💰 Notified pay scale and fee

The notified District Judge pay scale is ₹1,44,840–₹1,94,660, together with D.A. and other admissible allowances. These figures are the scale, not an assured net monthly salary. The non-refundable online application fee is ₹750, payable by Net Banking, debit card, credit card or UPI. SC, ST and eligible PwBD candidates are exempt from the fee under the advertisement. The notice does not provide a separate SEBC or women-only fee exemption.

🔎 Understanding the 38-seat roster before choosing a category

The 38 vacancies belong to four vertical categories, and the court has separately identified seats for women and eligible persons with benchmark disabilities. This matters because the published women's figure of 13 and PwBD figure of 3 are not extra jobs. Treating 38 + 13 + 3 as 54 would badly misrepresent the advertisement. The correct total stays 38.

Vertical categoryAll seatsWomen's seats within categoryRemaining seats in that category
Unreserved19712
SEBC (Non-Creamy Layer)413
Scheduled Caste624
Scheduled Tribe936
Total381325

The 'remaining seats' column is simple arithmetic, not a statement that men alone can compete for those seats. Unreserved vacancies are not automatically reserved for a particular caste. The notice expressly provides a fallback when sufficient eligible women are unavailable in a given category: the relevant women's seats may be filled by eligible male candidates of that category. It also gives an arrangement for specified unfilled reserved-category vacancies. A candidate should select only the category they can document, because final verification can invalidate an unsupported claim.

The separate PwBD provision is limited to the benchmark physical disabilities covered by the advertised schedule, excluding cerebral palsy. The advertisement does not publish a separate three-row PwBD subdivision, so a more granular allocation cannot legitimately be shown.

⚖️ A practical eligibility decision: law degree plus one qualifying experience route

This is not a freshly graduated LL.B. recruitment. The central question is whether the candidate already has at least seven qualifying years under one of the four routes set out in the notice. The routes accommodate legal professionals whose careers have crossed between the Bar and judicial service. The four routes must not be collapsed into an imaginary rule requiring seven years' Bar practice and seven additional years' judicial service.

Applicant's professional historyRelevant route in the advertisementEvidence to prepare
Advocate continuously practising for seven years or moreContinuous advocacyState Bar Council enrolment and prescribed Annexure-I certification
Advocate who previously served as a judicial officerSeven years combined judicial/advocacy serviceAnnexure-I and Annexure-II, demonstrating the relevant periods
Serving judicial officer who completed seven continuous Bar years before joining servicePrior continuous advocacyProof of completed advocacy period plus service history
Judicial officer with an aggregate of at least seven years as an advocate and judicial officerCombined professional experienceBoth professional-period certificates

The table identifies the document trail but does not waive any condition. Professional experience is assessed on the date of application, not on a date invented by another employment examination. The notified practice period is calculated from the date of provisional enrolment or registration with the relevant State Bar Council. Applicants should ensure the dates on their enrolment record, practice certificate, judicial-service certificate and application can be reconciled.

Illustration, not a separate concession: four years at the Bar and three in judicial service can reach seven combined years, where the candidate qualifies under the advertised combined-service route and produces the required proof. By contrast, a candidate with only three years' experience and no applicable alternative cannot use an LL.B. alone to meet the seven-year condition.

Public Prosecutors are not automatically excluded. The notice expressly permits them to apply if the degree, required experience and age criteria are met. They must inform their office head in writing and arrange the applicable No Objection Certificate. A job title alone does not substitute for demonstrating the relevant qualifying years.

🧾 Why the two experience annexures are important

Annexure-I is the Certificate of Legal Practice. It identifies State Bar Council enrolment, the date and exact years/months/days of practice. For district and subordinate-court practice, the notice allows certification through the Principal Judicial Officer or by a lawyer with at least ten years' standing, subject to the prescribed judicial endorsement. The meaning of 'Principal Judicial Officer' differs according to whether the court is at district headquarters or an outlying station. For High Court or Supreme Court practice, the certificate is to be supported by the qualifying senior advocate and endorsed by the Registrar (Judicial), or the prescribed equivalent.

