Orissa High Court District Judge Direct Recruitment Examination 2026
Orissa High Court District Judge Direct Examination 2026 — Official Three-Paper Syllabus and 230-Mark Merit Calculation
Advt. 03/2026 | District Judge Direct Recruitment | High Court of Orissa
This is the examination for 38 District Judge direct-recruitment vacancies, including the notified reservation for UR, SEBC, SC, ST, women and eligible PwBD candidates. The written test has three two-hour, 100-mark papers. General English is a qualifying paper; it is not added to the final merit marks. The interview has 30 marks. The recruitment notice dated 4 November 2026 does not specify written examination or interview dates.
📚 Written Paper I — Civil Law (100 marks; two hours)
📊 Paper I marks by civil-law component
| Component | Marks |
|---|---|
| Code of Civil Procedure, 1908 | 30 |
| Personal Laws | 30 |
| Property, relief, limitation, contracts and other listed laws | 40 |
Group 1 — Code of Civil Procedure, 1908 (30)
The Code of Civil Procedure is the first separately weighted subject in Paper I. It has 30 dedicated marks, meaning that marks allocated to this Act cannot be counted again toward the general statutory group. Candidates should read it in the context of the District Judge's civil jurisdiction, while recognising that the notification names the Act rather than an individual chapter-by-chapter sub-syllabus.
Group 2 — Personal Laws (30)
Personal Laws is the second standalone 30-mark group. No separate statutory division of these 30 marks is notified. Do not assume a fixed split between marriage, succession, guardianship or other personal-law areas.
Group 3 — Statutory Civil Laws (40)
The following are named together for 40 marks, rather than 40 marks for each Act:
The Transfer of Property Act; the Specific Relief Act; the Limitation Act; the Law of Contract; the Odisha Consolidation of Holdings and Prevention of Fragmentation of Land Act; the Odisha Estate Abolition Act; the Odisha Land Reforms Act; the law relating to motor accident and claims; the Arbitration and Conciliation Act, 1996; and the Commercial Courts Act, 2015.
Several of these statutes concern Odisha land tenure and administration. Unlike an all-India general law paper, the High Court specifically requires Odisha's consolidation, estate abolition and land reform framework. Also note that motor-accident claims appear in the direct-recruitment civil paper.
⚖️ Written Paper II — Criminal Law (100 marks; two hours)
📊 Paper II criminal-law component marks
| Component | Marks |
|---|---|
| CrPC 1973 and BNSS 2023 | 30 |
| IPC 1860 and BNS 2023 | 30 |
| Evidence Act 1872 and BSA 2023 | 30 |
| Special criminal and regulatory statutes | 10 |
Criminal procedure — 30 marks: The Code of Criminal Procedure, 1973 and Bharatiya Nagarik Suraksha Sanhita, 2023. The advertisement names both regimes; reducing the syllabus to only one is incorrect.
Offences — 30 marks: Indian Penal Code, 1860 and Bharatiya Nyaya Sanhita, 2023.
Law of evidence — 30 marks: Indian Evidence Act, 1872 and Bharatiya Sakshya Adhiniyam, 2023.
Special and regulatory statutes — 10 marks in total: The Narcotic Drugs and Psychotropic Substances Act; the Food Safety and Standards Act, 2006; the Prevention of Corruption Act; the Essential Commodities Act; the Environment (Protection) Act; the Water (Prevention and Control of Pollution) Act, 1974; the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989; the Protection of Women from Domestic Violence Act, 2005; the Protection of Children from Sexual Offences (POCSO) Act, 2012; and the Juvenile Justice (Care and Protection of Children) Act, 2015.
The combined group of special statutes is assigned only 10 marks in this direct-entry exam. This difference is significant when comparing it with the separate 46-post departmental District Judge examination, which allots 15 marks to its listed special-statute group.
