Recruitment-specific overview from the published record.
Advt. 01/2026 · University Grants Commission's Information and Library Network Centre · Gandhinagar, Gujarat
The opportunity is small—exactly three unreserved vacancies—but the three positions are not interchangeable. One is a one-year deputation assignment for a highly experienced library professional; one is a direct-recruitment lien vacancy whose continuation depends on the original lien-holder; the third is a direct-recruitment administrative role requiring five years of relevant service. Treating all three as ordinary permanent government jobs would lead applicants to the wrong decision.
Publication accuracy: The official jobs page marks this advertisement uploaded on 27 October 2026, while the downloadable PDF file includes 26.10.2026 in its filename. 31 October 2026 is the opening date for online applications, not a verified publication date. This guide covers Advt. 01/2026, not the separate older Advt. 02/2025, whose admit cards/results may also appear on the same official page.
| Post | Group | Seats | Vertical category | Appointment mechanism |
|---|---|---|---|---|
| Scientist-E (Library Science) | A | 1 | UR | One-year deputation |
| Scientist-B (Computer Science) | A | 1 | UR | Direct; lien vacancy |
| Senior Assistant / Office Assistant-II | B | 1 | UR | Direct recruitment |
| Total | 3 | UR 3 | Three distinct conditions |
No SC/ST/OBC/EWS vertical vacancies or separate PwBD roster has been printed in the vacancy table. This does not cancel legally applicable relaxation or application-fee exemption rules; those are different questions from how the advertised seats are classified.
The Centre is a UGC Autonomous Inter-University Centre working on national library and information initiatives such as ONOS, INFED, SOUL, Shodhgangotri, Shodh-Chakra, Vidwan, IRINS, NIRF and Vidya-Mitra. The post duties connect to those actual workstreams—library digitisation, networked information services, software, and university administration—rather than a generic office-job description.
View pie chart: Scientific versus administrative vacancies, INFLIBNET 2026
| Broad advertised professional area | Vacancies |
|---|---|
| Scientific / library technology roles (Scientist-E and B) | 2 |
| Administrative / finance-stores role (Senior Assistant) | 1 |
Reading the pie: 2 of the 3 seats (66.67%) are scientific/technology designations, 1 (33.33%) is administrative. This is a classification of the three published post titles, not an undisclosed reservation quota or additional six vacancies. Each title still has just one seat.

| Official jobs-page upload | 27 October 2026 |
| Online application opens | 31 October 2026 |
| Online submission closes | 20 November 2026, 5:30 PM |
| Printed application + documents must reach Recruitment Cell | 30 November 2026, 5:30 PM |
| Screening, written, skill or interview date | Not announced |
The second deadline is receipt, not dispatch. A printout posted on 30 November and delivered later would not meet the stated rule. Posting by Speed Post, Registered Post or Courier is specified, and missing enclosures can trigger rejection without another chance.
The advertisement prints 7th CPC basic-pay ranges, not a promised gross salary or take-home figure. The actual initial basic, allowances and NPS deductions follow applicable employment/appointment rules.
View bar chart: starting monthly basic pay by INFLIBNET post
| Advertised position | Starting basic pay (₹ per month) |
|---|---|
| Scientist-E (Library Science) — Level 13 | 123100 |
| Scientist-B (Computer Science) — Level 10 | 56100 |
| Senior Assistant / Office Assistant-II — Level 6 | 35400 |
| Position | Pay Level | Official basic-pay range (₹/month) |
|---|---|---|
| Scientist-E | 13 | ₹1,23,100–₹2,15,900 |
| Scientist-B | 10 | ₹56,100–₹1,77,500 |
| Senior Assistant / OA-II | 6 | ₹35,400–₹1,12,400 |
The Scientist-E starting basic is ₹67,000 above Scientist-B's starting cell; this is a grade comparison, not a prediction of what either particular recruit receives after pay fixation. Scientists' post nomenclature and the salary matrix do not override the one-year deputation or Scientist-B lien caveat. The notice also says usual applicable allowances and NPS coverage; it does not quantify gross/in-hand pay.
1 UR seat · Group A · Level 13 · age ceiling 45 years. The decisive eligibility issue is not merely a doctorate or the prestigious pay grade; the advertised route is deputation for one year and the required five-year APAR record must accompany both submissions. The original advertisement does not promise regular direct appointment against this post.
