About this Recruitment

Recruitment-specific overview from the published record.

Punjab & Sind Bank CCO 2026: why this is a senior control appointment, not an ordinary bank vacancy

Punjab & Sind Bank has announced one contractual Chief Compliance Officer (CCO) appointment through its Human Resource Development Department notice dated 14 October 2026. Online applications are open from 15 to 30 October 2026. This is a senior governance and regulatory-compliance role, not a probationary officer, manager recruitment batch, or regular clerical banking position. The Bank describes the post as professional services on contract. The official notice does not quote a guaranteed annual package: compensation is to be negotiated or finalised based on the selected candidate's suitability.

The most consequential application filter is not the graduation degree alone. Eligibility requires graduation and CAIIB, together with 15 years in banking or financial services, of which at least five years must fall within specified control functions. Candidates should not commit the non-refundable fee merely because they have spent 15 years in a branch network; what they did during those years matters. The Bank's online application closes 30 October, but age is assessed earlier, on 1 October 2026, while education and post-qualification experience are assessed on 30 October 2026. That split matters for borderline cases.

The distinctive business-head eligibility route: control functions, not just compliance titles

The notice identifies five qualifying domains within the 15-year professional career: Audit, Finance, Compliance, Legal and Risk Management. It then adds a definition many abbreviated job cards leave out: risk-management functions also include control functions within business lines. Therefore, a regional, zonal or business head with the requisite responsibility and experience in control functions for five years or more can satisfy that limb of the condition. This does not waive the overall 15-year banking/financial-services background, graduation or CAIIB.

The practical screening question is evidence, not job title. A senior business head may have had operational ownership of controls, supervisory observations, first-line risk sign-offs, inspection remediation or exception governance. The advertised exception creates an eligibility route for genuinely documented control-function work; it does not convert every branch sales target, routine business-development assignment or merely supervisory designation into five qualifying risk-control years. Candidates should prepare appointment orders, role descriptions, reporting responsibilities and dated examples of control work. The Bank retains discretion to assess these facts.

A simple but important distinction: fifteen years' total sector service and five years in a listed control function are nested thresholds. They need not automatically be added to become twenty years, provided the five qualifying years fall within the overall fifteen. Conversely, eleven years of total experience plus five years in one of these functions still falls below the published fifteen-year overall minimum unless the applicant has additional qualifying service.

Graduation + CAIIB is an AND requirement, not a desirable combination

The mandatory education line requires a graduate or equivalent degree from a Government-recognised university and CAIIB. The advanced qualifications in the subsequent line—Ph.D., MBA, LLM, CA, CMA, CS, CFA or a qualification in Compliance and Ethics—are desirable. They strengthen a profile but cannot silently replace mandatory CAIIB. A candidate who is a CA and MBA with extensive audit experience yet does not hold CAIIB should not assume eligibility on the strength of professional standing alone.

There is no specified minimum graduation percentage in this CCO notice. Do not graft an arbitrary 50%, 55% or 60% threshold from another bank's specialist advertisement onto this one. The experience section is headed Educational Qualification & Post Qualification Experience (as on 30.10.2026). Candidates whose degree, CAIIB or experience completion dates fall close to the deadline should document the actual achievement dates rather than claiming eligibility from an expected future result or an uncompleted module. The Bank will verify documentary evidence.

Age: forty completed, but not fifty-five—relaxations already included

The exact official wording is minimum 40 years and less than 55 years as of 01.10.2026, including all relaxations. “Less than 55” is not the same as “up to 55 inclusive.” On ordinary completed-age reckoning, the window is people who had attained 40 but had not attained 55 on the reference date; the approximate inclusive birth-date interval is 2 October 1971 through 1 October 1986, subject to the Bank's documentary method.

The notice already says the upper condition includes relaxations. It does not publish separate SC/ST/OBC/PwBD age additions to be stacked above 55. An external site's generic +3/+5/+10-year category table would conflict with this wording if presented as a rule for this vacancy. Nor should a candidate substitute the application deadline, 30 October, for the age cut-off. For example, someone who turns 40 on 15 October remains under 40 on 1 October for this particular age test.

