CAT Judicial Member Recruitment 2026 — Four Senior Judicial Appointments Under the New Tribunal Rules
Central Administrative Tribunal | DoPT Circular A-11013/1/2025-AT | Issued 5 November 2026 | Applications must reach by 20 December 2026, 5:30 PM
India's Department of Personnel and Training has invited applications for four existing and anticipated Judicial Member positions in the Central Administrative Tribunal (CAT). This is a specialist adjudicatory appointment, not an entry-level legal vacancy, open LLB graduate examination, judicial clerkship or conventional Civil Judge recruitment. The announced eligibility centres on a serving or former High Court Judge, a judicial officer with a qualifying combined ten-year District Judge/Additional District Judge record, an advocate with ten years of substantial service-matters litigation, or a present/former Indian Legal Service officer of Grade I or above. The circular cites Rule 25(III)(b) of the National Tribunals Commission and Qualification, Selection, and Conditions of Service of Chairperson and Members of Tribunals Rules, 2026 for these four routes.
The important change for applicants is not a lengthy competitive-paper schedule. The announced selection is scrutiny by a Search-cum-Selection Committee followed by personal interaction and overall evaluation of qualification and experience. Neither a written examination nor a numerical interview-mark scheme is notified. Candidates must instead demonstrate their actual adjudicatory, judicial-service, government-legal or relevant litigation record, with the right supporting papers, inside the correct ten-page official application and annexure pack.

🧭 Four routes into the Judicial Member role — do not treat them as interchangeable
The notice lists four alternative, not cumulative, qualifying backgrounds. A candidate does not need to be both an advocate and a District Judge. Conversely, ten years in a loosely related legal office is not a substitute for one of the stated routes.
| Route | Published threshold | What is distinctive |
|---|---|---|
| High Court judiciary | Is/has been a Judge of a High Court | No separate minimum High Court judgeship duration printed against this route |
| District judiciary | 10 years combined as District Judge and Additional District Judge | The ten years are in the named judicial posts, not merely any time in the lower judicial service |
| Advocates | 10 years as an advocate with substantial litigation experience in service matters before CAT/AFT/High Courts/Supreme Court | A broad ten-year Bar enrolment history alone cannot establish the required service-litigation depth |
| Indian Legal Service | Is/has been an Indian Legal Service member in Grade I or higher | The circular identifies the service and grade; it does not impose a separate ten-year period on this route |
Evidence matters as much as the pathway. A retired High Court judge should identify relevant judicial service and retirement details accurately. A District Judge/Additional District Judge candidate should establish the actual dates and posts needed for the combined period. An advocate should distinguish service matters argued before the specified courts/tribunals from unrelated civil, corporate or criminal work. An Indian Legal Service officer must show the precise grade and dates, rather than relying on a similarly titled job outside that service.
📊 The two ten-year entry thresholds — comparison of like-for-like career duration
📊 CAT Judicial Member — minimum career duration on the two 10-year routes
| Qualification pathway | Explicit minimum years |
|---|---|
| Combined District Judge / Additional District Judge service | 10 |
| Advocate practice with substantial service-matters litigation | 10 |
Both rows measure years explicitly required on those two pathways, not a relative ranking of professionals. High Court Judge and Indian Legal Service Grade-I routes are intentionally excluded from this two-row chart because the circular specifies status/rank for them, not a comparable numerical minimum duration. An applicant must satisfy all qualitative requirements of the chosen route, including service-matter litigation for the advocate pathway.
🏛️ Why this is a tribunal adjudication post rather than an ordinary legal desk job
CAT was constituted under the Administrative Tribunals Act, 1985 to adjudicate service matters concerning the relevant government service personnel. In practice, a Judicial Member works within a tribunal bench that hears and determines disputes in that statutory jurisdiction. Unlike a general legal adviser who may prepare opinions for a client, a tribunal member exercises adjudicatory functions and must demonstrate impartial legal reasoning, command of procedure, evidence-based conclusions and independence. An applicant's career record should therefore make the ability to decide complex legal issues apparent rather than merely listing the number of cases filed.
The circular specifies the Principal Bench in New Delhi and 18 other listed locations: Ahmedabad, Allahabad, Bengaluru (Bangalore), Chandigarh, Chennai (Madras), Cuttack, Ernakulam, Guwahati, Hyderabad, Jabalpur, Jaipur, Jodhpur, Kolkata (Calcutta), Lucknow, Mumbai, Patna, Jammu and Srinagar. These place names reflect the official circular's list, with familiar contemporary names in parentheses where useful. There are no post-wise station allocations for the four vacancies. Selected members may be posted at any of the notified bench locations, so applicants should not read the New Delhi address on the cover as a promise of a Delhi-only job.
