CAT Judicial Member 2026 — ScSC Personal Interaction and Selection Guide

CAT Judicial Member Selection 2026 — Professional Interaction, Eligibility Evidence and Service-Law Review

Central Administrative Tribunal | DoPT A-11013/1/2025-AT | Four Judicial Member appointments | Issued 5 November 2026

1. The actual announced selection method

The Department of Personnel and Training's ten-page circular states that a Search-cum-Selection Committee (ScSC) will scrutinise candidates' qualification and experience, shortlist suitable applicants for personal interaction, and make its recommendation after an overall evaluation. There is no notified MCQ or descriptive written examination, no fixed interview marks, no qualifying cutoff, no subject-wise official written syllabus and no interview date. The following is therefore a professional selection-preparation guide, with the selection method separated clearly from useful study themes.

Announced stageWhat the candidate needs to demonstrateStatus
Eligibility and documentary reviewOne recognised eligibility route, correct dates/grade, Annexures I–III as applicableConfirmed in circular
Shortlisting by ScSCStrength and relevance of qualifications, judicial/service law experience and suitabilityConfirmed
Personal interactionAbility to explain real career record and respond to committee discussionConfirmed, date not announced
Overall committee evaluationCombined consideration of qualifications, experience and interactionConfirmed; no published point split

No separate exam centre, hall ticket, answer key, objection window, negative marking or merit-score formula has been published. The form's detailed descriptions and certified records are not extra exam events: they are core evidence for the committee.

2. The work for which the committee is assessing suitability

CAT hears service disputes in the jurisdiction established by the Administrative Tribunals Act, 1985. A Judicial Member is expected to bring independent legal judgement to service-law adjudication, sound application of statutory provisions, procedural fairness and a reasoned approach to contested records. The Tribunal's institutional setting is not identical to an appellate criminal or general civil court, and the member's professional thinking should account for that specialised service-law remit.

Before personal interaction, revisit the architecture of public employment litigation: what kinds of service disputes fall before the Tribunal, which matters require particular procedural care, how rival legal submissions and administrative records are assessed, and how decisions must be reasoned. The interview committee has not published an official topic list; the topics below are relevant preparation material inferred from the institution's actual role.

3. Suggested professional-knowledge areas (NOT an officially issued written syllabus)

A. Statutory powers and institutional role of CAT

Review the Administrative Tribunals Act, 1985 and the structure, jurisdiction and decision-making role of CAT. Be prepared to distinguish the position of a tribunal adjudicator from an advocate, departmental legal adviser or ordinary disciplinary authority. Revisit how procedural directions, case management, records and final adjudication require fairness and judicial discipline. Focus on accurate interpretation of the legislation rather than memorised claims about an unnamed entrance test.

B. Constitutional and administrative-law principles affecting public servants

Review the constitutional principles governing public employment, equality and fair administrative action, and the principles of natural justice where service disputes involve appointment, promotion, seniority, disciplinary action or pension. An adjudicator's strength is in distinguishing whether a legal right exists from whether administrative discretion has been exercised lawfully. Relevant Constitution provisions and current binding precedent should be checked against authoritative current legal sources; the advertisement does not enumerate particular Articles for testing.

C. Service jurisprudence and proportional decision-making

Be able to explain principles relevant to disciplinary proceedings, procedural safeguards, the roles of rules and office orders, the evidentiary significance of records, delay and limitation where relevant, and remedies that respect the Tribunal's statutory remit. Discuss the boundary between correcting a legal error and substituting the Tribunal's personal view for permissible administrative judgement. These are case-analysis competencies, not guaranteed future questions.

D. Judicial method, ethics and quality of reasoned orders

Practise a concise presentation of the issue, applicable legal rule, relevant chronology, parties' strongest submissions, analysis of documents and reasoned outcome. A measured response should acknowledge counterarguments and unresolved facts. Committee members can assess an applicant's professional judgment from the quality and integrity of explanations; no specific judgment-writing examination is announced.

E. The new tribunal appointment framework

The circular explicitly refers to the 2026 National Tribunals Commission/qualification rules and the Tribunal Reforms Act, 2026, including the transition of the ScSC process. Understand the specific four entry routes, five-year/age-67 term, ₹2,25,000 fixed monthly salary subject to gross-pension deduction, and reappointment provisions. A candidate should be able to discuss the institutional changes accurately without asserting an additional written test or an automatic extended tenure.

4. A route-specific preparation strategy

Serving or former High Court Judge

Prepare an accurate service chronology and a short, well-organised account of decisions or experiences relevant to administrative and public service disputes. The circular does not print an additional minimum High Court tenure threshold. As appropriate, obtain institutional certifications and maintain confidentiality of non-public judicial material.

District Judge / Additional District Judge — 10 years combined

Prepare a dated breakdown of each relevant judicial posting in the two specified cadres. A cumulative ten years in the roles named must be shown. Reflect on procedural management, reasoned orders, and whether your record includes service-law, administrative or allied adjudicatory questions. Do not inflate the time spent in unrelated lower-cadre judicial service into the named combined period.

