Orissa High Court

District Judge LDCE 2026 โ€” Official 75+75 Written Syllabus, 5-Judgment Review and 230-Mark Merit

High Court of Orissa | Advertisement No. 04 of 2026 | 46 posts

Only serving officers satisfying the required 3 years in Civil Judge (Senior Division) and 7 years of combined Junior/Senior Division service on 1 April 2026 are eligible. This is not the separate 38-post District Judge direct-entry examination. The department-specific assessment covers written law, viva, five-year judicial records, disposal rate and scrutiny of judgments.

๐Ÿ“˜ Paper I โ€” Civil Law (75 marks; 2 hours)

๐Ÿ“Š Official civil-law marks distribution

ComponentMarks
Code of Civil Procedure, 190825
Personal Laws25
Other civil and Odisha-specific statutes25

Code of Civil Procedure, 1908 (25): The Code receives its own mark allocation. The notice does not prescribe particular chapters, number of questions or a multiple-choice structure.

Personal Laws (25): An equal 25-mark component. The published advertisement does not subdivide this component into individual personal-law enactments.

Other civil-law enactments (25 in total): The Transfer of Property Act; the Specific Relief Act; the Limitation Act; the Law of Contract; the Odisha Consolidation of Holdings and Prevention of Fragmentation of Land Act; the Odisha Estate Abolition Act; the Odisha Land Reforms Act; the law relating to motor accident and claims; the Arbitration and Conciliation Act, 1996; and the Commercial Courts Act, 2015.

The Odisha-specific Acts are distinct parts of this High Court syllabus. The motor-accident and claims laws are also named in this Paper I list. The group receives 25 marks collectively, not 25 each.

โš–๏ธ Paper II โ€” Criminal Law (75 marks; 2 hours)

๐Ÿ“Š Official criminal-law marks distribution

ComponentMarks
CrPC 1973 and BNSS 202320
IPC 1860 and BNS 202320
Evidence Act 1872 and BSA 202320
Special criminal and regulatory statutes15

Criminal procedure (20): Code of Criminal Procedure, 1973 and Bharatiya Nagarik Suraksha Sanhita, 2023.

Penal law (20): Indian Penal Code, 1860 and Bharatiya Nyaya Sanhita, 2023.

Evidence (20): Indian Evidence Act, 1872 and Bharatiya Sakshya Adhiniyam, 2023.

Other criminal and regulatory legislation (15 in total): The Narcotic Drugs and Psychotropic Substances Act; the Food Safety and Standards Act, 2006; the Prevention of Corruption Act; the Essential Commodities Act; the Environment (Protection) Act; the Water (Prevention and Control of Pollution) Act, 1974; the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989; the Protection of Women from Domestic Violence Act, 2005; the Protection of Children from Sexual Offences (POCSO) Act, 2012; and the Juvenile Justice (Care and Protection of Children) Act, 2015.

The new 2023 laws are included alongside the old codes expressly by the High Court. Candidates should not substitute a generic contemporary criminal-law syllabus that removes the earlier enactments named in the notification. Similarly, the distinct 15-mark special-law allocation must not be replaced with the 10-mark allocation used for District Judge direct recruitment.

๐ŸŽฏ Written-test eligibility for Viva-Voce

A candidate needs both 50% aggregate across the two written papers and at least 45% in each separate paper. Both papers carry 75 marks, so the aggregate written requirement corresponds to 75 out of 150; a high combined total does not override the individual-paper minimum. The notice does not state a rounding procedure for fractional marks at the 45% threshold, so no rounding rule is presumed.

The Viva is worth 30 marks. To be finally selected, the candidate must obtain 40% or more in the Viva, meaning at least 12 out of 30. No specific date, centre, written-paper format or negative marking is published in Advertisement 04/2026.

๐Ÿ“‘ Judicial record and judgment evaluation: 50 additional marks

๐Ÿ“Š Official assessment beyond written papers

ComponentMarks
Viva-Voce30
Five-year CCR/PAR/ACR evaluation20
Five-year disposal rate10
Judgment quality assessment20

Five years of confidential/performance reports โ€” 20 marks

The CCRs/PARs/ACRs considered are those of five years immediately preceding the year of examination. This is a retrospective formal-service assessment. No marks-per-year formula, report grading conversion or additional service-credit method is disclosed.