💰 ₹2,25,000 monthly salary — the pension and service-condition exceptions
The advertised amount is ₹2,25,000 fixed a month, with allowances admissible to a Government of India Group-A officer drawing the same pay. However, the circular explicitly says that if an appointed member draws a pension, salary is reduced by the gross pension amount. That is crucial for former judges, retired officers and other eligible pensioners: ₹2,25,000 is the notified fixed gross rate, not automatically their actual monthly take-home from CAT. The document does not calculate a candidate-specific pension offset, tax deduction or net payment; those depend on personal circumstances.
Serving Supreme Court or High Court judges and serving Central/State Government service members covered by the cited rule must resign or obtain voluntary retirement from their parent service before joining. This is a condition of joining, not something that can be ignored because someone has been recommended by the committee. The Tribunal service itself does not entitle members to an additional pension, provident fund or gratuity for the Tribunal period under this notice. Reappointment is possible through the applicable process, but neither an automatic renewal nor an indefinite career is promised.
⏳ Five years or 67 — whichever is earlier
A member holds office for a term of five years or until reaching the age of 67, whichever comes first. This is a tenure-end rule, not a universally advertised upper application age of 67 years. For example, a hypothetical member appointed at age 64 could not receive a guaranteed full five-year term under a 67-year cap; service would end earlier when the statutory age limit is reached. The recruitment circular does not publish an independent minimum age or blanket category-specific age relaxation table. Eligibility is assessed as of the application receipt deadline, 20 December 2026.
The circular also provides for consideration of reappointment, taking previous CAT work performance into account. It does not guarantee a second term, waive scrutiny or say that one can continue merely by requesting an extension.
🧾 One application package, three annexures and multiple distinct evidence streams
The 10-page attachment is not just an advertisement: pages 4–7 contain Annexure I (candidate's application and declaration); page 8 is Annexure II (employer/forwarding-authority certificate); pages 9–10 contain Annexure III (vigilance particulars). The official selection notice calls for the following items where applicable:
| Evidence or form | Why it matters |
|---|---|
| Annexure I — typed original bio-data/application | Identifies the applicant, chosen fresh appointment/reappointment route, career timeline and professional record |
| Annexure II — employer / head-of-office / forwarding authority certificate | Establishes service details, certified eligibility and employer verification for applicable serving officers |
| Last five years' CR/APAR | Clear, up-to-date copies, attested by a Group-A officer, documenting service performance where applicable |
| Cadre clearance | Shows cadre/parent service processing of candidature where applicable |
| Annexure III — vigilance / integrity clearance | Captures the prescribed CVO/HOD declarations and service-integrity particulars |
| Major/minor penalty details, preceding ten years | Required history for serving/former officers where applicable |
| Advocate registration, professional record and relevant cases | Evidences actual advocacy tenure and substantial service-matter litigation |
| Last five years' annual income with ITR copies (advocate stream) | Specifically requested in Annexure I for advocates; not a substitute for case-based proof of professional suitability |
The form asks for a 200-word write-up on adjudicating experience where relevant, five major achievements with up to 200 words each, particulars of reported and unreported cases where applicable, professional affiliations and awards/publications, and complete work histories. These qualitative sections give candidates the opportunity to communicate the substance of their work: the issue decided or argued, the legal principle at stake, procedural complexity and their personal contribution. They are not a licence to disclose confidential case material or to imply that the committee has published an official scoring rubric for achievements.
📊 Documentary look-back periods have different purposes
📊 CAT Judicial Member — document look-back periods in the circular
| Required history in the application | Period (years) |
|---|---|
| Service-related major/minor penalty declaration | 10 |
| Attested CR/APAR service performance | 5 |
| Annual income and ITR documentation for advocate-stream applicants | 5 |
The 10/5/5 years relate to different categories of record. They do not indicate that five years of APAR can replace the ten-year judicial/advocate eligibility requirements, and they are not interview marks or relative weightages. Their value is practical: assemble the correct documentary window before seeking departmental clearances or filing the signed original.
A stronger professional dossier is a precise dossier
For judicial officers, show the specific level of court, dates of appointment and retirement, nature of adjudication and properly certified service papers. For Indian Legal Service officers, identify the exact Grade I or higher appointment period, employer and relevant legal work. For advocates, substantiate the period of practice, courts and tribunals, service matters actually handled, registration, any reported/unreported decisions or verifiable case record, and five years' income evidence the form requires. It is appropriate to explain genuine major achievements, but no fabricated case totals, client names, confidential case files or hypothetical citation should be presented as facts.
📮 The deadline is for receipt, not dispatch
The completed original, neatly typed prescribed application, with necessary annexures, should reach:
Secretary, Department of Personnel and Training, Kartavya Bhawan–3, Central Secretariat, Kartavya Path, New Delhi – 110001.
