Exam identity: Junior Engineer (Civil) written/OMR selection under JKSSB Advertisement Notification No. 11/2026, dated 27 October 2026, for 458 UT-cadre posts across Jal Shakti Item 266 (282) and Public Works R&B Item 267 (176). This is not an engineering examination announced by another board, a common national JE paper, or a previously published JKSSB syllabus recycled under a new date.
The crucial promise of the notification is narrow but consequential: objective multiple-choice written/OMR questions, in English only; each incorrect answer loses one-fourth of that question's marks; merit for these JE posts comes from written/OMR performance. No interview, CBT-2, physical-efficiency test or qualifying skill trade test is identified in Annexure-A. Original-document verification is subsequently mandatory.
⚠️ Pending official releases: JKSSB has not yet specified the exam date, duration, number of questions, total marks, topic-by-topic official syllabus, city/venue, qualifying cutoff, shift, answer-key publication date or final result date for Advertisement No. 11/2026. A full, authoritative exam page must say these are pending rather than filling them with a coaching centre's assumptions.

The Board may issue further instructions governing the actual exam. This page will not claim those future notices already exist. Applicants should check the official JKSSB notices for changes.
Only two item numbers participate in this advertisement. Their seats share a recruitment authority but correspond to different employing departments. A candidate's paper outcome and item preferences are distinct from the category roster that governs eventual selection.
📊 Compare the two exam-linked JE Civil item allocations
| Exam-linked item | Vacancies |
|---|---|
| Jal Shakti — Item 266 | 282 |
| PWD R&B — Item 267 | 176 |
Within those 458 posts the overall vertical roster is OM 184, SC 37, ST-1 46, ST-2 46, OBC 36, ALC/IB 18, RBA 45 and EWS 46. Seat shares are not question shares. There is no official justification to tell an RBA applicant there will be 45 easier questions or to infer an exam qualifying mark from their seat count. PwBD/ESM horizontal rules must not be added as fresh vacancies.
The published clause says final selection is on merit obtained in the written/OMR examination only. That means no separate interview-score percentage or 85:15 weighting can be manufactured here. An applicant still has to prove the declared civil qualification, valid J&K domicile, category claims and age eligibility at document verification; an otherwise high score cannot cure a disqualifying missing document.
JKSSB has not supplied minimum qualifying percentages, minimum OMR marks or a normalization formula in this 16-page notice. If a subsequent notice creates additional paper logistics, it must be treated as a new official update, not retroactively inserted into October's document.
| Parameter | Status under Advt. 11/2026 |
|---|---|
| Mode described | Written/OMR examination |
| Question format | Objective multiple choice |
| Language | English only |
| Wrong answer penalty | −¼ of the marks assigned to that question |
| Maximum marks | Not specified |
| Total questions | Not specified |
| Duration | Not specified |
| Topic-wise syllabus/weightage | Not specified, to be announced separately |
| Exam date and centres | To be notified separately |
Negative marking explained exactly: if a particular MCQ is allotted 2 marks, an incorrect response would deduct 0.5; if allotted 1 mark, the penalty would be 0.25. This is arithmetic illustrating the one-fourth rule, not evidence of the mark assigned to the real 2026 question paper. There is no official evidence that the paper has 100 questions, 120 minutes or a 120-mark total. Do not copy these numbers from an older JKSSB recruitment or unrelated syllabus PDF.
A cautious candidate should plan for careful elimination and accuracy rather than volume-based blind guessing. The paper language being English makes familiarity with English technical civil-engineering terms useful even for applicants who otherwise study in Hindi or Urdu.
Official status: Section 11 of the JKSSB advertisement says the syllabus will be notified separately. The JKSSB syllabus page contains syllabi for various other notifications. Their headings must be checked before they are cited as the syllabus for No. 11/2026, Item 266/267.
The following is a sensible academic self-audit for someone eligible by a 3-year Civil Engineering Diploma / Civil Engineering Degree / AMIE Sections A and B. It is not an official list of JKSSB subjects, question counts, reserved topic weightages or guaranteed inclusions.
| Study cluster (unofficial) | What to review from your own qualification |
|---|---|
| Engineering Mechanics & Strength of Materials | Equilibrium, stress/strain, flexure, shear and structural basics |
| Surveying | Levelling, measurement, errors, traversing and practical field calculations |
| Building Materials & Construction | Concrete constituents, masonry, foundations, construction methods |
| Concrete Technology & RCC | Mix properties, reinforced sections, serviceability and code awareness |
| Steel Structures | Tension/compression, connections and structural fundamentals |
| Soil Mechanics & Foundations | Soil index properties, effective stress, bearing and settlement concepts |
| Fluid Mechanics & Hydraulics | Flow behaviour, pipe/open-channel fundamentals, hydraulic structures |
| Water Resources & Public Health | Hydrology, irrigation, environmental engineering and water services |
| Highway & Transportation | Pavements, geometric design, materials and traffic basics |
| Estimation & Project Practice | Quantity take-off, rate analysis, engineering drawings and construction management |
Use the official forthcoming topic notice to establish priorities. Until then, organise university/diploma notes by concept and calculation type, work error-checked objective practice, and maintain a revision notebook. If the Board later publishes a narrower pattern, immediately switch to that actual official list. A candidate should not buy a course based on a screenshot falsely attributed to a “JKSSB JE 2026 syllabus”.
Before 30 November 2026: first confirm whether the Civil Diploma, Degree or AMIE route is valid; secure J&K domicile and timely category certificate; check DOB boundaries. Map technical fundamentals through your own institution's curriculum and refresh objective engineering calculations.