Annexure-II is the judicial-service certificate. The signed form records entry into service, current/last judicial post, judgeship and the precise service period. A candidate relying on judicial-service history should have the competent Registrar (Administration), or equivalent officer of another High Court, certify it. Where both the Bar and judicial-service periods form the qualifying route, both annexures are needed—an unsupported employment-history paragraph is not enough. The blank formats are printed on pages 10–11 of the 11-page advertisement.

🎂 Age: examine the 2026 concession separately from category relaxation

The notice sets the basic band at 35–45 years as on the application date. The High Court then grants one year of upper-age relaxation to all candidates for 2026, specifically because District Judge vacancies for 2025 could not be notified. Separate five-year and ten-year category concessions are also described. These provisions affect the upper limit: the notification does not give a general reduction of the 35-year minimum.

Age provision in Advertisement 03/2026Stated concession
Ordinary upper age45 years before concessions
One-time concession for recruitment year 20261 year for all applicants
SC, ST, SEBC (Non-Creamy Layer), women5 years upper-age relaxation
Eligible PwBD10 years upper-age relaxation

The advertisement expressly says PwBD applicants belonging to SC/ST/SEBC may claim the stated cumulative age-relaxation benefit. For other multiple-category claims it directs that the single most beneficial applicable category relaxation be used. Those two statements have to be read together; merely adding every concession for a candidate with several identities would be unsafe. Before payment, calculate age on the date the application is actually made, preserve the documents supporting each relaxation and apply the Court's wording rather than a generic government-job calculator.

🪪 Certificates and identity consistency can decide whether an otherwise eligible applicant survives verification

The Matriculation/High School certificate governs the accepted spelling of name and date of birth. The notice treats even added, omitted or changed letters and spacing as possible name discrepancies. A post-Matriculation name/surname change requires both a publication in a local leading daily newspaper and an Odisha Gazette notification. A marriage certificate or a casual affidavit should not be assumed sufficient in place of those two specifically named records.

For the SEBC claim, the Court demands a Non-Creamy Layer certificate no older than three years by the closing date, and states that an ordinary OBC certificate is not a substitute. Women claiming SC/ST/SEBC reservation must provide a caste certificate by birth showing the prescribed parental relationship, rather than a certificate arising merely from marriage. PwBD claimants need the specified certificate from a competent medical authority. A claim in a dropdown without documentary support can fail later.

Document-by-document filing desk

MaterialWhy it matters
AadhaarIdentity at application and later verification
Matriculation/High School certificateAccepted name and date of birth
Odia Middle School-standard certificateMandatory Odia-language qualification
LL.B./law graduate degreeBasic professional academic requirement
Annexure-I legal-practice certificateBar-enrolment and practising-period evidence
Annexure-II judicial-service certificateJudicial tenure, if relevant to experience route
Public Prosecutor appointment proofJoining date, where that route applies
Category, disability and name-change recordsReserved status/relaxation or identity-change proof, where claimed
Government-service NOC/undertakingRequired where the candidate serves in government
Recent colour photograph and full signatureMust be correctly oriented and legible; signature on white background

The interview-stage verification is especially strict: the Court requires original documents, Aadhaar, the same photograph used at application, a self-attested print of the submitted form, and self-attested copies of the certificates that were uploaded. The notice says failure to produce them can bar an applicant from the interview. A digital upload alone is not the same as carrying originals to verification.

🎯 Reading the selection rule without confusing qualifying marks and final merit

There are three 100-mark written papers, but only Civil Law Paper I and Criminal Law Paper II contribute their marks to the final ranking. Paper III, General English, has a minimum of 45 marks and does not contribute to the 230-mark merit total. The ordinary interview-call rule also specifies a 1:10 proportion, minimum 45% in each written paper and 50% aggregate; eligible PwBD candidates have a separate 40% individual-paper / 45% aggregate route stated in the notice.

A score meeting the written thresholds means qualifying for consideration under the interview-shortlisting rules, not an unconditional offer of interview or appointment. The ratio limits calls relative to vacancies and the Court applies its published selection process. Similarly, 40% of the 30-mark interview is 12; scoring below 12 prevents inclusion in final merit even if written scores are strong.