Advocate — 10 years with substantial service-matters litigation

The requirement is not satisfied merely by saying 'ten years of practice'. Prepare case-based evidence of substantial service-law litigation in CAT, Armed Forces Tribunal, a High Court or the Supreme Court; separate those matters from unrelated commercial, criminal or property litigation. The prescribed form asks for enrolment number, professional chronology, court/tribunal case details and five-year annual-income evidence with ITRs. Identify a selection of truly representative matters, noting the role you played, the applicable legal question and defensible learning without overstating how each case ended.

Indian Legal Service — Grade I or above

Bring a clear record of present/former ILS membership, grade, dates and role. A government legal job title does not automatically prove appointment to the Indian Legal Service Grade I. Explain genuine adjudicatory, drafting, tribunal-facing or legal-service work where relevant. When still in service, attend to proper-channel forwarding, clearances and retirement/resignation conditions early.

5. Annexure I deserves significant written preparation

The original application asks for more than marksheets and a CV. Prepare a complete, reverse-chronological record of higher education and service/professional experience; show specific roles and dates. It separately requests a 200-word adjudication experience write-up where relevant and five major achievements, up to 200 words each. Make these factual and specific. A useful structure for each achievement is: context → precise responsibility → real legal or administrative issue → action/analysis → verifiable result or contribution. The form gives no official scoring rubric for those narratives.

If you refer to cases, distinguish reported/unreported orders and keep sensitive information confidential. Avoid claiming ownership of decisions made by a bench or client work performed by other advocates. Include professional affiliations and awards only where accurately applicable; explicitly complete a question as 'not applicable' rather than leaving mandatory headings unanswered.

6. The time windows in the document: do not confuse them

📊 CAT Judicial Member — official record look-back periods

Record requestedDocumented years
Major/minor penalty details of a service officer10
CR/APAR/ACR record to be duly attested, where applicable5
Annual income plus ITRs for advocate applicants5

All numbers are official look-back periods; none of them is an interview score. The two ten-year eligibility pathways in the circular are a separate issue. A member of the Indian Legal Service cannot be forced into a fabricated ten-year duration merely because another route uses that threshold.

7. Preparation for personal interaction — practice with your own real work

Useful rehearsals should be grounded in your actual record: explain your qualifying route in 60–90 seconds; identify one genuine complex service dispute or decision and why it was difficult; articulate how you balance administrative efficiency with natural justice; outline how you would structure a reasoned order; and discuss circumstances when institutional independence, conflict of interest or impartiality becomes especially important. None of those prompts is claimed to be a past CAT question or officially published interview question bank.

Do not present unverified numerical case-disposal statistics, fictional reported-case citations or invented legal holdings. If asked about a judgment or statutory provision, it is better to say what you can substantiate than to assert a speculative rule. Be prepared to explain why a tenure-based tribunal appointment is appropriate for your professional stage, its all-India posting possibility and the age-67 term limit.

8. The three annexures and service clearances

Official partCandidate / authority responsibility
Annexure I (pp. 4–7)Candidate's fresh/reappointment choice, profile, service record, legal experience, key achievements and signed declaration
Annexure II (p. 8)Employer/forwarding authority certificate; integrity, service and applicable APAR certification
Annexure III (pp. 9–10)Vigilance particulars certified by CVO/HOD, with preceding ten years' service/disciplinary history

For serving officers, the first step is often obtaining the necessary cadre clearance, five-year Group-A-attested CR/APAR, integrity/vigilance clearance and penalties history; a properly certified dossier should be obtained through the official employer. For advocate-stream applicants, the Annexure I professional record and five years' ITR/income papers are central. Follow the announcement's ‘where applicable’ distinctions instead of falsely claiming every private advocate must produce a government employer's APAR dossier.

Page 7 contains a signed declaration against withdrawing after the committee meeting, declining selection and failing to join within 30 days of the appointment order, with warning of possible three-year debarment from specified appointments. The candidate should read this wording carefully before signing and sending an original application.

9. Key dates, communication and travel

MilestoneConfirmed position
Circular issued5 November 2026
Last date/time the application must physically reach DoPT20 December 2026, 5:30 PM
Personal interaction shortlist and dateNot specified in the circular
Tribunal appointment/joining dateNot announced; the Annexure I declaration references joining within 30 days after appointment order

Send the neatly typed original to Secretary, DoPT, Kartavya Bhawan–3, Central Secretariat, Kartavya Path, New Delhi–110001, through proper channel where required, by hand or Speed/Registered Post. Do not equate a dispatch receipt with delivery. The date is a Sunday as printed in the circular: the department has not supplied an alternative ‘next working day’ date in this notice. The examination-specific future notices should be followed from the original DoPT/CAT sources; no date should be fabricated.

10. Final three checks before the interaction

Professional credibility: Can you substantiate every service date, grade, court, experience assertion and notable case? Institutional understanding: Can you articulate CAT's service-law function, fair adjudicatory process and the 2026 appointment/service framework? Procedural readiness: Have the signed annexures and career documents reached DoPT in time, and do you understand the tenure, pension-adjustment and all-India posting rules?