Five-year disposal rate โ€” 10 marks

Case disposal is separately marked for the preceding five years. The advertisement supplies a ten-mark maximum but no calculation formula, benchmark disposal percentage or invented target for an individual court.

Quality of five judgments โ€” 20 marks

The judicial officer must provide two chosen judgments and a list of ten contested judgments delivered as Civil Judge (Senior Division). Every list entry must identify court, case number, parties and delivery date. The Court then picks three from that list at random, bringing the assessed portfolio to five judgments. The selection is partly beyond the candidate's control; this is not a five-judgment self-selection exercise.

๐Ÿ“Š The final 230-mark selection model

๐Ÿ“Š Total final-merit components

ComponentMerit marks
Civil Law Paper I75
Criminal Law Paper II75
Viva-Voce30
Service Reports20
Disposal Rate10
Judgment Quality20

The complete merit total is 75+75+30+20+10+20 = 230. The written eligibility minimum and Viva minimum are separate conditions. The recruitment is also subject to the training and probation requirements under the Odisha judicial-service rules after appointment.

Published schedule: Applications from 9 November 2026, 10:00 AM through 25 November 2026, 11:59 PM IST. The written exam, Viva, e-admit-card and result publication dates have not been notified in this advertisement. Visit the High Court Recruitment Corner for exact notices.

๐Ÿงญ Candidate route: qualifying service before studying papers

The 46-seat District Judge LDCE is open to serving Civil Judge (Senior Division) judicial officers who have three qualifying Senior Division years and seven total Junior-plus-Senior Division years as of 1 April 2026. The Senior Division period is computed with reference to the promotion-notification date; the Junior Division service counts from entry into judicial service. An excellent written score cannot cure failure of either service requirement. This is a closed departmental route, not an invitation to fresh law graduates or advocates applying directly from the Bar.

๐Ÿงฑ Civil Law Paper I: three equally weighted but differently sized fields

The paper has 75 marks and two hours. The notice assigns 25 marks to CPC 1908, 25 to Personal Laws and 25 collectively to the third group. The third group is unusually broad; there is no official one-Act-one-question formula.

CPC 1908. This named field is suitable for studying the sequence from institution and jurisdiction to pleadings, interim orders, trials, decrees, execution and appellate/review procedures. Those themes are a study framework grounded in the nature of civil procedure, not a Court-issued chapter list. An officer can use adjudicated case problems to practise locating the controlling procedural step and stating the legal consequence clearly.

Personal Laws. Twenty-five marks are assigned to Personal Laws as a single group. The notification does not specify a breakdown by individual personal-law enactment. Do not publish a speculative 'seven marks from marriage law' subdivision. A useful method is to organise statutory provisions and relevant judicial remedies by issue rather than by an assumed question distribution.

Other civil and Odisha laws. The third 25-mark group contains the Transfer of Property Act; Specific Relief Act; Limitation Act; Law of Contract; Odisha Consolidation of Holdings and Prevention of Fragmentation of Land Act; Odisha Estate Abolition Act; Odisha Land Reforms Act; law relating to motor accident and claims; Arbitration and Conciliation Act, 1996; and Commercial Courts Act, 2015. The presence of local land legislation alongside central civil enactments makes the paper distinct from a general judicial-services civil-law outline. Check the notified Acts rather than substituting a syllabus from another state's High Court.

When revising an illustrative civil dispute, separate the governing substantive right (property/contract), available remedy (specific relief), time bar (limitation), court process (CPC) and any Odisha-specific land-law regime. This disciplined separation is a preparation methodโ€”the notice has not announced the form of a question paper or promised fact-problem questions.

โš–๏ธ Criminal Law Paper II: three 20-mark pairs and a shared 15-mark statute block

The criminal paper is also 75 marks over two hours. Its first three sections, each carrying 20, name the old and new enactments together: CrPC 1973 with BNSS 2023, IPC 1860 with BNS 2023, and Indian Evidence Act 1872 with Bharatiya Sakshya Adhiniyam 2023. Each statutory pair is one 20-mark group, not 20 for old law plus 20 for new law.

