Advertisement 01/2026, dated 6 November 2026 | Scientific Assistant (Microbiology), Scientific Assistant (Chemistry/Environmental Sciences), Laboratory Attendant and Multi-Tasking Staff | Online applications 11–30 November 2026.
Goa State Pollution Control Board (GSPCB), based near Pilerne Industrial Estate at Saligao, Bardez, has advertised eight regular posts in four roles. This is not an interchangeable eight-seat pool: the two postgraduate scientific positions, the four laboratory-support positions and the two office-support positions carry different academic requirements, pay levels and reservation conditions. In particular, the one-year work-experience rule applies to the two Group C roles and is easy to overlook if applicants read only the education row on the opening pages.
| Post | Seats |
|---|---|
| Scientific Assistant (Microbiology) | 1 |
| Scientific Assistant (Chemistry/Environmental Sciences) | 1 |
| Laboratory Attendant | 4 |
| Multi-Tasking Staff | 2 |
| Notified post | Vacancies | Reservation | Service classification | Pay level |
|---|---|---|---|---|
| Scientific Assistant (Microbiology) | 1 | UR 1 | Group B, Non-Gazetted | 6 |
| Scientific Assistant (Chemistry/Environmental Sciences) | 1 | UR 1 | Group B, Non-Gazetted | 6 |
| Laboratory Attendant | 4 | UR 3, ST 1; one inclusive PwBD seat | Group C | 1 |
| Multi-Tasking Staff | 2 | UR 1, OBC 1; one inclusive Ex-Servicemen seat | Group C | 1 |
| Total | 8 | UR 6 + ST 1 + OBC 1 |
The single PwBD-reserved Laboratory Attendant position is already within the four posts: the advertised disability suitability refers to locomotor disability, including cerebral palsy, leprosy cured, dwarfism, acid-attack victims and muscular dystrophy. Similarly, the one Ex-Servicemen-reserved MTS position is within the two MTS seats, not a ninth overall vacancy. The notification does not allocate those horizontal reservations to an additional vertical category. Applicants must retain the original category certificate and the relevant reservation proof. 📊 gspcb-2026-vertical-roster
| Vertical category | Vacancies |
|---|---|
| UR | 6 |
| ST | 1 |
| OBC | 1 |
How to read this roster: the vertical figures add to eight; a horizontal disability or ex-servicemen earmarking overlays the vertical roster and must not be added to eight. Scientific Assistant vacancies are both unreserved, while the ST seat belongs to Laboratory Attendant and the OBC seat belongs to Multi-Tasking Staff.
Scientific Assistant (Microbiology), 1 UR seat, Level 6. The essential degree is a Master’s in Microbiology or Marine Microbiology from a recognised University/Institution. The first 30 technical marks are in microbiology/marine microbiology, not chemistry. A graduate degree alone, or a chemistry specialisation not mentioned for this post, does not satisfy the printed academic requirement.
Scientific Assistant, 1 UR seat, Level 6. The essential degree is a Master’s in Chemistry or any branch of Environmental Sciences from a recognised University/Institution. The notice explicitly accepts both disciplinary pathways. The written paper has a chemistry/environmental science subject block; it should not be treated as the separate microbiology post.
Laboratory Attendant, 4 seats, Level 1. SSC/secondary-school pass from a recognised Board/Institution is the educational route. The desirable skills concern handling laboratory chemicals/glassware and operating office machinery. Crucially, the detailed notice separately requires at least one year of qualifying working experience at application time, except where the Group C PwBD reservation/exemption order applies. Do not interpret a 10th-pass certificate by itself as sufficient for every applicant.
Multi-Tasking Staff, 2 seats, Level 1. SSC/secondary-school pass or a recognised Industrial Training Institute course/equivalent trade is accepted under the exact conditions printed in the notice; the notice also mentions considering an ITI/equivalent qualification for technical duties. The same one-year work-experience rule applies. The advertised MTS seats include an Ex-Servicemen reservation but no expressly reserved PwBD seat, so do not assume that the separate exemption for PwBD-reserved Group C posts automatically applies here. One of the two positions is reserved for Ex-Servicemen, and the vertical roster is UR 1 plus OBC 1.