It must arrive on or before Sunday, 20 December 2026, by 5:30 PM, whether delivered by hand, Speed Post or Registered Post. Applications should travel through the proper official channel where applicable. The circular does not establish an online submission route, an email-only application or an application-fee payment gateway. A tracking slip proves posting, not timely delivery; delayed, incomplete or missing-annexure applications can be rejected. Sunday is explicitly the day named in the official notice, so postal/hand-delivery arrangements require care. Do not presume a subsequent working-day extension without a formal corrigendum.
The last date of receipt is also the legally relevant crucial date for checking eligibility. Applicants should make sure the route and required experience/grade have been attained by that date, not at an unspecified future interview.
What Annexure I requires — beyond a short résumé
The candidate selects Fresh / Re-appointment, supplies contact and permanent addresses, service/cadre details, qualification history, present and past employment with precise appointment/retirement dates and pay levels as relevant, professional engagements and nature of work. Judicial applicants include a brief adjudication write-up and notable achievements. Advocate applicants are asked for enrolment/registration evidence, reported/unreported case details and five years' income/ITRs. The form also asks for honours/publications and affiliations, including affiliations with professional bodies or a political party. The applicant should answer all applicable questions truthfully and mark non-applicable sections as such rather than leaving ambiguity.
The page-seven declaration carries particularly serious commitments: not withdrawing candidature after the Selection Committee meeting; not declining appointment if selected by the competent authority (ACC); and joining within 30 days of appointment order. It warns that breach of those commitments may lead to three years' debarment from certain outside-cadre/autonomous/statutory/regulatory appointments. These statements are in the original signed declaration; a candidate should read them before signing rather than treating the form as routine paperwork.
What Annexure II and III check
The employer/authority certificate under Annexure II asks the forwarding authority to confirm the candidate's particulars, qualifications and experience, certified integrity, absence of pending/contemplated disciplinary/vigilance case, penalties record and the five-year attested ACR/APAR dossier. Annexure III asks the CVO/HOD for detailed vigilance circumstances, including posts held in the preceding ten years, any penalties, investigations, pending or contemplated proceedings. Where the candidate is from a government/judicial service, these approvals can take time and should be secured early.
⚖️ Selection, reappointment and the absence of an announced competitive paper
The Search-cum-Selection Committee will scrutinise applications for suitability, giving due weight to qualification and experience, then shortlist applicants for personal interaction. Final evaluation is a holistic committee assessment. No separate written examination, prescribed syllabus, qualifying percentage, interview marking scale, reservation-wise vacancies, exam date, admit-card release or answer-key notice is provided. The personal interaction is not described as a standard MCQ, a 100-mark viva or a five-stage competitive exam.
The focus of preparation should therefore follow the actual role: quality of legal reasoning on public-service disputes, knowledge of the Tribunal's jurisdiction, the candidate's own adjudicatory/practice record, procedural fairness, institutional independence and integrity. These are professional preparation themes, not subject-wise marks allocated by DoPT. A separate detailed Judicial Member Selection & Personal Interaction Guide accompanies this recruitment for candidates needing a structured plan.
The circular says applicants called for interaction receive no TA/DA and must make their own arrangements. Shortlisting or an invitation does not mean qualification and service conditions have been definitively accepted. Reappointment, if sought, involves the relevant selection process and consideration of previous CAT performance.
⚠️ What an informed applicant should not overlook
- Four positions are an existing/anticipated combined number, subject to change, not four confirmed Delhi seats or a category-wise allotment.
- A general LLB/LLM degree alone is not one of the four eligibility routes; legal practice must meet the specific service-matters litigation requirement where the advocate route is used.
- Five-year term / 67-year maximum tenure is different from a blanket maximum application age.
- ₹2.25 lakh fixed salary may be reduced by gross pension where applicable; pensioners should not treat it as guaranteed full net pay.
- Five-year APAR and ten-year penalties/vigilance history are independent record requirements; do not substitute one for the other.
- Annexures I–III serve different roles, and some require authorised employer/CVO certification.
- 20 December, 5:30 PM is the date and time of physical receipt. A posting receipt dated 20 December may still be too late.

Bottom line: This opportunity is suited to experienced judicial officers, qualifying advocates and senior Indian Legal Service professionals. Select the correct statutory eligibility pathway, prepare the right proof and certified annexures, and ensure the original application reaches DoPT by 20 December 2026 at 5:30 PM. The real test of candidature is the quality, relevance and verifiability of the senior legal career record—not an invented written-paper syllabus.

Required: Yes · Description: Pathway-specific: 10 years as District Judge/Additional District Judge combined OR 10 years of relevant advocate practice with substantial service litigation; High Court Judge and ILS Grade I routes are status/service based with no separate minimum duration quoted. Not one generic minimum year rule for every pathway.