The notification's compact education line is easy to misread. It says “Ph. D + 9 Yrs. exp. OR M. Lib / M.L.Isc/ eqvt. + 15 Yrs relevant experience.” There are two separate qualification-plus-experience routes, not an instruction that every applicant must hold both a doctorate and MLIS. A relevant Master's with 14 years of experience falls short of the second route even if other academic accomplishments are strong. Likewise a fresh doctorate does not eliminate the nine-year experience condition.
| Advertised route | Degree evidence | Relevant completed years after the degree |
|---|---|---|
| Route A | Ph.D. | 9 |
| Route B | M.Lib. / M.L.I.Sc. / accepted equivalent | 15 |
What the text does not say: it does not separately name a compulsory doctoral subject, a percentage minimum, a computer certificate, or an age relaxation of a fixed number for this post. Do not convert a desirable skill into another essential degree. Qualification equivalence must be verifiable; an applicant with a foreign degree also needs the Centre's required AIU equivalence document.
The published job description is precise: work with university libraries on computerisation, creation of machine-readable databases, organisation of information services, professional training on computerised library operations and seminars. That describes an academic-library technology leadership position rather than ordinary book issue/counter duties.
A strong evidence file should connect claimed years to actual duties: library-information system rollouts, metadata/data-conversion projects, database service delivery, staff training or cross-university support. These are illustrative ways to describe relevant experience, not a separate official scoring formula. The employer's scrutiny committee decides whether past work satisfies the advertised relevance standard.
Advertisement p. 4, clause 9 expressly asks Scientist-E applicants to upload APARs covering the preceding five years and attach the same APARs to the hard-copy set. This is not optional because the qualification is senior-level. A candidate who submits degree and service certificates but no APAR file may have an incomplete application even if the nine- or fifteen-year condition appears to be met.
Deputation is subject to the Government of India's existing deputation rules. The notice does not spell out each feeder cadre, pay protection or deputation allowance in a separate table. Accordingly, no extra deputation-pay calculation should be promised. Serving candidates should seek proper-channel processing and any requisite employer NOC; where forwarding is delayed, the notice permits an advance copy, but the employer NOC must be produced when called for.
Case A: PhD + 8 relevant years. The PhD is real, but the printed route requires nine years; merit or publication count does not automatically cure the shortfall.
Case B: M.L.I.Sc. + 15 qualifying years. This can satisfy the numerical education/experience route, but deputation eligibility, APARs, channel requirements and overall age still apply.
Case C: MLIS + 12 years plus doctorate earned recently. Simply combining 12 years and the newer PhD does not mechanically establish nine post-PhD years under the Centre's post-qualification experience rule. Evidence and the qualifying route must be examined carefully.
Case D: 15 years in a library role before the Master's. General instruction 4 counts only relevant experience acquired after the prescribed qualification; earlier service cannot safely be counted toward the Master's route.
These are interpretations of explicit tests, not an official individual eligibility determination.
Prepare the employment chronology, notification of current appointment/regular service, degree award dates, appointment and relieving/continuity records, job-role-specific experience certificates, five APAR years, applicable NOC/proper channel record, relevant class/CGPA conversion formula, AIU equivalence where needed, and identity proof. Applicant should check that the online documents and the postal set match exactly. The notice does not promise a post-submission correction opportunity.
1 UR seat · Group A · Level 10 · age ceiling 35 years · Direct Recruitment against a lien vacancy. The notice says the appointment is likely to continue and be made permanent only if the original lien-holder does not return. If that person returns, the newly appointed candidate must vacate the post. This is a real condition and not an automatic permanent-job guarantee.
The original p. 2 expressly says that the appointment may continue and turn permanent if the existing lien-holder does not come back; if the previous holder returns, the new person has to vacate. It is therefore inaccurate to advertise this as an unconditional permanent appointment. It is also inaccurate to call the seat an ordinary fixed one-year contract: the precise source terminology is lien vacancy.
A useful due-diligence question: before accepting any offer, ask the Centre for the applicable terms explaining appointment/continuation and the operation of the lien. This is advice, not a term that the advertisement requires the employer to provide before application. INFLIBNET has not printed a date when the lien will be resolved.