The recruitment's paragraph 20 (page 6) cites Goa Department of Personnel Notification 1/8/2023-PER/3522 dated 20 November 2025, reproduced as Annexure B. It requires an applicant for Laboratory Attendant or Multi-Tasking Staff to possess at least one year's working experience on the online application date. Annexure B recognises prescribed work settings, including apprenticeship under the Apprentices Act, government or semi-government offices, factories/companies/hospitals, and other listed qualifying establishments. The exact arrangement and evidence should follow Annexure B, not an assumption that any informal activity qualifies.
The same paragraph cites Order 1/8/2023-PER/2792 dated 8 September 2026, included as Annexure C. It exempts eligible Persons with Benchmark Disabilities from the experience requirement for Group C posts reserved for that category; the Laboratory Attendant has a specified PwBD seat, whereas the published MTS allocation does not identify such a seat. This is an exception to the working-experience rule, not a blanket exemption from SSC/ITI, Konkani, residence or other eligibility standards. For a Laboratory Attendant applicant claiming the advertised PwBD seat, review the notification's indicated locomotor-disability suitability and maintain appropriate medical/disability certification.

Use the Government of Goa's Common Application Portal (CBES) at https://cbes.goa.gov.in/. The notification states that candidates must register with a valid email address and mobile number, complete the prescribed form and upload the supporting documents. It specifically says that an applicant wishing to apply for more than one eligible role must submit a separate application for each post. No paper, offline or email application is accepted. Serving government employees need an appropriate employer NOC. The Board will communicate using the email provided; an incorrectly entered or inaccessible email may cause candidates to miss examination instructions.
The advertisement gives no definite application-fee amount. Accordingly, application fee: Not specified in the notice. Do not treat this as an assertion that the application is free; use the authorised portal's final instructions if a charge is presented. The final submission time on 30 November is not stated in the uploaded PDF, so no 23:59 deadline is assumed.
Every role has an objective multiple-choice OMR examination lasting 90 minutes. Candidates should reach the venue 30 minutes ahead of its notified start. The recurring three-part distribution is 30 marks for the role's subject component, 35 for general ability/awareness and 10 for Konkani. The detailed syllabus in the notice's final pages adds technical topics for each post and the common language/awareness topics. The Board allows minor adjustments to the precise subject allocation when finalising the paper (up to the separately stated permissible extent in the detailed syllabus) without changing the 75-mark maximum. 📊 gspcb-2026-omr-mark-distribution
| Paper component | Maximum marks |
|---|---|
| Post-specific subject block | 30 |
| General Knowledge/Reasoning/Maths | 35 |
| Konkani Language | 10 |
| Role | First 30-mark block | Common 35-mark block | Konkani 10 |
|---|---|---|---|
| Scientific Assistant (Microbiology) | Microbiology / Marine Microbiology | GK, reasoning and aptitude | Mandatory; 4/10 minimum |
| Scientific Assistant | Chemistry / Environmental Sciences | GK, reasoning and aptitude | Mandatory; 4/10 minimum |
| Laboratory Attendant | Class X science, communication/general ability and laboratory basics | General knowledge / aptitude | Mandatory; 4/10 minimum |
| Multi-Tasking Staff | Reasoning, basic English, current affairs, quantitative ability and office-support concepts | General knowledge | Mandatory; 4/10 minimum |
The syllabus further identifies Indian history, geography, Constitution, general science, Goa-related facts, environmental awareness, analogies, series, coding-decoding, basic arithmetic and basic computer awareness under the common 35-mark block. Konkani tests vocabulary, grammar, sentence formation/correction, comprehension and common usage in Devanagari script. Each post's 30-mark technical topics are detailed in the relevant examination section below.
First gate: Konkani. At least 4 of 10 Konkani marks is necessary before the remaining paper is taken up for further evaluation. The announcement explicitly says the Konkani questions are presented first. A high score in other sections does not waive this condition.
Second gate: overall prescribed qualifying percentage. The Board publishes distinct minima for the applicant categories below. These are minimum standards, not a prediction of the eventual selection cutoff for one, two or four seats. 📊 gspcb-2026-minimum-qualifying-percent
| Candidate category | Minimum aggregate percentage |
|---|---|
| Unreserved and Ex-Servicemen | 45 |
| OBC | 40 |
| ST/PwD | 35 |
The 45% condition applies to Unreserved and Ex-Servicemen candidates; 40% to OBC; 35% to ST and PwD according to the notice. These percentages are of the 75-mark written examination. When calculating required raw marks, remember that the notice states percentage thresholds, not an officially published list of rounded integer marks; the final interpretation belongs to the Board. The announcement does not state a negative-marking policy or a specific question count for every section. Do not import negative marking from another Goa recruitment.