📝 Written Paper III — General English, qualifying (100 marks; two hours)
📊 General English paper: exact five-part allocation
| Component | Marks |
|---|---|
| Odia to English translation — ten lines | 10 |
| English to Odia re-translation — ten lines | 10 |
| Approximately 150-word essay | 30 |
| Précis writing — 300 words | 30 |
| Comprehension passage, five questions | 20 |
The General English paper comprises translation of ten Odia lines into English (10), re-translation of ten English lines into Odia (10), an essay of about 150 words (30), précis writing of 300 words (30) and one passage of at most 500 words with five questions (20). The notice expressly sets the minimum pass score for Paper III at 45%, or 45 out of 100. Although described as General English, the paper tests working command of both Odia and English through its two translation directions.
🎯 Interview shortlisting and qualifying thresholds
| Requirement | Ordinary candidates | PwBD candidates |
|---|---|---|
| Marks in each written paper | At least 45% | At least 40% |
| Aggregate written marks | At least 50% | At least 45% |
| Interview call ratio | 1:10 | 1:10 |
| Separate Paper III qualifying minimum | 45% | Advertisement separately states 45% for Paper III |
The 45% Paper III qualifying rule is explicitly announced. The separate PwBD interview-shortlisting paragraph provides a 40% per-paper threshold; if an applicant's eligibility depends on how these two provisions operate together, the official clarification from the Court is controlling. The published rules should not be simplified into a single unsupported uniform cutoff.
The interview carries 30 marks. A minimum of 40% in interview, equivalent to 12/30, is mandatory for entry in the final merit list.
📊 Final selection: which marks count?
📊 Components of the final 230-mark merit score
| Component | Merit marks |
|---|---|
| Civil Law Paper I | 100 |
| Criminal Law Paper II | 100 |
| Interview | 30 |
Paper III is not added to the final merit. A candidate can have passed the General English paper but cannot compensate for the required legal-paper and interview qualifications through extra English marks. The 1:10 interview-call ratio is conditional on reaching the minimum qualifying marks, not a promise that exactly 380 candidates will be interviewed.
🧭 Dates, documents and next stages
The application opens 9 November 2026 at 10:00 AM IST and closes 25 November 2026 at 11:59 PM IST. Exam dates, examination centre, interview schedule, e-admit-card release and the merit result are not announced in this advertisement. During document verification before interview, carry originals, self-attested copies of previously uploaded certificates, Aadhaar, the application printout and the same photograph used online. Candidates selected for appointment must satisfy the State Medical Board fitness requirement and the applicable training and probation rules.

⚖️ How to study the legally distinct parts of Paper I
The High Court allocates 30 marks to the Code of Civil Procedure, 30 to Personal Laws and 40 collectively to a listed group of other enactments. The notification does not split that 40-mark group into individual Act-wise scores. Any site suggesting that, for example, the Limitation Act carries a separate guaranteed ten marks would be making up a sub-allocation.
Code of Civil Procedure, 1908 — civil adjudication lens. The named Act governs civil procedure. A sensible revision sequence is jurisdiction and institution of suits, service and pleadings, applications for interim relief, evidence-related procedural stages, decrees and execution, appeals and review. Those are study themes from the statutory field, not a chapter-wise list published by the Court. Practice drafting a short, reasoned answer that states the procedural issue, identifies the appropriate statutory rule and applies it to the facts rather than merely reproducing section headings.
Personal Laws — separate 30-mark field. Personal Laws is printed as a subject in its own right. The notice does not attach a definitive breakdown by religion, statute, family proceeding or subtopic. Candidates should revise the applicable substantive personal-law framework and its interface with adjudication, without treating an unofficial coaching list as a prescribed Act-by-Act division.
The 40-mark multi-statute block. The advertisement expressly groups together the Transfer of Property Act; Specific Relief Act; Limitation Act; Law of Contract; Odisha Consolidation of Holdings and Prevention of Fragmentation of Land Act; Odisha Estate Abolition Act; Odisha Land Reforms Act; law relating to motor accident and claims; Arbitration and Conciliation Act, 1996; and Commercial Courts Act, 2015. The combination spans property transfers, remedies, time bars, contractual obligations, Odisha land administration and commercial dispute resolution. The most distinctive feature here is that a District Judge candidate cannot prepare only central Acts and ignore the named Odisha land-law framework.