The PDF line is “B.E./MCA/eqvt. + 1 Yrs. relevant exp”. Consequently, a candidate need not possess both B.E. and MCA; one recognised qualifying route plus one completed relevant post-degree year is the advertised minimum. The source does not add a specific BE-branch list, mandatory software certification, minimum percentage or Java/Python skill-test score in this short rule. The official designation is Computer Science, but the credential line should not be silently rewritten into an invented course roster.
| Educational route | Relevant post-qualification experience |
|---|---|
| B.E. | 1 year |
| MCA | 1 year |
| Accepted equivalent credential | 1 year |
The cutoff matters. General instruction 7 fixes qualification and experience as of 20 November 2026, unless an official change appears. A candidate awarded MCA on 1 December 2025 has not completed a full year by the cutoff even if their résumé says “experience 2025–26”. Any post-degree internship may only count if INFLIBNET accepts it as qualifying relevant experience; the advertisement does not publish a blanket internship-equivalence rule.
The published duty line identifies four areas: develop library-related software packages, set up networking facilities, advise university libraries on computerisation, and train library professionals in technology systems. The Centre also identifies programmes such as SOUL, IRINS, Shodhganga and institutional networking services. The job is not generic private-IT coding: it interfaces with higher-education libraries and information infrastructure.
How to write verifiable experience: describe the application/system, employer, time period, technology/service, responsibility and outcome. A production library application, IT integration for a university library, network rollout or user-training programme can help explain relevance if truly performed. Examples are editorial evidence guidance, not officially required named software or preferred sub-specialisations.
Relevant service before the date of the qualifying degree is not automatically counted, because general instruction 4 accepts only experience acquired after the prescribed qualification. For multiple credentials, choose the route you actually claim and document the relevant period after that degree. Training courses, a résumé claim or an employer's letter with no duration may not independently prove the published one-year threshold; prepare authentic appointment, project/responsibility and continuity records where available.
| Applicant situation | Reading of the printed conditions |
|---|---|
| MCA with 14 months genuinely relevant software/network experience after degree | Meets the numeric degree/experience route for review; full eligibility subject to verification |
| B.E. with 10 months relevant post-degree work | Below the one-year minimum at the closing cutoff |
| B.E. plus a one-year job completed before the degree award | Do not count it as post-qualification experience |
| MCA with four years library software work but age 36 | Above the published 35-year direct-recruit age before any applicable rule-based concession |
| B.Sc. Computer Science + one year, no equivalence approval | The source does not explicitly list standalone B.Sc. as an essential route; do not presume equivalent |
| Strong applicant wanting a guaranteed permanent appointment | Lien-return condition directly conflicts with that assumption |
These are applicant-facing examples of the notice, not a new screening policy.
1 UR seat · Group B · Level 6. The ordinary upper age limit is 30, with an explicitly printed 35-year ceiling only for employees of Central/State Government, autonomous bodies and universities. A private-sector applicant may satisfy the experience route without qualifying for that 35-year employee provision.
The source does not restrict the mandatory Bachelor’s credential to B.Com. It says a Bachelor’s degree of a recognised university with at least Second Class and five years in Purchase & Stores/Accounts/Establishment. A high-scoring graduate without five years is below the experience requirement; someone with a long career but a degree below the printed classification also must examine the minimum-grade condition.
B.Com/M.Com are DESIRABLE, not essential. So are experience/knowledge of Tally, PFMS, TDS/GST, Audit procedures/rules and Financial Statements. These are useful job-facing capabilities, but the recruitment notice does not convert all of them into independent mandatory software certificates. The applicant should clearly demonstrate whether work involved accounting operations, establishment, procurement, stores administration or a combination.
The notice recognises relevant experience gained at a University, Government, Autonomous Body OR reputed private firm. It does not say all five years must be in a government office. This matters to experienced private-sector accounts or procurement staff. But only relevant post-qualification periods are countable: general instruction 4 prevents treating service before the essential Bachelor’s qualification as qualifying experience without clarification.
| Experience profile | Relevant minimum in advertisement | What to document |
|---|---|---|
| Accounts / finance records | 5 years | Ledger/reconciliation, financial reporting responsibility, employer and dates |
| Purchase / stores | 5 years | Procurement, stock controls, purchase orders, vendor/payment records where actually performed |
| Establishment / administration | 5 years | Establishment files, employee matters, drafting, service records as actually performed |
The examples explain which evidence may connect to an official field; there is no separate advertised preference score or ratio for the three experience streams.