Merit is written-examination only. Academic degrees, qualifications, percentage marks or prior experience do not receive extra selection points. The notice clearly says that selection will be determined strictly by written-examination marks, subject to eligibility, reserved places, prescribed cutoffs and document verification. If two candidates tie, the older candidate (by date of birth) ranks ahead; if dates of birth are identical, the candidate with the higher educational qualification is placed ahead. The waiting list, if drawn, remains valid for up to one year from its preparation.
The notification permits compensatory time of 20 minutes per exam hour for eligible candidates with the specified visual, cerebral-palsy or locomotor disabilities. Functional needs and entitlement to a scribe/reader/lab assistant are assessed under the notified medical process. Candidates should notify GSPCB in advance and submit the prescribed Appendix I/II certificates or undertakings, as appropriate. The main examination is 90 minutes, and the actual facility granted follows the authorised rules and assessment rather than an automatic entitlement to all candidates.
GSPCB calls for original qualification certificates/marksheets relevant to the post; valid Goa Employment Exchange registration; valid 15-year Goa Residence Certificate; birth/date-of-birth proof; category certificate where reservation is claimed; disability and/or Ex-Servicemen supporting documents where applicable; documentary proof of eligible working experience for Laboratory Attendant and MTS unless an express exemption applies; and an employer NOC for applicants already in government service. The detailed PDF contains the disability certification appendices and Government of Goa experience/exemption orders, so applicants can check the exact form before uploading.
No examination date, hall-ticket number, answer key, cutoff list, result date or joining date has been declared in the notice. The Board says updates and results will appear on its official GSPCB website, the Goa Government portal, and the office notice board; examination scheduling will be notified separately. There is no TA/DA for attending the examination or submitting certificates for verification.
The Scientific Assistant roles are Group B (Non-Gazetted), Pay Level 6. The Laboratory Attendant and MTS roles are Group C, Pay Level 1. The notification specifies only the Pay Levels, not a rupee-denominated monthly basic pay, total pay, or take-home salary. Consequently the pay amount is Not specified rather than a guessed national pay-matrix amount. 📊 gspcb-2026-pay-levels

These positions are advertised on a regular basis. A higher pay level does not change the eligibility of a separate position: an applicant cannot substitute a master's in Chemistry for the Microbiology Master's or treat a preferred engineering/office background as a replacement for an expressly stated SSC/ITI qualification. The recruitment's objective is employment with GSPCB; it is not an apprenticeship and it does not include a recruitment examination outside the 75-mark OMR test described above.
Confirm the exact post and the category of its notified seat; have the 15-year Goa residence and Employment Exchange proofs; check graduation/postgraduation/SSC/ITI as relevant; for Group C establish one year of qualifying experience or documented PwBD exemption; keep an accessible email/mobile; submit separate online forms for different roles; and prepare for both the Konkani gateway and the full 75-mark examination. Make final decisions from Advertisement 01/2026 and later official corrigenda, not from an unrelated state's syllabus or expected salary tables.

This is a one-seat Scientific Assistant (Microbiology) competition, not a common recruitment for all environmental science postgraduates. The notified academic routes are restricted to Microbiology or Marine Microbiology at Master’s degree level. A marine background is expressly permitted, but a degree titled only Chemistry or Environmental Science belongs to the other one-seat Scientific Assistant route unless it independently satisfies the exact stated discipline.
For preparation, the 30-mark subject block connects microbiology with environmental sampling. It lists aquatic/marine microbes, microbial growth and identification, coliform indicators, MPN, membrane-filtration methods, wastewater treatment, safe collection and preservation, sterilisation, disinfection and QA/QC. Distinguish evidence of contamination from procedures intended to measure it; these are useful ways of interpreting the specified subject names, not extra assessment stages.
A successful candidate must still clear the mandatory Konkani threshold, the relevant category aggregate minimum and verification of the master's qualification and Goa documents. The Board does not describe a separate wet-lab practical or interview, so the written-merit route is decisive.
