 marks.
  • Up to 3% — 70 marks.
  • Up to 4% — 60 marks.
  • Up to 5% — 50 marks.

Decision-relevant arithmetic: a full-speed, seven-minute passage corresponds to 120 × 7 = 840 dictated words for planning purposes. At that illustrative length, 1% is 8.4 words and 5% is 42 words. That does not authorise candidates to ignore up to 42 errors: actual recognised transcription errors, the specified half-mistake treatment and the examination authority’s counting method control scoring. In the published band ladder, moving into the next error-percentage band can cost 10 marks, even while dictation speed remains unchanged. Candidates with adequate note-taking speed should therefore practise accurate expansion, grammar, punctuation and transcription under 45-minute conditions, not speed alone.

The advertisement sets out special counting for particular errors, including full-stop mistakes and upper-/lower-case distinctions. Not every visible discrepancy in a transcript is necessarily one whole mistake. The 5% tolerance belongs to shorthand, not to the separate computer typing test. The actual shorthand test date has not been announced.

5. Typing: do not carry the shorthand error allowance into the ten-minute computer test

The separate English typing test requires 40 WPM on computer for 10 minutes, carries 20 marks, requires 10 marks to qualify, and permits mistakes only up to 2% of words typed under the advertised counting rules. At exactly 40 WPM for ten minutes, a candidate would type an illustrative 400 words, of which 2% equals 8 word-equivalents; real error assessment depends on the actual typed-word total and the Court’s full-/half-mistake definitions, not on eight automatically excused keystrokes. The notification distinguishes errors in words/figures from certain punctuation and case errors for mistake-counting purposes.

The two skills therefore create different failure risks: shorthand assesses a seven-minute high-speed dictation and a later 45-minute transcription with an up-to-5% mistake standard; typing is a live ten-minute computer-speed and accuracy test with a 2% ceiling. Practising 40-WPM transcription as if it met the 120-WPM shorthand requirement would conflate two independent qualifying stages. The typing test date is not issued yet.

6. The qualifying marks are not the final competitive shortlist

The recruitment specifies four tested stages: objective 100 marks (minimum 50), English shorthand 100 (minimum 50), computer typing 20 (minimum 10), and interview 30 (minimum 15). These maxima add to 250 arithmetically. That sum is not evidence of an independently notified final merit normalisation formula or category-wise winning score. Each minimum is a stage-wise qualifying requirement, not a prediction of the marks that will secure one of the twenty places.

Two shortlisting ratios need special attention:

  • Where large numbers reach the written qualifying floor, the Registry may use 1:10 against the tentative vacancies for movement to the shorthand/typing stages. With 20 advertised seats, 20 × 10 = roughly 200 is a conditional illustration, not an already declared 200-person result or an immutable cap if vacancy counts/administrative conditions change.
  • Candidates meeting the qualifying standards in the earlier three tests are to be shortlisted for interview at 1:3. Twenty advertised seats imply 20 × 3 = roughly 60 interview opportunities for illustration, not a confirmed shortlist or actual cutoff.

A person who gets 50/100 on the objective paper has met a minimum; they are not guaranteed a place in the later tests when merit-based 1:10 restriction applies. Equally, meeting 50/100 shorthand and 10/20 typing does not guarantee an interview when the next ratio applies. The final merit panel gives no automatic right to appointment; original-record scrutiny and other notified conditions still matter.

7. The calendar has three different degrees of certainty

Confirmed application window: online registration opens 25 October and closes 15 November 2026 at 11:55 p.m. IST. On 17 October no separate fresh Court Master direct-recruitment 2026 online apply hyperlink is available in the official recruitment index; candidates must await the correct link through sci.gov.in, rather than reusing a Court Master 2025 link.

Tentative examination/key timetable: the objective exam is provisionally indicated for 7 December 2026. Upload of its answer key is provisionally indicated for 8 December, with an anticipated online objection window on 8–9 December (to 11:55 p.m.). A challenge costs ₹100 per objection, refundable if the objection is found valid. These are forecast dates within the official recruitment advertisement, not a released 2026 answer key or confirmation that the examination has taken place. ₹100 is not a fee every candidate must pay when applying.