Ordinary upper age is 30 years. The original explicitly provides 35 years for employees of Central and State Government, autonomous bodies and universities. Those words do not include every private-sector candidate merely because a private firm can supply qualifying work experience. For example, a 33-year-old private accountant may have the required five years of job experience yet not automatically obtain the employee-category higher age ceiling. Any other category relaxation remains governed by applicable rules; the notice does not print another numerical age table.
Printed cutoff caution: the PDF specifically fixes qualifications and experience as at 20 November 2026; it does not separately print a universal age calculation reference date in the age table. Avoid inventing an age-as-on date where it is not explicitly stated.
The published duties are drafting and noting, administrative and establishment matters, finance and accounts, and purchase/stores. Strong candidates should be able to explain an authentic end-to-end workflow: who creates a proposal, whose approval is required, how a file note supports an administrative decision, how purchase and payment records are maintained, and how a financial exception reaches audit. Such questions are preparation guidance based on job duties, not a notified written-examination syllabus.
The position is Level 6, but the source does not give a gross/in-hand number or a guaranteed first increment. Appropriate allowances and NPS coverage are mentioned in general instructions. Unlike the Scientist-B opening under the same notice, this position is not designated as a lien vacancy.
Maintain the degree/marksheets showing Second Class, a chronological five-year relevant-employment record, proper employer experience/service certificates, detailed period-and-work evidence, identity documents, any applicable CGPA-to-class equivalence formula, and truthful declarations. If claiming the 35-year employee exception, include evidence of qualifying government/autonomous/university employment. Foreign degree holders require the AIU equivalence certificate under the Centre's stated instructions.
These are illustrations of the advertised tests, not personal eligibility certificates. All claims require original and relevant documents.
INFLIBNET's fourth general instruction recognises only relevant experience after obtaining the prescribed qualification. Candidates should prepare a dated timeline: date of qualification, employer, start and end dates, full-time/relevant responsibilities, project evidence and a verifiable experience/service certificate. The notice uses the online closing date (20 November 2026) for qualification and experience calculation, unless a later official amendment changes it.
For example, an applicant who earned the qualifying MCA on 1 December 2025 and began relevant employment that same day has less than one completed year on 20 November 2026. Counting calendar years 2025 and 2026 as “two years' experience” would be an incorrect interpretation. For Scientist-E the effect is much larger because the routes require 9 or 15 years.
| Applicant class under official fee clause | Payable application fee (₹) |
|---|---|
| Applicants not covered by an exemption (including General / OBC / EWS male applicants) | 1000 |
| SC / ST | 0 |
| Persons with Benchmark Disabilities (PwBD) | 0 |
| Ex-Servicemen | 0 |
| Women applicants | 0 |
The ₹1,000 charge is non-refundable and non-transferable and paid through SBI Collect. Eligible exemptions require the relevant uploaded document or certificate. A woman applicant is expressly fee-exempt under this advertisement even though the three vertical vacancy entries are UR. If applying for two different posts, the notice requires separate online applications and separate fee/payment treatment, with a separate signed hard-copy set for each.
Complete the official online application at the recruitment portal and retain its application number. Enclose ONE readable, self-attested paper set of the submitted form and all certificates/testimonials/supporting documents. The outer envelope should show the Application No. and Post Applied for; the sender's name, full address and mobile number are shown in the original envelope template.
Address for actual receipt by 30 November 2026, 5:30 PM:
Recruitment Cell, Information and Library Network Centre, Opp. NIFT, Infocity, Gandhinagar, Gujarat – 382007.
Use Speed Post / Registered Post / Courier as printed. The document does not offer email-only submission, hand delivery or a later grace day as an alternative. Online submission without the matching delivered paper package is not a complete application. An incomplete paper package can be summarily rejected.
The six-page advertisement permits a screening test, written test, skill test and/or interview depending on its eventual decision. It does not publish which of these will definitely occur for each post, paper duration, marks distribution, syllabus, negative marking, examination shift, roll-number list, admit-card release date or interview schedule.
Applicants can prepare meaningfully without turning job functions into a falsely “official syllabus”:
Preparation topics above are editorial guidance derived from the published job descriptions, NOT an officially notified examination syllabus. The Centre can shortlist using standards higher than published minimums; only shortlisted applicants receive email instructions. No published cutoff or rank list exists for Advt. 01/2026 in the original six-page notice.