What the CCO actually controls: Board accountability and regulatory independence

The official job description places the CCO close to the Board, Audit Committee of the Board (ACB), and MD & CEO. The officer must advise senior management on laws and supervisory expectations; maintain the Bank's Compliance Policy and manual; report compliance failures; oversee compliance testing; and make risk-oriented annual assessment plans available to Internal Audit. The role also includes promptly communicating major compliance risks and tracking correction of supervisory observations.

Two duties deserve particular attention. First, the CCO is the nodal point for the Bank's relationship with the RBI on compliance and is to participate in quarterly informal RBI discussions, with a stated alternative quarterly meeting route if the informal discussion is not held. Second, the CCO must participate in new-product committees so compliance is evaluated before a product or process goes live. These are not the tasks of a back-office checklist clerk: the employer is looking for evidence of judgement, independence and Board-facing communication.

The bank also lists monitoring of RBI Risk Mitigation Plans (RMPs), sustainable closure of Risk Assessment Report findings, regulatory reporting integrity including Tranche data, fair-practices standards, anti-money-laundering controls, foreign-exchange compliance under FEMA and timely responses to government or regulator correspondence. These references describe the breadth of the role. They do not create a new educational certificate, one fixed exam syllabus, or proof that the appointee will personally execute every technical control.

Interview evaluation: why a long CV alone is insufficient

There is no advertised mandatory written-test date or CBT pattern for this specific CCO appointment. The notified route is application scrutiny, shortlisting based on seniority/relevance/credentials, a personal interaction or interview, and verification. Final merit is based on the marks obtained in interview. The Bank reserves discretion in setting shortlisting parameters, and minimum eligibility alone does not assure an interview call.

The selection committee may assess an applicant's understanding of credit, market, operational, liquidity, technology, cyber and climate risks, alongside leadership, independent judgement, regulatory awareness and ability to interact with the Board. That wording favours specific decision narratives. A strong candidate can explain an actual compliance failure detected, the governing regulation, the remediation timeline, evidence of sustainability, escalation to the right committee and how independent challenge was preserved. Never claim an invented test syllabus, numerical cut-off, 1:3 shortlist, computer test, negative marking or interview date; none is fixed by this CCO advertisement.

Candidates called for interview must bring original records and attend at their own cost. The call letter is sent by email. Public-sector and government employees, including staff of banks, must furnish a No Objection Certificate (NOC) at interview, not merely promise to produce one after joining. A selected employee will also need appropriate relieving/discharge proof before taking up the contract.

The three-year contract and negotiable pay: compare the actual offer, not an invented CTC

The Bank says the fixed contractual tenure is at least three years, with extension possible at the Bank's discretion and subject to performance. The appointment creates no claim to regular absorption. Compensation is negotiable/finalisable, not a disclosed Rs 20 lakh, Rs 30 lakh or Grade-VII salary. An applicant comparing opportunities should ask for the written annual fixed cash amount, any performance-linked elements, tax treatment, termination conditions and precise scope of reimbursable expenses before accepting. Those are prudent comparison questions, not benefits guaranteed in the published notice.

The notice expressly disapplies PF, gratuity and pension for this contract and says no benefits beyond the notified terms are payable. Working hours, weekly offs and holidays follow the Bank's serving employees. Paid leave is 30 days per calendar year, but no more than five days at a time; unused leave lapses at the end of the contract year, and absence above the 30-day allocation draws proportionate deduction from consolidated payment. As a result, “30 days paid leave” should not be misreported as a right to take one uninterrupted 30-day vacation or as an encashable leave balance.

The preferred posting is Head Office/Corporate Office, but the Bank may place the CCO at any office in India for administrative reasons. Do not identify the printed HRD correspondence address in New Delhi as an irrevocable contractual posting guarantee.

Application fee: Rs 1,000 base, Rs 1,180 payable with GST

The notice sets a non-refundable Rs 1,000 application fee plus GST, and explicitly computes the payable total as Rs 1,180 whether the tax is CGST+SGST for New Delhi or IGST for outside New Delhi. Any bank transaction charges are borne separately by the applicant. No fee-exemption table for reserved categories is supplied in this advertisement; do not import SC/ST/PwBD waivers from NABARD or other bank notifications.