Candidate-facing score illustrations

Illustrative written scores (Paper I / II / III)What the arithmetic tells you
60 / 56 / 50Each paper reaches 45 and aggregate is 166/300; written minimums satisfied for ordinary consideration, subject to 1:10 and other rules
80 / 75 / 40General English is under 45; a high Civil/Criminal score does not cure that paper-level shortfall
46 / 47 / 48Each paper reaches 45 but the combined score is only 141/300, below 50% aggregate

These are examples to explain the official thresholds, not actual candidate marks or predicted cutoffs. There is no officially declared written-test date, paper format such as MCQ-only, negative-marking rule, venue list or admit-card release date in the signed advertisement.

📆 What happens after the application, and what is not yet scheduled

The application opens 9 November 2026 at 10:00 AM, and closes 25 November 2026 at 11:59 PM. The recruitment is not a walk-in process and accepts online forms only. When the examination portal displays multiple recruitments, the correct option is District Judge Direct Recruitment 2026, not either of the departmental LDCE advertisements. Submission of multiple versions does not preserve all versions: only the data in the one with the higher/latest acknowledgement number will be considered.

After forms close, the Court may publish the eligible-applicant list, written-exam notice, e-admit card, qualifying results, verification/interview notice and final outcome on its own website. Those are steps in the selection described by the notice, not claimed publications. No physical admission letter will be posted. Anyone who fails to attend a notified stage or document verification risks rejection. No travelling or daily allowance is offered to attend the examination.

Selected candidates must appear before the State Medical Board and be fit before final appointment. The Court also prescribes a course of training under Rule 30-A and probation under Rule 33 of the judicial-service rules. The ₹1,44,840–₹1,94,660 figure is the official salary scale, not an estimate of monthly take-home pay. The notice reserves power to vary the number of posts and to cancel the process in accordance with its terms.

Post description

District Judge — Direct Recruitment, 38 posts

This is direct recruitment into the District Judge cadre, not a promotion restricted to serving Civil Judges. The advertisement allows several expressly defined routes involving advocacy, prior judicial experience or a permitted combination of both. It is therefore inaccurate to describe every applicant simply as a practising advocate with seven continuous years at the Bar.

Thirty-eight vacancies are distributed as UR 19, SEBC (Non-Creamy Layer) 4, SC 6 and ST 9. The 13 women-reserved seats (UR 7, SEBC 1, SC 2, ST 3) are included in those totals. The additional reference to three PwBD horizontal seats must likewise be understood within the total of 38; physical disability eligibility excludes cerebral palsy as explicitly stated in the notice.

Legal eligibility and evidence

A law degree from a recognised university or government-recognised institution is mandatory. The candidate must complete at least seven years under one of the four professional pathways: continuing advocacy; combined advocacy and previous judicial service; seven years' advocacy completed before judicial appointment; or combined judicial and advocacy service by a current judicial officer. The date of application is the experience reference point. Proof follows Annexure I for practice and Annexure II for judicial service; applicants invoking both must produce both.

The profession-specific certification rules matter. Years at the Bar are calculated from the candidate's State Bar Council enrolment/registration. For courts below the High Court level, practice certification involves the Principal Judicial Officer or a lawyer with a minimum ten-year standing with the relevant judicial endorsement. High Court/Supreme Court practice requires the higher-court endorsement specified in the notice. Public Prosecutors qualify only if all requirements are met and they comply with intimation/NOC obligations.

Age and language

Age is ordinarily 35–45 years on the application date. The one-year universal upper-age concession for the 2026 cycle is in addition to the specifically announced SC/ST/SEBC/women/PwBD benefits, subject to the source's overlapping-category restrictions. The requirement to speak, read and write Odia and to have passed the specified Middle School-standard Odia examination is non-negotiable.

Examination and appointment

Selection involves Civil Law Paper I (100), Criminal Law Paper II (100), qualifying General English Paper III (100) and a 30-mark interview. English does not count in the final 230-mark merit. Ordinary interview shortlisting requires 45% per paper and 50% aggregate; the notice specifies a distinct PwBD threshold. The interview must yield at least 12/30 marks for final selection. Original-document checking occurs before interview; a State Medical Board assesses fitness before appointment. Training and probation follow the 2007 judicial-service rules as amended.