Essential academic qualification: Master’s Degree in Microbiology or Marine Microbiology from a recognised University/Institution.
Additional essential conditions: Knowledge of Konkani and a valid Goa 15-year Residence Certificate; valid Goa Employment Exchange registration is additionally demanded in the Board's detailed instructions. Documents should be valid on the online-application filing date.
Desirable, not essential: Knowledge of Marathi.
Experience: The post-specific academic table does not prescribe a numerical minimum working-experience period. The one-year Group C experience provision on page 6 applies only to Laboratory Attendant and MTS, not this Group B Scientific Assistant position.
Age: ordinary upper limit 45 years; relaxation for government servants up to 5 years as notified and reserved-category relaxations as in the common advertisement. Goa SC/ST +5; OBC +3; qualifying PwD +10 (with PwD-SC/ST +15 and PwD-OBC +13); eligible Ex-Servicemen as rules permit subject to the stated overall cap of 56 years. A minimum age is not mentioned in this notice.
Pay: Level 6, as printed. A specific rupee-denominated basic-pay range, gross pay or in-hand salary is not specified in the notification, so do not substitute a different employer's pay numbers.
A single OMR MCQ test with 75 marks in 90 minutes is prescribed: 30 for the role's subject field, 35 for common GK/reasoning/mathematics/computer awareness and 10 for Konkani. The paper begins with Konkani, and a minimum of 4/10 is mandatory before further evaluation. The applicant-category aggregate qualifying minima are UR/ESM 45%, OBC 40%, ST/PwD 35%, followed by written-score merit and document verification. Scientific Assistant (Microbiology) applicants must prepare the distinct technical 30-mark material rather than borrowing the syllabus of another role.
Official subject syllabus: General microbiology; marine microbiology; environmental microbiology; microbial physiology; microbial growth and identification; water and wastewater microbiology; coliform testing; MPN method; membrane filtration technique; microbial indicators of pollution; biological wastewater treatment; laboratory techniques; sterilisation and disinfection; sample collection and preservation; laboratory safety; quality control.
Common section: India/Goa general knowledge, environment, analytical reasoning, fundamental quantitative aptitude and basic computer topics. Konkani: Devanagari grammar, vocabulary, sentence construction/correction and comprehension. No section-wise additional subject marks beyond the official scheme are claimed.
Applications go online only via https://cbes.goa.gov.in/ from 11 to 30 November 2026. Applicants applying for more than one post should file a separate form for each. The notice does not specify an exact closing hour or a rupee application fee. Candidates must keep their registered email/mobile active and attach truthful supporting documents. The examination date and call-letter release are not yet announced. Candidates currently in government employment need an employer NOC.
Merit is derived from the written test, not educational percentage or additional marks for employment history. When written scores tie, the older candidate is preferred; if dates of birth are equal, the candidate with the higher education qualification ranks higher. A waiting list may be valid for up to one year. Verification of essential education, experience where relevant, 15-year residence, Employment Exchange, eligibility and category is mandatory before appointment.
Location: GSPCB's Saligao/Bardez, Goa office is the organisation's stated address; the advertisement does not promise a particular work desk or station at application time.
One single unreserved vacancy in this distinct Scientific Assistant role; no extra horizontal seat enumerated.
Master’s Degree in Chemistry or any branch of Environmental Sciences from a recognised University/Institution; knowledge of Konkani, valid 15-year Goa residence and Employment Exchange proof. No minimum numeric work experience specified for this Group B post.
Required: No · Description: No separate essential minimum experience specified for this scientific role.
Description: Government servants: up to +5 as applicable; SC/ST +5, OBC +3, eligible PwD +10, PwD SC/ST +15, PwD OBC +13; Ex-Servicemen under applicable rules; notified overall maximum 56 years.

This one-seat Scientific Assistant post has its own technical subject list. A Master’s in Chemistry or in any branch of Environmental Sciences meets the subject title stated on page 1; applicants do not need both Master’s degrees. The microbiology vacancy is a separate competition.
The 30-mark material covers general/analytical/environmental chemistry, water and wastewater measures—pH, BOD, COD, dissolved oxygen, TDS, TSS, hardness and heavy metals—plus soil/air pollution, monitoring, spectrophotometry, chromatography, instruments, preservation, quality and safety. The focus should remain on measurement purpose, method recognition and interpreting laboratory concepts; an unofficial numerical discharge standard should not be misrepresented as compulsory if it is not in the notice.