A reliable comparison worksheet can have columns for legal issue, older enactment and newer enactment, with special attention to procedural steps, offence elements and rules of proof, respectively. This helps avoid losing the paired statutory approach explicitly demanded by the printed subjects. The Court does not give a numerical section-by-section split within those pairs, so the worksheet is for revision, not a representation of an official weightage chart.

The 15-mark special-statute block covers the NDPS Act; Food Safety and Standards Act, 2006; Prevention of Corruption Act; Essential Commodities Act; Environment (Protection) Act; Water (Prevention and Control of Pollution) Act, 1974; SC/ST (Prevention of Atrocities) Act, 1989; Protection of Women from Domestic Violence Act, 2005; POCSO Act, 2012; and Juvenile Justice (Care and Protection of Children) Act, 2015. These Acts share 15 marks. No part of the advertisement allows dividing those marks uniformly per enactment.

๐Ÿงฎ Written threshold: passing a paper separately and passing the aggregate

Each paper's maximum is 75. The Court requires 50% in aggregate, meaning at least 75 of 150, while each paper must separately attain 45%. Because 45% of 75 is 33.75, an officer with 35/75 and 35/75 meets the individual-paper percentage but falls short of 75 aggregate; 60 and 25 reaches 85 aggregate but misses one paper. These are purely arithmetic examples of the two requirements. The notification does not describe how fractional assessed marks are to be rounded, nor does it specify a one-in-ten interview-call ratio for this LDCE. Do not transplant the direct-recruitment interview ratio into this departmental process.

๐Ÿ“‘ Judgment-portfolio work is specifically prescribed, not optional coaching advice

For the 20-mark judgment-quality component, the notice instructs officers to provide two judgments they themselves choose plus a list of ten contested judgments delivered as Civil Judge (Senior Division). The list requires the court, case number, names of parties and delivery date. The High Court will randomly pick three more judgments from that list and evaluate five judgments total. The difference between submitting two selected judgments and furnishing a list of ten further contested judgments is important: the latter is the pool for random selection, not a request for ten candidate-chosen samples.

A practical document-preparation sequence is to identify the ten contested judgments in the relevant cadre, check the accuracy of their particulars, make sure the two chosen judgments are properly identifiable, and preserve a reliable copy of the complete portfolio. The advertisement publishes neither a fixed length nor a marking rubric, so it would be misleading to promise specific marks for writing style, number of citations or case category. Judicial quality is a scored domain, but its evaluation remains with the High Court.

The five years' CCR/PAR/ACR assessment carries 20, and the five years' disposal record carries 10. These are different categories of evidence from judgment quality; none should be reported as a stand-alone objective test. The Court does not announce a bonus for filing extra judgments beyond the five actually assessed, nor a mandatory production total beyond the published ten-judgment list and two chosen judgments.

๐Ÿ“Š A worked score shows why the 80 non-written marks matter

Suppose, purely to demonstrate arithmetic, an eligible officer scores 55 + 50 in the two written papers, 18 in Viva, 16 for reports, 7 for disposal rate and 14 for judgment quality. The aggregate would be 160/230, not 105/150 and not 130/180. The candidate would also have exceeded the Viva requirement of 12/30, but these assumed marks neither predict selection nor imply the Court will award a particular report or judgment score.

The first gate is the written minimum (75/150 total and 45% per paper). The second explicit gate is 40% in Viva; final comparative ranking then uses all five assessment headings. Do not confuse an actual last-selected cutoff, which has not been published, with these already-announced minimum qualifying conditions.

๐Ÿ“… Admission documents, dates and official update route

The application period is 9โ€“25 November 2026; online forms open 10:00 AM on the first day and close 11:59 PM on the last day. The signed PDF specifies a recent colour photograph and full signature on a white background. Intimation to the controlling authority is required. The PDF does not publish the examination date, venue, candidate hall-ticket, question count, negative marking, Viva timetable or result; these must be learned from later official High Court notices, not from borrowed details of other judicial examinations.

The advertised pay scale is โ‚น1,44,840โ€“โ‚น1,94,660 with admissible allowances. The selected officers undergo training according to Rule 30-A and probation according to Rule 33. The High Court's official recruitment page and its examination portal are the places to check for authentic stage releases. Postal admission letters and exam-related TA/DA are not provided under this advertisement.