The pay scale is ₹1,44,840–₹1,94,660 plus admissible allowances. Online forms are accepted between 9 and 25 November 2026. Application fee is ₹750 except for the specifically exempt SC/ST/PwBD categories. Consult the official PDF for the full signed conditions and Annexure I/II certificates.

Professional experience must be a proven route, not a broad self-description

A District Judge direct applicant needs a recognised law degree, at least one of four advertised seven-year experience pathways, and the notified Odia language qualification. The advertisement distinguishes continuous practice at the Bar, a former judicial officer now practising, a judicial officer with seven continuous pre-service advocacy years, and a judicial officer with a combined legal practice/judicial service period. The application should make the chosen pathway evident from dates and certificates. Annexure-I records the practice period and relevant Bar enrolment; Annexure-II records judicial service. Where both periods are relied on, neither certificate can simply be omitted.

Reservation and age are assessed on evidence

Of 38 vacancies, UR has 19, SEBC has 4, SC has 6 and ST has 9; women's sub-reservations of 7, 1, 2 and 3 are included, not extra. Three eligible PwBD posts are also within the total. The age baseline is 35–45 on the date of application. The 2026 notice grants one additional year to all because vacancies for 2025 were not notified, together with expressly stated separate category relaxations. PwBD members of the specified reserved categories have the cumulative benefit described by the Court; other overlapping category claims follow the single most beneficial category rule. Do not mis-state a single maximum age for every claimant without checking the specific clause and certificate.

The application will be judged against uploaded proof

Carry over the exact name and date of birth from Matriculation. Changes in name after that examination require the prescribed newspaper publication and Odisha Gazette record. Odisha SEBC Non-Creamy Layer certification is not interchangeable with an OBC certificate and must satisfy the three-year currency condition. Women claiming reserved caste status need their birth-based caste certificate. Upload a clear photograph and complete signature with white background. A government servant or qualifying Public Prosecutor must observe the relevant office intimation and NOC requirement.

The three-paper written test has a separate language gate

Civil Law Paper I and Criminal Law Paper II are worth 100 marks each; General English Paper III is also worth 100 but is qualifying, not added to final merit. Each paper lasts two hours. Ordinary interview shortlisting requires the notified minimum individual marks, aggregate and the Court's 1:10 ratio; eligible PwBD candidates have their separate written thresholds. After interview, at least 12/30 is needed, with final marks calculated on 200 written merit marks + 30 interview marks. No 2026 examination date or admit card has yet been announced in this advertisement.

Appointment is not complete merely on passing the test

Interview-stage verification requires originals, Aadhaar, the same photograph, self-attested uploaded-certificate copies and a self-attested submitted-form copy. Selected candidates must satisfy the State Medical Board and complete the prescribed judicial training and probation process. This District Judge recruitment has the higher notified scale of ₹1,44,840–₹1,94,660, plus admissible allowances, and applications close at 11:59 PM on 25 November 2026.

Post-specific instructions
  • Complete the form online only between 9 November 2026, 10:00 AM and 25 November 2026, 11:59 PM IST.
  • Select the correct category and upload Aadhaar, Matriculation proof of name/date of birth, Odia examination certificate, law degree, legal practice and/or judicial service certificates as relevant, colour photograph and clear signature.
  • For combined advocacy/judicial experience, upload both practice certificate Annexure I and judicial-service certificate Annexure II.
  • Submit valid birth-based caste certificates where required; Odisha SEBC (Non-Creamy Layer) certificate must be no more than three years old as of closing date; OBC alone is insufficient.
  • Applicants with changed names must provide the notified newspaper and Odisha Gazette documents; government servants/Public Prosecutors must follow the NOC/intimation requirements.
  • Carry the official originals, same photograph, application printout and self-attested copies for verification before interview.
Reservation note

UR/SEBC/SC/ST distribution is vertical reservation; 13 women-reserved and 3 PwBD seats are horizontal portions of the notified 38, not extra seats.
