Orissa High Court Civil Judge (Senior Division) LDCE Examination 2026

Civil Judge (Senior Division) LDCE 2026 — Detailed Civil and Criminal Law Syllabus, 245-Mark Selection

High Court of Orissa | Advertisement 05/2026 | 30 departmental posts

This examination is limited to qualifying Civil Judge (Junior Division) officers who have at least three years of service by 1 April 2026. There are two written papers, both 100 marks and two hours in length. Viva-Voce of 30 marks and three-year CCR/PAR/ACR review of 15 marks make a final total of 245. The Court has not announced a specific exam date, examination venue or marking format beyond the paper-wise subjects and marks.

📘 Written Paper I — Civil Law: exact 100-mark allocation

📊 Civil Law Paper I official section marks

ComponentMarks
Code of Civil Procedure, 190830
Personal Laws30
Other civil and Odisha-specific statutes40

Code of Civil Procedure, 1908 — 30 marks

A distinct thirty-mark component covering the named Code of Civil Procedure, 1908. The notice lists the Act, not a chapter-wise weightage or question count. This share is separate from other substantive laws in the 40-mark group.

Personal Laws — 30 marks

This is the second 30-mark group. The advertisement does not publish separate quotas for particular personal-law subjects; no particular personal-law statute has been assigned a separate published share.

Other civil laws — 40 marks collectively

The Transfer of Property Act; the Specific Relief Act; the Limitation Act; the Law of Contract; the Odisha Consolidation of Holdings and Prevention of Fragmentation of Land Act; the Odisha Estate Abolition Act; the Odisha Land Reforms Act; the Arbitration and Conciliation Act; the Commercial Courts Act; the Odisha Survey and Settlement Act; the Odisha Prevention of Land Encroachment Act; and the Odisha Hindu Religious Endowments Act.

For this Civil Judge Senior Division competition, the roster of Odisha enactments is distinctive: Survey and Settlement, Prevention of Land Encroachment, and Hindu Religious Endowments are specifically present. The collection also includes land consolidation, estate abolition and land reforms, alongside property, relief, limitation, contract, arbitration and commercial courts. These laws share forty marks; the document does not break the forty down further.

⚖️ Written Paper II — Criminal Law: exact 100-mark allocation

📊 Criminal Law Paper II official section marks

ComponentMarks
CrPC 1973 and BNSS 202325
IPC 1860 and BNS 202325
Evidence Act 1872 and BSA 202325
Special criminal and regulatory statutes25

Criminal Procedure (25 marks)

The notice names the Code of Criminal Procedure, 1973 and Bharatiya Nagarik Suraksha Sanhita, 2023 together. Neither text is omitted from the published syllabus.

Substantive Penal Law (25 marks)

Both the Indian Penal Code, 1860 and Bharatiya Nyaya Sanhita, 2023 are prescribed together for twenty-five marks.

Evidence (25 marks)

The Indian Evidence Act, 1872 and Bharatiya Sakshya Adhiniyam, 2023 are named together. Their combined share is twenty-five marks; no narrower division has been announced.

Special statutes (25 marks)

The Food Safety and Standards Act, 2006; the Essential Commodities Act; the Environment (Protection) Act; the Water (Prevention and Control of Pollution) Act, 1974; the Protection of Women from Domestic Violence Act, 2005; the Juvenile Justice (Care and Protection of Children) Act; and the Protection of Children from Sexual Offences (POCSO) Act.

Unlike the separate District Judge LDCE examination, the list here does not include the NDPS Act or Prevention of Corruption Act in the notified fourth section. The printed Civil Judge Senior Division list should therefore be followed for this exam, rather than borrowing longer lists from other judiciary examinations.

🎯 Viva eligibility and final-merit conditions

AssessmentRequirement
Written Paper I100 maximum; minimum 45% in this paper
Written Paper II100 maximum; minimum 45% in this paper
Two papers combinedAt least 50% of 200, i.e. 100 marks
Viva-Voce30 marks; at least 40% (12 marks) required for final selection
Service RecordsCCR/PAR/ACR evaluation for the three years immediately before examination year; 15 marks

The requirement is conjunctive: 50% aggregate and 45% in each paper. For example, a high Paper I score cannot cure a Paper II score below 45%, even if the combined total reaches 100 marks. The High Court has not notified a negative-marking scheme, question counts, category-specific scoring concessions, or an examination date for this recruitment.

📊 Final selection score components

ComponentMarks
Written Papers I and II200
Viva-Voce30
Three-Year Service Report Review15

The maximum merit score is 245 marks. No extra case-disposal-rate or judgment-quality score appears in Advertisement 05/2026. After selection, probation under Rule 33 of the applicable judicial-service rules is specifically prescribed.

📌 Applications and examination notices

Forms: 9 November 2026 at 10:00 AM–25 November 2026 at 11:59 PM IST. Candidates should select the correct Civil Judge (Senior Division) LDCE 2026 entry and notify their Controlling Authorities. A clear colour photograph and full signature on a white background are the specified uploads. The Court's website, rather than the post, is the channel for future admission letters and dates.

Read the signed PDF: Advertisement 05/2026 — scheme and subjects on pages 2–3. Official examination updates appear in the Recruitment Corner.

🎓 Start with the correct examination: one three-year service test, not two

The Civil Judge (Senior Division) LDCE 2026 is specifically for serving Civil Judge (Junior Division) officers who had three qualifying service years as of 1 April 2026. Its service count begins at the date of original entry into Junior Division judicial service. Do not impose the seven-year combined service condition found in District Judge LDCE Advertisement 04/2026 on this examination. The two are separately notified processes with separate exam papers and service qualifications.