This is a fully online-only application through the Bank's recruitment page and its linked TMI Network application flow. Cash, cheque, money order or postal-payment routes are not alternatives. The advertisement warns that once an application is made it cannot be withdrawn and the fee cannot be refunded. The time-of-day closing hour is not supplied in the PDF; therefore 30 October is the verified calendar date and no 5 PM or 11:59 PM deadline should be fabricated.

How to submit safely: bank-authorised form, upload formats and final checks

Open the official Bank recruitment page, find ENGAGEMENT OF CHIEF COMPLIANCE OFFICER (CCO), follow its Apply Link, and complete the associated online form. The Bank itself links to the CCO application landing page; this bank-authorised third-party form is distinct from unrelated job-portal advertisements. Read the original 10-page notification first.

The PDF asks for scans of photograph, signature, thumb impression, handwritten declaration and supporting education, experience, reservation and DOB records as applicable. The listed image formats are PNG/JPG/JPEG/BMP/GIF; scanned documentary attachments must be in PDF form. Names should match official records. When multiple applications are made, only the last complete valid application is retained; duplicate interview appearance for one post can cancel candidature. Keep email and mobile active because interview notices are sent to the registered email, and verify the final form and fee receipt before the deadline.

The handwritten declaration affirms that the information in the online form is correct and supporting documents will be produced when required. Applicants should write it themselves according to form instructions. Do not assume that submitting a résumé by email to the HR department is an accepted substitute for this recruitment's online form.

Evidence pack and candidate decision examples

Scenario 1 — Chief Manager, 17 years' service, 6 years documented regional control responsibility, Graduate + CAIIB, age 49: the specific business-line control route may be relevant, subject to the Bank's interpretation and documentary verification. Emphasise business-control oversight rather than treating regional-head status as automatic qualification.

Scenario 2 — Chartered Accountant with 18 banking years and 7 years audit, but without CAIIB: the attractive professional background does not resolve the advertisement's explicit mandatory CAIIB requirement. Additional CA/MBA/LLM/CFA qualifications are desirable only.

Scenario 3 — CAIIB holder aged 41 with 12 financial-sector years, 6 in compliance: five function years do not cure the shortfall against 15 overall years. These are nested conditions, not interchangeable totals.

Scenario 4 — MBA banker aged 55 on 1 October: the original rule is “less than 55 including all relaxations.” Treat 55 as beyond the notified condition despite generic relaxation tables elsewhere.

Scenario 5 — highly experienced CCO prospect with expected CAIIB result after 30 October: future completion is not evidence that the mandatory qualification was held by the notified educational-qualification date. Seek a written clarification from the Bank rather than entering an untrue completion date.

The most useful preparation pack is a chronological employment record with joining/relieving dates, documented business or independent-control responsibilities, regulator/audit remediation examples, governance reporting work, professional qualification certificates and the NOC if applicable. Interview claims should be verifiable without disclosing confidential customer data or internal privileged information.

Answers to questions that matter before paying the fee

Is CAIIB optional for candidates with CA, MBA or more than 15 years? No. The official mandatory line pairs graduation and CAIIB; the other listed degrees are desirable.

Does branch, region or zonal leadership count? Potentially, when it involved at least five years of real control-function responsibility, as expressly described in the risk-management note; designation alone is not a blanket waiver.

Is the salary Rs 30 lakh? No amount or band is published for this CCO post. Compensation will be negotiated according to suitability.

Can a candidate aged exactly 55 apply using SC/ST/OBC relaxation? The advertisement uses “less than 55” and explicitly says all relaxations are already included. Do not apply a generic additional relaxation.

Where will I work? Head Office/Corporate Office is preferred; transfer or appointment to another Indian office remains possible.

What is the entrance exam date? A separate written exam timetable is not notified; shortlisted candidates are called for an interview, with final merit based on interview marks.

Is the fee Rs 1,000 or Rs 1,180? Rs 1,000 before GST, Rs 1,180 including GST, plus any payment gateway/transaction charges.

Is this permanent bank employment? No. It is a minimum-three-year contract with possible discretionary extension and no right of regular absorption.

Does the application close at midnight? The PDF confirms 30 October, but does not specify a closing clock time; applicants should finish before the last day rather than assume 11:59 PM.