The current posting is Gandhinagar, Gujarat. The Centre nevertheless states that selected employees can be required to work anywhere in India. The salary ranges are 7th CPC basic; applicable allowances and NPS terms may apply. The notice also calls for a Government Civil Surgeon's fitness certificate from the selected candidate and allows verification of credentials at any stage.
These service conditions are distinct from the eligibility of a candidate who is currently unemployed, the Scientist-E's deputation status, and the Scientist-B lien contingency.
Not specified: a 2026 exam timetable, exact post-specific written/skill syllabus, application count, shortlisting ratio, written/interview marks weightage, final selection result, and general-category minimum-age floor. None of those should be invented from an unrelated 2025 advertisement. The PDF also does not announce an unconditional permanent appointment for Scientist-E or Scientist-B.
Before 20 November, 5:30 PM: choose the right recruitment type, check degrees and post-qualification service, prepare reservation/exemption and employer documents, submit online and retain the receipt. Before 30 November, 5:30 PM: make sure the corresponding full self-attested application package has actually been received at the Centre. Keep the official jobs page and email inbox under observation for authentic recruitment updates.

B.E. OR MCA OR accepted equivalent with at least one year documented relevant experience acquired after that qualifying degree. No additional B.E. specialization or grade minimum independently announced in 2026 PDF.
Required: Yes · Description: At least one year relevant post-qualification experience with B.E. OR MCA OR accepted equivalent. Expected role covers library software, network facilities, library computerisation and technical training. · Minimum Years: 1
Description: Published age cap 35. General concession subject to Centre/GoI rules; no blanket numeric extension printed for this specific UR post.
This Group-A Level-10 opportunity carries ₹56,100–₹1,77,500 in monthly basic-pay matrix and an upper age of 35 years for direct recruits. There is one UR seat. The short educational rule says B.E. / MCA / accepted equivalent + one year of relevant experience. These are alternative educational pathways; a candidate does not need to hold both engineering and MCA degrees. The official PDF's qualification row does not explicitly spell out a required B.E. branch or an MCA minimum percentage, so neither is invented here. General instructions, however, require relevant experience after earning the qualifying degree.
The role's actual functional centre is digital higher education: software modules serving university libraries, network infrastructure, advising institutions about computerisation, and training library professionals. An applicant can prepare a clear portfolio: systems worked on, code/architecture scope, network operations, production deployments, support and user training. These are examples for evaluating relevance, not official examination units.
Read the lien clause before resigning elsewhere: This is direct recruitment against a lien vacancy. If the original holder does not return, the appointee may continue and eventually be made permanent. If the original holder returns, the new appointee will have to vacate the position. The advertisement does not give the return date or promise that the lien will lapse. Selection does not convert this contingency into a secure permanent role.
Submit both an online application and received hard-copy package, preserve experience evidence and degree conversions where applicable, and monitor email for any screening/written/skill/interview notice. No written syllabus, test duration, negative marking, future cutoff or exam timetable is confirmed in Advt. 01/2026.
Software packages for libraries, networking facilities, advice/assistance to university libraries for computerisation, professional training on technology.
Exactly one UR vacancy for this post. No separate other-category seat. The fee exemption for SC/ST/PwBD/Ex-Servicemen/Women is distinct from seat reservation.
Ph.D. + 9 years relevant post-qualification experience OR M.Lib./M.L.I.Sc./accepted equivalent +15 years, plus genuine eligibility for one-year GoI-rule deputation. Last five years APAR documents required. The official PDF does not further identify the subject of PhD.
Required: Yes · Description: Two ALTERNATIVE qualification-coupled experience rules: Ph.D.+9 relevant years OR M.Lib./M.L.I.Sc./equivalent+15 relevant years. General instruction: only experience after prescribed qualification counted. Deputation and 5 APAR years mandatory under published workflow. · Minimum Years: 9
Description: Published age cap 45. General concession subject to Centre/GoI rules; no blanket numeric extension printed for this specific UR post.