Judicial Member, Central Administrative Tribunal — Four All-India Tribunal Appointments
The real eligibility hurdle
This opening is not for all lawyers with a law degree. It is a four-route senior judicial appointment governed by the National Tribunals Commission and Qualification, Selection, and Conditions of Service of Chairperson and Members of Tribunals Rules, 2026, which the 5 November circular specifically invokes. Candidates qualify by having served as a High Court Judge, ten combined years as District Judge/Additional District Judge, ten years as an advocate with substantial litigation in service matters before CAT/AFT/High Courts/Supreme Court, or by being a current/former Indian Legal Service Grade-I-or-above member.
A District Judge candidate should state exact joining dates and the grades/courts in which the ten-year combination was completed; an advocate should demonstrate the nature and sustained extent of service litigation instead of offering only general Bar-enrolment evidence. A person who has held a senior government legal role but not the named Indian Legal Service Grade I status cannot assume that a similarly worded designation independently qualifies them.
Service terms are materially different from a permanent judicial cadre post
The circular provides four existing or anticipated vacancies, with no seat-wise CAT-bench or UR/SC/ST/OBC allocation. A selected member may serve at New Delhi or any CAT bench listed in the notice. The role carries ₹2,25,000 monthly fixed salary, relevant admissible Group-A allowances and a five-year maximum term ending sooner at age 67. Gross pension is deducted from the notified salary where a member draws pension. Tribunal tenure does not create entitlement to an extra pension, provident fund or gratuity for the time served. Serving judicial/government-service appointees covered by the rule must resign or take voluntary retirement from their parent service before joining.
How suitability will actually be judged
DoPT has not announced a written paper, standard exam syllabus or total marks. The Search-cum-Selection Committee reviews qualifications, relevant experience, professional suitability and personal interaction. This demands a structured account of real adjudicatory or service-law experience, sound judgement and a verified career history. A candidate may be asked to explain actual decisions or significant cases, but any such themes are preparation examples, not official question predictions or marks allocation.
The documentary requirements are unusually important
The annexed application asks for complete service dates and posts, up to 200 words on adjudicating experience, five achievements of up to 200 words each, reported/unreported relevant cases, and for advocates five years' income/ITRs. Serving applicants may require original Annexure II forwarding certificate, five years' attested CR/APAR, cadre clearance, integrity/vigilance clearance (Annexure III), and ten years' penalties information. A document omitted because it is difficult to obtain can make an otherwise impressive application incomplete.
Date and destination: The original neatly typed signed application with its relevant annexures must reach Secretary, DoPT, Kartavya Bhawan–3, Central Secretariat, Kartavya Path, New Delhi 110001 by 20 December 2026, 5:30 PM, hand-delivered or via Speed/Registered Post. Mere dispatch by that date does not meet the receipt rule.
A candidate's decision checklist
First, confirm the eligibility route honestly as of 20 December 2026. Second, check if the nature of your court/tribunal/legal work supports that route and whether clear, permissible proof exists. Third, secure all service/vigilance approvals where applicable before posting the pack. Fourth, assess pension adjustment, age-limited tenure and all-India posting before treating the offer as financially or professionally equivalent to present service. Fifth, understand the signed Annexure I declaration on possible three-year debarment if certain appointment commitments are breached.
Judicial adjudication of service-related disputes within the statutory jurisdiction of the Central Administrative Tribunal, under the Administrative Tribunals Act, 1985. The circular does not publish a bench-specific duty roster or guaranteed posting.
- Apply independent, reasoned judicial assessment to statutory service-matter proceedings
- Maintain standards of integrity and institutional independence in adjudication
- Fulfil duties of the CAT bench at the station assigned following selection
- Check which of the four 2026 Rules eligibility pathways is met on 20 December 2026; a generic LLB degree or unrelated ten-year experience is not enough.
- Use the prescribed neatly typed original Annexure-I application; select Fresh Appointment or Re-appointment and complete every relevant item and signed declaration.
- Arrange employer forwarding/cadre clearance, certified recent five years CR/APAR, integrity/vigilance certification at Annexures II–III and last ten years penalties history wherever applicable.
- For the advocate pathway, establish ten years of substantial service-matters litigation before the named courts/tribunals and provide enrolment, relevant case details and the preceding five years income/ITRs as requested.
- Deliver or send by Speed/Registered Post so the original packet reaches Secretary, DoPT, Kartavya Bhawan–3, Central Secretariat, Kartavya Path, New Delhi–110001 by 20 December 2026, 5:30 PM; postage date is not the receipt date.
- Review pension deduction, age-67/five-year tenure, all-India CAT posting and pre-joining resignation/VRS requirement where relevant.
The circular specifies four existing/anticipated Judicial Member positions, subject to variation, without any UR/SC/ST/OBC/EWS-wise vacancy breakup or station-wise allocation. Do not invent reservations.