Not announced: shorthand/typing test dates, interview date, the actual applicant’s test city/venue/reporting time, admit-card release date, final answer key, result, category-wise cutoffs, panel publication date and joining instructions. No past-year admit card or scorecard is relevant evidence that a new 2026 lifecycle item is live. Later notices should be checked under this exact advertisement number.

8. ₹1,500 or ₹750: category fee, payment gateway and form-finality risks

The advertisement sets the non-refundable online application fee at ₹1,500 for General/Unreserved, or ₹750 for SC, ST, OBC (Non-Creamy Layer) and Ex-Servicemen, plus bank charges. Payment uses the UCO Bank payment gateway. A separately advertised reduced PwBD application rate is not stated in this Court Master notice; one should not infer it from the Junior Court Assistant advertisement. Similarly, the notification gives 20 tentative posts without a category-wise vacancy table: applying generic reservation percentages to manufacture exact category seat counts would be unsound. Reservation is governed by the specified Supreme Court service rules, including Rule 4A where applicable.

The application is online only, and a submitted form cannot be edited or withdrawn. Where more than one application is submitted, the advertisement states that the last application will be considered; this is not a recommendation to resubmit instead of checking carefully. Prepare the scanned photo, signature, matriculation/Class X evidence for name and date of birth, Class XII and bachelor’s records, and a properly specific five-year regular-cadre experience certificate. Category and NCL proofs must be appropriate to the claim. Retain your acknowledgement and a copy; the printed online form is not to be sent by post.

Name and NOC checks: the applicant’s and parents’ names and date of birth must agree with the Class X/High School certificate; a changed name needs the prescribed Gazette proof. Category cannot be modified after submission. Serving employees in the specified Government, nationalised-bank and other covered establishments must have an employer No Objection Certificate at original document verification. An applicant taking up service during/after the selection process is instructed to intimate the Recruitment Cell; the notice gives recruitment.cell@sci.nic.in for recruitment-related communication. Eligibility is finally determined from original supporting records, not from the initial permission to sit the test.

9. A nationwide objective-centre list does not make this an all-India posting

The work location is the Supreme Court Registry in New Delhi, rather than 69 different job destinations. Annexure A carries 69 objective-test city entries. It includes, among others, Bokaro Steel City, Dhanbad and Ranchi, but a selected preference does not guarantee allotment; changes to examination centre or test date remain possible. More importantly, shorthand and computer typing tests are held in Delhi/NCR, and the interview can be online or physically in Delhi under Registry instructions. No TA/DA is provided for attendance. Candidates outside Delhi should distinguish the likely first-stage convenience of a nearby objective city from potential later travel and stay costs; the notice does not promise a local shorthand test.

10. A practical candidate decision, without manufactured “selection chances”

Before 25 October: establish whether your regular cadre service, as opposed to mere total office tenure, clears the five-year gate; resolve exact names and dates on certificates; measure shorthand and typing speed with the different error ceilings. Before fee payment: calculate age on 1 October, verify the proper fee/category, keep employer NOC planning under control, and check every uneditable form field. For objective preparation: allocate meaningful time to both the 25-mark Judiciary Constitution area and 15-mark Supreme Court Rules, 2013 area; 40 law-related marks alone are still short of the qualifying 50. For skills preparation: seek fewer shorthand transcription errors within the 45-minute window, and test computer typing separately at the stricter 2% allowance. For the process after application: treat 7–9 December as tentative, not a booked travel itinerary, and follow the recruitment index for the legitimate 2026 portal, admit-card notice and result.

The right decision for a candidate without qualifying five-year regular PA/PS/Senior Stenographer service is usually to resolve that eligibility first, not to pay solely because they hold a degree and can take fast dictation. The right decision for a qualifying experienced stenographer is to prepare for a distinctly court-law-heavy objective paper and two independent accuracy-tested skills. The advertisement is clear on those gates; it is not yet clear on actual result dates, competitive cutoffs or any individual's chance of selection.