A useful cross-reference method is to take a hypothetical land dispute and separate its title/transfer question from its limitation question, relief sought and procedural route. This is a method of studying overlapping legal issues, not a prediction of a particular question.
🏛️ Paper II is an old/new criminal-law comparison in three 30-mark bands
CrPC together with BNSS accounts for 30 marks; IPC together with BNS accounts for another 30; the Indian Evidence Act together with BSA takes 30. Those are three equal bands of 90 marks in all. The last 10 marks cover the entire listed special-statute group, not ten marks per statute. The paired old/new enactments are expressly present in the official notice; removing the older laws because newer codes exist would produce an incomplete revision list.
For criminal procedure, read process, stages, powers and safeguards under the statutes named in the notice. For offences, compare the corresponding legal elements and liability concepts across IPC/BNS. For evidence, compare relevance, admissibility and proof issues across the Evidence Act/BSA. This is editorial preparation guidance; the High Court has not issued a prescribed number of questions from any individual section of these enactments.
The printed ten-mark special-statute block contains the NDPS Act; Food Safety and Standards Act, 2006; Prevention of Corruption Act; Essential Commodities Act; Environment (Protection) Act; Water (Prevention and Control of Pollution) Act, 1974; SC/ST (Prevention of Atrocities) Act, 1989; Protection of Women from Domestic Violence Act, 2005; POCSO Act, 2012; and Juvenile Justice (Care and Protection of Children) Act, 2015. A broad group of laws sharing only ten marks calls for coverage rather than assuming every named enactment carries equal marks.
🖋️ Paper III is not an optional paper simply because it is absent from final merit
Paper III General English has 100 marks and its own 45% minimum. The exact published sections are:
| Tested section | Marks | What the notice specifies |
|---|---|---|
| Translation: Odia to English | 10 | Ten lines |
| Re-translation: English to Odia | 10 | Ten lines |
| Short essay | 30 | About 150 words |
| Précis writing | 30 | Material consisting of 300 words |
| Comprehension | 20 | One passage of at most 500 words with five questions |
| Total | 100 | Qualifying only |
The 300-word description is the Court's description of the précis-writing material, not an announced requirement that the candidate's final précis must contain exactly 300 words. Similarly, the five comprehension questions are real, but the notice does not separately prescribe four marks for each question. Plan separate practice for short translation, concise essay structure, accurate condensation and comprehension, with attention to legal clarity and both-language fluency.
The central trap: Paper III does not contribute to the 230-mark final ranking, yet a candidate cannot disregard its qualifying threshold. Even very high Paper I and II marks will not rescue a failure to meet the language paper requirement.
🧮 Two independent gates operate before final merit
First comes written eligibility for interview consideration. For the general rule, a candidate needs the individual paper minimum of 45% and the 50% total written requirement, followed by interview shortlisting in the published 1:10 proportion. For eligible PwBD candidates the notice provides 40% in each paper and 45% in aggregate, again with its specified 1:10 ratio. The qualifying Paper III threshold must also be respected as prescribed.
Second comes the interview threshold: at least 12 out of 30. The final ranked score then uses Paper I + Paper II + interview, out of 230; it does not use Paper III. A hypothetical 70 in Paper I, 65 in Paper II, 50 in English and 18 in interview gives a final-merit score of 153/230 (subject to meeting all other conditions). This is mathematical illustration—not a passing cutoff or a likelihood of appointment.
📋 Exam-day and interview preparation from the notice—not from invented schedules
The High Court has not specified the 2026 exam date, centre, question count, objective/descriptive categorisation, negative marking, or e-admit-card release. Candidates should retain their online acknowledgement and watch the Court's recruitment page for the actual stage notice. At document verification before interview, carry the required originals, Aadhaar, matching photograph and self-attested form/certificate copies. The interview is worth 30 marks; the notice does not publish a topic-wise Viva marks allocation. Selected candidates are subject to the Medical Board, training and probation provisions.
The five sheets to keep in the study folder are the Paper I statute register, Paper II old/new-law comparison, Paper III translation/essay/précis checklist, proof of seven qualifying professional years, and the applicable category/identity certificates. These are practical organisation aids, not extra examination requirements.