Application window (30 Nov–29 Dec): do not sacrifice correct document uploads or item preferences for extra practice hours. Complete online application, online fee and the correctly-sized signature/category files while the portal is operational. Keep a copy of the final form; a changed preference after submission is not promised.
After the separate syllabus notice: allocate study time according to that scope, not a generic coaching weightage. Practice time-bound objective sets if the announced paper has a duration; make an error journal and track wrong-answer penalties. Focus on concept understanding over unverified “sure-shot” topic distributions.
When the date and admit card appear: shift from adding new topics to reviewing known errors, making a travel plan to the assigned centre and arranging identity/photographs. Do not assume all UT districts or your hometown are included as an examination centre, because the advertisement has not published a centre roster.
Let each example question be worth a hypothetical 1 mark. A practice set of 60 correct, 15 wrong and 25 unattempted would yield 60 − (15 × 0.25) = 56.25. Another practice set with 55 correct and 5 wrong yields 53.75, so more attempts do not automatically mean better final marks. These examples illustrate score discipline and are not from the actual JKSSB 2026 paper. The real paper's mark-per-question, item count and score scales remain unpublished.
Before deciding whether to attempt an uncertain item, use the actual option-elimination evidence and your error rate, not a rumour about automatic normalization or a minimum passing mark. The official rule penalizes each wrong answer by one-fourth of marks assigned to that question.
Section 12 states that roll numbers and admit cards will be issued to provisionally accepted candidates; download should be available roughly one week before the future exam, with a confirmed date notified separately. There is no postal delivery of roll-number slips. Use the official site and print the card once the Board releases it; unknown mirror links are not a substitute.
Carry: printed admit-card/roll-number card, at least two colour passport photos taken within six months with date indicated, and an original approved photo ID—Aadhaar or printed e-Aadhaar, electoral ID, licence, PAN, passport or accepted institution/employer identification. Match identity and parental names to the matriculation record and admit card. If a venue instruction is later more specific, follow that newer official direction.
Prohibited: phones, smart watches, Bluetooth devices, electronic media/storage and AI-enabled devices, even switched off, are specifically barred. There may be frisking, DFMD scanning, biometrics and facial-recognition checks. Do not arrive with valuables expecting a safe-deposit service—the notice disclaims such arrangements.
Not yet known: admit-card live download link, issue date, exam shift, centre list, seat allocations and reporting time. Do not attach placeholder admit-card objects or invented dates in the recruitment lifecycle.
Eligible PwBD candidates can request scribe and/or 20 minutes of extra time per hour of exam, subject to official proof and the specified certificates. The candidate has to arrange their own scribe. A scribe cannot be another candidate for the same examination, a relative, or a student of the exam centre's institution. The scribe's educational level must be below the applicant's and must not exceed the prescribed minimum qualification for the JE post; a false declaration can destroy the candidate's claim.
Annexure-B is the medical authority's certificate on limitation to write; Annexure-C is the candidate's own-scribe undertaking. Depending on applicability, carry disability certificate, writing-limitation certificate, scribe's education and ID copies, and the candidate/scribe signed ID-copy evidence. Provide them to the observer as directed. The Board advises PwBD candidates using these facilities to reach the centre at least one hour early to complete checks.
Do not treat “PwBD” as an independent extra bucket to be added to the 458 reserved seats. The controlling disability suitability and horizontal-reservation rules remain those in the JKSSB notice and competent regulations.
A candidate who has written the examination may later see a Board result, shortlist, answer key or objection instruction. None of these documents, their dates or download URLs is already specified in No. 11/2026. Accordingly, the current linked recruitment has no fabricated Answer Key, Result or Cutoff objects. When a real JKSSB release appears, its title, publication date, applicable item/department, candidate-facing official URL and status can be added with correct exam identity.
Document Verification is substantive, not routine: original Civil degree/diploma/AMIE completion, qualification obtained by the cut-off, current domicile, valid category certificate, DOB identity, application print and the prescribed photo IDs must match. For a qualifying degree from a recognised institution outside J&K other than a Central University, the notice provides for a Bonafide Certificate in the prescribed form from the institution's Controller/Registrar. ESM applicants may need Form-XIV and associated affidavit. A missing original or failure to attend DV can defeat provisional merit.
The stage sequence thus remains: eligible application → objectively marked OMR exam → merit/shortlisting → original-document verification → final appointment under UT rules. No interview is specified for either JE item. Do not claim a pre-announced interview letter, answer key, merit cutoff or joining date.
1. Is the paper a CBT? The advertisement uses written/OMR, not a confirmed computer-based examination. Await the board's actual logistics notice.
2. Is the paper bilingual? No; the objective questions are stated to be in English only.
3. Does the notice say 100 questions or 120 minutes? No, neither total nor duration is published.
4. Is there negative marking? Yes, one-fourth of the marks assigned for each wrong answer.
5. Is an interview included? No, item-wise merit is specified from written/OMR marks only.
6. Are the syllabus topics confirmed? Not yet. A separate official syllabus notice is promised.
7. When will the admit card be available? Roughly one week before a future exam date, once announced; no exact date now.
8. Do I need a J&K domicile to take the test? The vacancy requires valid UT domicile by the 29 December 2026 cut-off; a provisional exam admission does not waive this condition.
9. Are Item 266 and 267 interchangeable? No, they are different departmental choices with independent reservation rosters; both have Level-6 pay.
10. Does a good OMR score guarantee appointment? No, original-document verification, reservation/age eligibility and final merit-cum-preferences still apply.
11. Do I post the printed application? Ordinary candidates are explicitly told not to send online application hard copies to JKSSB; in-service applicants have a separate proper-channel procedure.
12. Can I see the future answer key or cutoff today? No official release is identified in the original 16-page notification; do not trust fabricated links.