The pay notification is Level 6, not a stated rupee figure. No bonus points are assigned for additional degrees or experience; academic suitability grants eligibility, and the candidate's written score supplies merit.

The Laboratory Attendant has four positions: three UR and one ST. The notice separately marks one of these four for persons with benchmark disabilities, with the listed suitability covering certain locomotor disabilities (including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy). The horizontal seat must not be added to the four vertical posts; the notice does not say which particular UR/ST seat holds that horizontal marking.
The academic requirement is SSC/secondary-school pass from a recognised Board or Institution. The preferable background includes familiarity with chemical and glassware handling, operating basic office equipment and Marathi. Those are desirable, not substitutes for education, Konkani and residence. The main rule for a non-exempt applicant is at least one year of qualifying work experience by online application, under Government of Goa Notification 1/8/2023-PER/3522. The relevant PwBD order 1/8/2023-PER/2792 exempts eligible PwBD candidates from the Group C essential-experience requirement for posts reserved for their category; it does not automatically remove other conditions.
The subject exam covers Class X science, communication and general ability, laboratory apparatus, sample handling, chemicals, maintenance, safety and first aid, together with the common 35 and Konkani 10. The Board has not announced a separate skills demonstration. Selection remains based on the OMR merit after mandatory thresholds and document checks.
Essential academic qualification: Passed Secondary School Certificate (SSC) examination from a recognised Board/Institution.
Additional essential conditions: Knowledge of Konkani and a valid Goa 15-year Residence Certificate; valid Goa Employment Exchange registration is additionally demanded in the Board's detailed instructions. Documents should be valid on the online-application filing date.

The Multi-Tasking Staff vacancy is two seats: one UR and one OBC, of which one is earmarked for Ex-Servicemen. This is an inclusive horizontal reservation, not a third post. The notification does not identify the particular vertical seat to which the earmarking will be attached. Applicants claiming it must hold the competent authority's relevant welfare/Ex-Servicemen registration and proof.
There are two notified academic routes: recognised SSC/secondary-school pass, or a recognised course conducted by an Industrial Training Institute/equivalent trade, subject to the notice's applicability for technical work. In addition, at least one year of qualifying work experience is required under the annexed Personnel Department notification for Group C unless the specifically notified PwBD reserved-post exemption applies. A claim of one year's experience should be supported by evidence fitting the Government order; a school-leaving certificate is not experience.
The 30-mark block in the original scheme covers logic, general English, current affairs and quantitative aptitude, while the detailed syllabus adds basic office tasks, file movement, office equipment, sanitation, safety, waste segregation and conservation. There are also 35 marks of General Knowledge/common topics and 10 compulsory Konkani marks. The Board specifies no independent interview or computer speed test and awards no extra academic marks for merit.
Essential academic qualification: Passed Secondary School Certificate (SSC) examination from a recognised Board/Institution OR passed a course conducted by an Industrial Training Institute/equivalent trade from a recognised institution.
Additional essential conditions: Knowledge of Konkani and a valid Goa 15-year Residence Certificate; valid Goa Employment Exchange registration is additionally demanded in the Board's detailed instructions. Documents should be valid on the online-application filing date.
Desirable, not essential: Knowledge of Marathi and ability to operate office machines, including computers.
Experience: At least one year of qualifying working experience, as required for the Group C position by the 20 November 2025 Goa Personnel notification (Annexure B). The precise PwBD exemption in Annexure C applies where its eligibility conditions are met.

The applicant-category aggregate qualifying minima are UR/ESM 45%, OBC 40%, ST/PwD 35%, followed by written-score merit and document verification. Multi-Tasking Staff applicants must prepare the distinct technical 30-mark material rather than borrowing the syllabus of another role.
Official subject syllabus: Basic office procedures; handling and movement of files and records; office cleanliness and maintenance; basic knowledge of office equipment; workplace safety; general environmental awareness; waste segregation and disposal; water conservation; sanitation and hygiene; duties and responsibilities of Multi-Tasking Staff.

Verification of essential education, experience where relevant, 15-year residence, Employment Exchange, eligibility and category is mandatory before appointment.