Only one UR Group-A seat; Level-13 basic ₹1,23,100–₹2,15,900; maximum age 45. Official p. 2 publishes TWO degree-plus-experience alternatives: Ph.D. + nine years relevant experience, OR M.Lib./M.L.I.Sc./recognised equivalent + fifteen relevant years. General instruction 4 counts relevant work after the qualifying degree and instruction 7 uses the 20 November online cutoff for qualification/experience. There is no mandatory doctorate subject, percentage threshold or uniform deputation-pay-fixation formula in the original six pages.
Assist university libraries in computerisation, machine-readable databases, information services, organising training in digital library operations and seminars. A library project CV should link employers and dates to such work with documentary proof rather than generic library membership claims.
This vacancy is deputation for one year under extant GoI rules. Source p. 4 clause 9 requires the last five years' APARs uploaded with the online form and attached with the post/courier set. Public-sector/university employees also must satisfy proper channel and NOC rules, with advance submission and later NOC where expressly permitted. Neither the old 02/2025 selection notices nor unrelated library-research experience should be passed off as a current 01/2026 exam date.
Fill and submit online by 20 November 2026, 5:30 PM, including fee/exemption proof and APARs. Deliver the signed one-set application with self-attested records, APARs, application number and exact post label to Recruitment Cell, INFLIBNET Centre, Opp. NIFT, Infocity, Gandhinagar 382007 by 30 November 2026, 5:30 PM. The institution accepts Speed Post/Registered Post/Courier. ₹1,000 applies unless exempt (SC/ST/PwBD/Ex-Servicemen/women). Selection procedures are to be announced; no fake syllabus, admit card or written-test date is inserted.
Senior library leadership, campus library automation, machine-readable database creation, information services and training/seminars for university library professionals.
Exactly one UR vacancy for this post. No separate other-category seat. The fee exemption for SC/ST/PwBD/Ex-Servicemen/Women is distinct from seat reservation.
Recognised Second Class Bachelor’s degree with five years qualifying post-degree Purchase & Stores, Accounts or Establishment experience at a University, Govt., autonomous body or reputed private firm. B.Com/M.Com, Tally/PFMS/TDS/GST/audit expertise desirable.
Required: Yes · Description: Five years relevant post-qualification work in Purchase & Stores, Accounts or Establishment at university/Government/autonomous body/reputed private firm. Prior period before qualifying Bachelor’s degree is not counted. · Minimum Years: 5
Description: Maximum 30 ordinarily and 35 for employees of Central/State Government, autonomous bodies and universities as expressly stated on p3; any further category benefit only as per existing Centre/GoI rules, no invented fixed extra amount.
The sole Group-B UR position has Level-6 basic pay ₹35,400–₹1,12,400. Ordinary maximum age is 30 years, while the original specifically allows 35 years for employees of Central/State Government, autonomous bodies and universities. This is not a blanket 35-year cap for private-sector applicants. Any additional relaxation must be validated under the Centre/GoI rules rather than inserted as an unverified numeric extension.
Essential qualification is a recognised Bachelor's degree with at least Second Class, plus five years of relevant post-qualification experience in Purchase & Stores, Accounts or Establishment. The eligible employer types explicitly include a university, Government body, autonomous body or reputed private firm. Thus an appropriately documented private-firm accounts professional is not excluded simply because the employer is not Government. However, having a commerce Master's does not reduce the five-year requirement.
The following are desirable, not hard filters: B.Com/M.Com and working knowledge of Tally accounting software, PFMS, TDS/GST, audit procedures/rules and financial statements. The task mix includes drafting/noting, establishment records, accounts/finance, purchase files and store management. Evidence should map each claimed employment period to these actual functions, not just say 'office work'.
Eligibility examples: (a) Second Class B.A. plus five documented establishment years can satisfy the printed essential route; (b) First Class B.Com plus four accounts years is still one year short; (c) Second Class B.Sc. plus five purchase/stores years may be suitable, even without a desirable commerce degree; (d) a 34-year-old regular university employee may have the stated 35-year category exception, whereas the same-age private candidate cannot take it for granted.
This is direct recruitment, unlike Scientist-E deputation; it is also not identified as a lien vacancy like Scientist-B. No specific 2026 computer skill-test speed, MCQ syllabus, negative-marking formula or scheduled test date has been published in the notice. Only authentic future website/email announcements can establish those stages.
Noting and drafting, administration and establishment matters, finance/accounts, purchase and stores tasks.