📘 Paper I: CPC and Personal Laws account for 60 of the 100 marks

The first two statutory headings are each worth 30 marks. The Code of Civil Procedure, 1908 is the principal procedural statute, whereas Personal Laws are prescribed as a separate subject. The notice does not supply an individual section-by-section syllabus within either heading. Candidate preparation can therefore be arranged around the statutory issues these bodies of law regulate, but predictions that a particular Order or a particular marriage provision is guaranteed to appear are not supported by this advertisement.

The remaining 40 marks belong to one large listed group: Transfer of Property Act, Specific Relief Act, Limitation Act, Law of Contract, Odisha Consolidation of Holdings and Prevention of Fragmentation of Land Act, Odisha Estate Abolition Act, Odisha Land Reforms Act, Arbitration and Conciliation Act, Commercial Courts Act, Odisha Survey and Settlement Act, Odisha Prevention of Land Encroachment Act and Odisha Hindu Religious Endowments Act. A practical way to distinguish topics is to recognise rights and transactions, remedies and time limits, Odisha land and settlement governance, and commercial/arbitration procedures. These are editorial study groupings, not additional official test categories.

Two particular sources of syllabus confusion deserve attention. First, the High Court gives 40 marks to the entire third block; there is no claim that twelve Acts each carry 40 marks. Second, the Civil Judge Senior Division group includes Odisha Survey and Settlement, Prevention of Land Encroachment and Hindu Religious Endowments, whereas the separate District Judge LDCE's civil group explicitly lists motor-accident and claims law instead. Reading a combined judiciary-coaching syllabus would blur that material difference.

⚖️ Paper II: old and new criminal enactments are paired by the Court

The first 75 of the 100 marks are divided equally:

Court-prescribed sectionMarksStatutes named together
Criminal Procedure25CrPC 1973 and Bharatiya Nagarik Suraksha Sanhita 2023
Penal Law25IPC 1860 and Bharatiya Nyaya Sanhita 2023
Evidence25Indian Evidence Act 1872 and Bharatiya Sakshya Adhiniyam 2023

The pairing is important because the notification expressly includes both older and newer codes. A useful revision approach is to make a two-column comparison of corresponding principles or procedures under the older and newer statutes, with careful regard to the actual law. The Court does not prescribe an exact old-code/new-code split or say that all questions must be comparative.

The fourth 25-mark block covers Food Safety and Standards Act, 2006; Essential Commodities Act; Environment (Protection) Act; Water (Prevention and Control of Pollution) Act, 1974; Protection of Women from Domestic Violence Act, 2005; Juvenile Justice (Care and Protection of Children) Act; and POCSO Act. The entire collection carries 25 marks, not an individual 25-mark allocation for each enactment. For a statutory revision plan, group those laws by regulatory protection, social welfare/violence protection and children's rights, but retain the Court's actual printed Act list.

🧮 Written eligibility and final merit are distinct calculations

This examination has two 100-mark, two-hour papers. The Court uses 45% minimum in each individual paper plus 50% in the two-paper aggregate for the Viva stage. Therefore an eligible officer with 48/100 and 49/100 does not reach 50% aggregate, despite clearing the 45% individual standard in both papers; an officer with 65 and 40 reaches 105 aggregate but fails the second paper. A candidate needs both requirements at once.

After the written stage, the 30-mark Viva has a separate minimum of 40% = 12 marks for final selection. The three previous years' CCR/PAR/ACR reports are assessed for 15 marks. Thus the final formula is:

Merit componentMaximum marks
Civil Law Paper I100
Criminal Law Paper II100
Viva-Voce30
Three-year CCR/PAR/ACR assessment15
Total245

For an illustration only, assume written marks 68 and 64, Viva 19 and service-report evaluation 12. The aggregate would be 163 out of 245. That is not a forecast of the marks that will be awarded for reports and not an official cutoff. The notice publishes neither a last-selected cutoff nor a guaranteed passing mark for final ranking beyond the specified written/Viva conditions.

🧭 What is and is not publicly prescribed about the actual test

The signed notice publishes the statutory subject names, marks by group, two hours per paper, qualifying thresholds, Viva maximum and appraisal weight. It does not prescribe a precise number of questions, universal MCQ format, descriptive answer length, negative marking, centre, written date, results date or issue date of the e-admission letter. Candidates should not confuse a published syllabus with a published examination timetable.

The Court's future exam date and time, eligible-applicant list and e-admission-letter instructions are to be published on its own website. As the advertisement states, no admission letter will arrive by post. Candidates should preserve the latest online acknowledgement and be ready to comply with stage instructions when issued. The current notification establishes the recruitment but is not itself a release of admit cards, answer keys or results.

📌 Filing and judicial-service records

Applications open at 10:00 AM on 9 November 2026 and close at 11:59 PM on 25 November 2026. Eligible officers must choose the Civil Judge (Senior Division) LDCE under the High Court examination portal, notify their Controlling Authority and upload a recent colour photograph plus a properly oriented full signature with a white background. The notice does not give a separate fee amount; do not infer a published fee-exemption category from silence.

The report-evaluation component looks at three years immediately preceding the examination year, rather than five years as in District Judge LDCE. There is no separate score for judgment-quality portfolios or case-disposal rate in this notification. On selection, the Court specifies Rule 33 probation. Salary scale: ₹1,11,000–₹1,63,030 plus admissible allowances. Training provisions for the different District Judge process should not be copied over without notice support.
